RESUMO:
No artigo estuda
-
se a influência da educação superior no desenvolvimento dos
sistemas socioeconômicos regionais. A análise econômica e estatística revelou o impacto das
medidas de desenvolvimento do ensino superior no
PBR (produto bruto regional)
da região
. Os
fatores altamente significativos foram: salários do corpo docente das universidades e custos
internos de pesquisa e desenvolvimento. Esses indicadores refletem indiretamente o grau de
desenvolvimento intelectual da região e mostram o impacto do desenv
olvimento do capital
intelectual no desenvolvimento socioeconômico. Os professores universitários desenvolvem o
conhecimento dos alunos, o que lhes permite institucionalizar o ensino superior e divulgá
-
lo na
região. A qualidade da inteligência de um profes
sor universitário afeta diretamente a formação
de capital intelectual na região. Além disso, foi significativo o número de alunos cursados
nos
programas de bacharelado, especialidade e mestrado.
Também
, quanto maior o número de
alunos per capita, menor é
o
PBR
per capita, o que se explica por sua baixa renda. No artigo foi
considerada a diferenciação dos distritos federais e regiões da Federação Russa em termos do
desenvolvimento do sistema de ensino superior. Foram aplicados métodos de divisão de
indicad
ores e agrupamento, que permitiram fazer cartogramas e visualizar a diferenciação das
regiões pelo número de instituições de ensino superior e pelo número de concluintes.

RESUMEN
: En el artículo se estudia la influencia de la educación superior en el desarrollo
de los sistemas socioeconómicos regionales. El análisis económico y estadístico reveló el
impacto de las medidas
de desarrollo de la educación superior en el PRB
(producto regional
bruto)
de la región. Los factores altamente significativos fueron: los salarios del personal
docente de las universidades y los costos internos de investigación y desarrollo. Estos
indica
dores reflejan indirectamente el grado de desarrollo intelectual en la región y muestran
el impacto del desarrollo del capital intelectual en el desarrollo socioeconómico. Los
profesores universitarios desarrollan el conocimiento de los estudiantes, lo que
les permite
institucionalizar la educación superior y difundirla en la región. La calidad de la inteligencia
de un profesor universitario afecta directamente la formación de capital intelectual en la
región. Además, fue significativo el número de estudian
tes que estudió en los programas de
licenciatura, especialidad y maestría. Además, cuanto mayor es el número de estudiantes per
cápita, menor es el
PBR
per cápita, lo que se explica por sus bajos ingresos. En el artículo se
consideró la diferenciación de l
os distritos federales y las regiones de la Federación de Rusia
en términos del desarrollo del sistema de educación superior. Se aplicaron métodos de división
y agrupamiento de indicadores que permitieron realizar cartogramas y visualizar la
diferenciación
de regiones por el número de instituciones de educación superior y por el
número de egresados.

ABSTRACT:
In the article it is studied the influence of higher education on the development
of regional socio
-
economic systems. Economic and statistical analysis revealed the impact of
measures of higher education development on the GRP (gross regional product) of
the region.
Highly significant factors were: salaries of faculty staff of the universities and internal research
and development costs. These indicators indirectly reflect the degree of intellectual
development in the region and show the impact of intellec
tual capital development on socio
-
economic development. University professors develop students' knowledge, which allows them
to institutionalize higher education and spread it in the region. The quality of a university
professor’s intelligence directly aff
ects the formation of intellectual capital in the region. In
addition, it was significant the number of students studied in bachelor's, specialty, and master's
programs. Moreover, the higher the number of students per capita, the lower the GRP per
capita,
which is explained by their low incomes. In the article it was considered the
differentiation of Federal districts and regions of the Russian Federation in terms of the
development of the higher education system. Methods of dividing indicators and grouping
were
applied, which made it possible to make cartograms and visualize the differentiation of regions
by the number of higher education institutions and by the number of graduates.

