This article discusses the trajectory of the movement ‘Art against Barbarism’ from its genesis to its most notorious achievement: Law for Promotion of Theater for the city of São Paulo, which constitutes an innovation in the panorama of public policies in the Brazilian context. By illuminating this course, we seek to highlight the strategies of cultural legitimation used by the movement, as well as the determinants which contributed to make such an achievement possible.