Introdução
As universidades como fator de desenvolvimento territorial têm sido estudadas a partir
da década de 50 do século XX e algumas das ações governamentais realizadas em nível estadual
com base em dados de pesquisas permitiram obter resultados efetivos. Atualme
nte, tanto os
países desenvolvidos quanto os em desenvolvimento estão aumentando os gastos públicos com
o ensino superior. A. Madison descobriu uma relação segundo a qual um aumento de 1% nos
recursos orçamentários para a educação leva a uma expansão do pr
oduto interno bruto do país
em 0,35% (MADDISON, 1991). Em 1975, o professor da Universidade de Harvard Ya. Mincer
também provou que obter educação é um investimento dos alunos em si mesmos. De acordo
com seus cálculos, cada ano adicional de estudo aumenta
a renda de uma pessoa em até 7%.
Utilizando modelos matemáticos L. Lockner provou que subsídios à educação podem reduzir a
criminalidade (LOCHNER, 2004). De acordo com seus dados, se uma pessoa tem ensino
superior, reduz sua predisposição a todos os tipos
de crimes. Aumentar a realização de uma
sociedade por 1 ano letivo proporciona um aumento na economia de 5% no curto prazo e de
2,5% no longo prazo (dados da OCDE) (TROKHIMCHUK, 2017).
Segundo pesquisa do G. G. Zubritskaya, o aumento de 1% no número de pes
soas de 15
a 64 anos com ensino superior pode aumentar a expectativa de vida da população em 0,33 anos
e reduzir o número de crimes em 3,8% durante o ano; aumentar a renda média mensal por
pessoa em 0,4 dólares pode levar a um aumento de 0,02% no número de
pessoas de 15 a 64
anos com ensino superior; o crescimento do desemprego em 1% leva a um aumento das
infrações penais em 5,97% ao ano e o crescimento da população de 15 a 64 anos com ensino
superior de 0,3% (HUANG; QIN, 2018).
A qualidade, o nível e a ace
ssibilidade da educação da população no mundo moderno
são fontes fundamentais de desenvolvimento econômico dos territórios. A Rússia está em
segundo lugar entre os países com o número de pessoas com ensino superior (62,7%) com idade
entre 25 e 64 anos, atr
ás da Coreia do Sul onde as pessoas com ensino superior são 69,6%.

A interligação da educação e o desenvolvimento do capital humano é estudada nos
trabalhos de P. Bourdieu, G. Becker e J. Coleman (BOURDIEU, 2019). É necessário observa

os cientistas domésticos que prestam atenção a esse problema, vale a pena notar E. V. Anishin,
E. A. Egel, V. V. Radaev, A.V. Fakhrutdinova, O. A. Shlyakov (FAKHRUTDINOVA, 2012).
No entanto, o impacto de indicadores específicos do ensino superior no
desenvolvimento socioeconómico regional ainda não está totalmente estudado e requer uma
análise adicional da diferenciação das regiões de acordo com os indicadores do seu
desenvolvimento do ensino superior, o que afeta o potencial de desenvolvimento region
al. No
contexto da digitalização da economia, os benefícios intangíveis gerados pelo Instituto de
Ensino Superior tornam
-
se a parte mais importante da riqueza nacional.
Métodos
O estudo foi baseado em abordagens que definiram seu propósito e objetivos.
É aplicada
uma abordagem institucional à análise do ensino superior. A abordagem institucional também
permite considerar a institucionalização do capital intangível por meio da ciência e do ensino
superior. A abordagem do equilíbrio é aplicada ao estudo na
avaliação de indicadores do ensino
superior usando indicadores estatísticos e na construção de modelos econômicos e estatísticos.
Métodos de pesquisa empírica nos permitiram oferecer uma classificação das regiões da
Federação Russa por taxa de matrícula n
o ensino superior. O método analítico
-
comparativo
com o uso do conhecimento indutivo aplicado na análise de indicadores de desenvolvimento
do ensino superior, tais como: o número de instituições de ensino, o número de docentes, o
número de alunos nos vário
s níveis de ensino, o número de organizações engajadas em pesquisa
e desenvolvimento científico, o número de pessoal envolvido em trabalhos de pesquisa
científica, custos de pesquisa e desenvolvimento, pedidos de patentes, salários do pessoal
universitário
. Os métodos de pesquisa econômica e estatística tiveram como objetivo identificar
a detecção de interação entre os indicadores e o P
R
B
(produto regional bruto)
per capita para o
período 2015
-
2018. Utilizamos um modelo de regressão de dados em painel com e
feitos
aleatórios, o que nos permite considerar processos não observáveis. O tamanho da amostra foi
de 291 observações, o teste F e o teste de Hausman mostraram a consistência do modelo e o
coeficiente de determinação foi de 0,8.

Resultados e discussão
As regiões apresentam heterogeneidade na taxa de ensino superior, uma tendência geral
no período 2015
-
2018 foi de consolidação das instituições de ensino superior. O maior número
de instituições de ensino superior está representado nos territórios de Mosc
ou, São Petersburgo,
Krasnodar, Primorsky e Stavropol, República do Tartaristão, regiões de Novosibirsk e
Sverdlovsk. Da mesma forma, é apresentada a distribuição do corpo docente e dos alunos nas
instituições de ensino superior. No entanto, em São Petersb
urgo e na região de Rostov, há um
aumento no número de alunos, com queda estável no número de professores, o que pode afetar
negativamente a qualidade da educação nessas regiões. Os indicadores mais altos do número
de alunos por corpo docente no período 20

Se considerarmos os indicadores de PRB per capita nas regiões da Federação Russa,
excluindo as regiões produtoras de petróleo, como o di
strito autônomo de Nenets, a região de
Tyumen, a República de Sakha (Yakutia) e outras, o próximo grupo líder são as regiões com
um grande número de estudantes e organizações educacionais. Construímos um modelo de
regressão de dados em painel com efeitos a
leatórios, apresentados na tabela 1. Alguns dos
coeficientes que possuem unidades monetárias de medida foram logaritmos para obter

O modelo mostrou um forte impacto dos custos de pesquisa e
desenvolvimento e dos
salários do corpo docente do ensino superior no PRB per capita da região, com o nível de
salários tendo um impacto maior. Os gastos com pesquisa indicam o desenvolvimento do capital
intelectual na região, o que permite obter vantagens
competitivas nas condições da quarta
revolução industrial. O índice salarial mostra a qualidade e especificidade do capital humano
(KOLESNIKOVA

ZAGIDULLINA
, 2016). Os professores formam o
conhecimento dos alunos, o que lhes permite
institucionalizar o ensino superior e difundi
-
lo na
região. A qualidade do capital intelectual de um professor universitário afeta diretamente a
formação do capital intelectual na região. O número de alunos tem efeito contrário no PRB, o
que é explicado pe
la baixa renda no período estudado.
O potencial de trabalho da região é formado no sistema de ensino superior (KARASIK
et al.
, 2015). Uma figura importante de sua formação é o número de egressos das instituições
de ensino superior.
Para analisar a diferenc
iação dos distritos e regiões da Federação Russa em termos de
cobertura do ensino superior, foram calculados e apresentados os seguintes indicadores:
* número de egressos de instituições de ensino superior (mil
hares de
pessoas);
* número de instituições de
ensino superior por 10.000 habitantes.
Para descrever o trabalho, foram levados em consideração os dados do número de
graduados das instituições de ensino superior da Federação Russa para o período de 2015 a
2018. Para o relatório analítico foram utilizad
as 2 tabelas com dados, onde a primeira (esquerda)
são todos sujeitos da Rússia e, a outra (à direita) todas as entidades, exceto cidades federais
(Sebastopol, Moscou, São Petersburgo), bem como entidades com valor zero constante para
todo o período de est
udo.
Como método de divisão dos indicadores, foi escolhido um intervalo igual, que foi
calculado pela fórmula:

Foi decidido fazer uma divisão de 5 intervalos de indicadores, que em cada ano tinham
seu próprio valor.
Com base nos dados obtidos, podemos concluir que todas as disciplinas estão na
primeira zona com indicadores aproximados de 0,1 a 45 mil egressos. Em seguida, a cidade de
São Petersburgo está na faixa de 33,7 a 89,8, onde em 2018 a Repúb
lica do Tartaristão foi
incluída. Então existe uma lacuna enorme onde não há uma única região nos pontos 3 e 4.
Moscou sempre tem os indicadores mais altos na faixa de 186 a 2.024 mil graduados. Pode

notar que em todas as regiões e cidades a taxa máxima
no número de egressos foi registrada em
2015. Depois a cada ano o número só diminui.

para 2018 (figura 1)

Quase todas as regiões do distrito federal do Extremo Oriente, com algumas exceções,
os territórios de Primorye e Khabarovsk, também as regiões do distrito federal do norte do
C
áucaso, exceto a República do Daguestão, o distrito federal norte e ocidental, o distrito federal
central (que, em sua dinâmica ao longo do período de estudo piorou o desempenho), as regiões
KHMAO, YNAO, República de Altai, República de Tuva e República de
Khakassia estão no
primeiro grupo com o número de graduados de 0,1 a 9. Belgorod, Kursk, as regiões de Moscou
não estão neste grupo.
O segundo grupo com uma média de 6,8 a 16,3 mil graduados inclui as seguintes
regiões: Território de Primorsky, Território
de Khabarovsk, Tomsk e, regiões de Kemerovo,
Território de Altai, incluímos aqui a região de Tyumen sem área autônoma, seu desempenho

caiu nos últimos 3 anos, regiões de Orenburg e Penza, território de Perm, República da
Chuváchia, República de Udmurt, Re
pública da Crimeia, região de Belgorod e região de Kursk.
O terceiro grupo incluiu: regiões de Omsk, Novosibirsk, Saratov, Nizhny Novgorod e
Irkutsk, territórios de Krasnoyarsk e Stavropol, porque seus indicadores caíram acentuadamente
com uma diferença de
10 mil pessoas, a região de Volgogrado, a República do Daguestão. As
regiões de Moscou e Voronezh também estão no terceiro grupo devido a seus indicadores
decrescentes.
No quarto grupo estão as regiões com indicadores que variam de 20,1 mil a 36 mil
pesso
as. Este grupo inclui: a região de Chelyabinsk, sem considerar seu último pior indicador,
que não reflete a dinâmica, a região de Samara, a República d
e
Bashkortostan.
O último grupo inclui as regiões com os melhores indicadores de produção em valores
de 2
7 mil ou mais. Estes são a região de Sverdlovsk, a República do Tartaristão com os melhores
indicadores, a região de Rostov e o território de Krasnodar. De acordo com este ponto, podemos
tirar a seguinte conclusão: um grande número de disciplinas da Federa
ção Russa tem uma
regressão no número de alunos formados, o que é claramente visível em comparação com a Fig.
1 e a Fig. 2, talvez o impacto seja devido à crescente influência de grandes instituições
educacionais, bem como devido à migração desigual da pop
ulação e ao declínio populacional
em regiões individuais. Entre a cidade de Moscou e os súditos da Federação Russa, há uma
enorme diferença de valores, e só aumenta a cada ano.
Para encontrar o número de instituições de ensino superior por 10.000 habitante
s, foi
calculado como a razão entre o número de instituições de ensino superior por população total e
multiplicado por 10.000. Eles mostraram a dinâmica desse indicador de 2014 a 2018. Foi
considerada a diferenciação dos distritos federais e regiões da Fed
eração Russa.
Estudando a dinâmica dos Distritos Federais de 2014 a 2018, verificamos que os
maiores valores foram observados em 2014, e então observamos uma queda no indicador ao
longo do ano seguinte.
Os maiores indicadores se concentraram no Distrito Fe
deral Central, tanto em 2014
quanto em 2018. E os menores indicadores foram em 2014 no Distrito Federal dos Urais (47),
e em 2018 os menores indicadores se concentraram no Sul do Distrito Federal (37).

Depois de analisar e analisar o
indicador em 2018, verificou
-
se que os valores mais altos
estavam representados na cidade de Moscou e na cidade de São Petersburgo e,
surpreendentemente, os valores mais altos estão concentrados na República da Ossétia do
Norte
-
Alânia e território
de
Khaba
rovsk.
Os valores mais baixos foram na região de Leningrado, na região de Novgorod, na
República de Khakassia, no território TRANS
-
Baikal e na região de Vladimir. Infelizmente, o
distrito autônomo de Yamalo
-
Nenets e o distrito autônomo de Nenets não tinham
nenhum
indicador.
Assim, aplicamos métodos de divisão de indicadores e agrupamento, o que nos permitiu
fazer cartogramas e visualizar a diferenciação das regiões pelo número de instituições de ensino
superior e número de diplomados.
Síntese
Assim, os r
esultados obtidos do modelo de regressão indicam a necessidade de investir
em pesquisa e desenvolvimento e atrair pessoal altamente qualificado para as instituições de
ensino superior, uma vez que esses indicadores têm impacto no desenvolvimento
socioeconô
mico da região. As regiões incluídas no quarto grupo (figura 1) pelo número de
graduados em instituições de ensino superior têm um rico potencial de desenvolvimento
socioeconômico acelerado, como as regiões de Chelyabinsk e Samara e a República do

Conclusão
O ensino superior é um motor do desenvolvimento socioeconômico, sendo uma
alternativa direta ao desenvolvimento de recursos. Indicadores
importantes do ensino superior
são as características de qualidade dos professores e a pesquisa e desenvolvimento. Seu
indicador quantitativo subjetivo da contabilidade são seus custos. Utilizando uma abordagem
baseada em custos, foi possível identificar s
eu impacto no PRB da região. Um critério
importante para a qualidade do ensino superior é a carga horária dos professores universitários,
por isso estudamos o indicador de número de alunos por professor. O volume de egressos das
instituições de ensino supe
rior tem impacto direto na formação do potencial de trabalho.

ABSTRACT:
In the article it is studied the influence of higher education on the development
of regional socio
-
economic systems. Economic and statistical analysis revealed the impact of
measures of higher education development on the GRP (gross regional product) of
the region.
Highly significant factors were: salaries of faculty staff of the universities and internal research
and development costs. These indicators indirectly reflect the degree of intellectual
development in the region and show the impact of intellec
tual capital development on socio
-
economic development. University professors develop students' knowledge, which allows them
to institutionalize higher education and spread it in the region. The quality of a university
professor’s intelligence directly aff
ects the formation of intellectual capital in the region. In
addition, it was significant the number of students studied in bachelor's, specialty, and master's
programs. Moreover, the higher the number of students per capita, the lower the GRP per capita,
which is explained by their low incomes. In the article it was considered the differentiation of
Federal districts and regions of the Russian Federation in terms of the development of the higher
education system. Methods of dividing indicators and grouping
were applied, which made it
possible to make cartograms and visualize the differentiation of regions by the number of higher
education institutions and by the number of graduates.

RESUMO:
No artigo estuda
-
se a influência da educação superior no desenvolvimento dos
sistemas socioeconômicos regionais. A análise econômica e estatística revelou o impacto das
medidas de desenvolvimento
do ensino superior no
PBR (produto bruto regional)
da região.
Os fatores altamente significativos foram: salários do corpo docente das universidades e custos
internos de pesquisa e desenvolvimento. Esses indicadores refletem indiretamente o grau de
desenv
olvimento intelectual da região e mostram o impacto do desenvolvimento do capital
intelectual no desenvolvimento socioeconômico. Os professores universitários desenvolvem o
conhecimento dos alunos, o que lhes permite institucionalizar o ensino superior e d
ivulgá
-
lo
na região. A qualidade da inteligência de um professor universitário afeta diretamente a
formação de capital intelectual na região. Além disso, foi significativo o número de alunos
cursados
nos programas de bacharelado, especialidade e mestrado
.
Também
, quanto maior o
número de alunos per capita, menor é o
PBR
per capita, o que se explica por sua baixa renda.
No artigo foi considerada a diferenciação dos distritos federais e regiões da Federação Russa
em termos do desenvolvimento do sistema de e
nsino superior. Foram aplicados métodos de
divisão de indicadores e agrupamento, que permitiram fazer cartogramas e visualizar a
diferenciação das regiões pelo número de instituições de ensino superior e pelo número de
concluintes.

de los sistemas socioeconómicos regionales. El anális

impacto de las medidas de desarrollo de la educación superior en el PRB

de la región. Los factores altamente significativos fueron: los salarios del personal
docente de las universidades y los costos internos de investigación y desarrollo. Estos
indicadores reflejan indirectamente el grado de desarrollo intelectual en la regi
ón y muestran
el impacto del desarrollo del capital intelectual en el desarrollo socioeconómico. Los
profesores universitarios desarrollan el conocimiento de los estudiantes, lo que les permite
institucionalizar la educación superior y difundirla en la reg
ión. La calidad de la inteligencia
de un profesor universitario afecta directamente la formación de capital intelectual en la
región. Además, fue significativo el número de estudiantes que estudió en los programas de
licenciatura, especialidad y maestría.
Además, cuanto mayor es el número de estudiantes per
cápita, menor es el
PBR
per cápita, lo que se explica por sus bajos ingresos. En el artículo se
consideró la diferenciación de los distritos federales y las regiones de la Federación de Rusia
en términos
del desarrollo del sistema de educación superior. Se aplicaron métodos de división
y agrupamiento de indicadores que permitieron realizar cartogramas y visualizar la
diferenciación de regiones por el número de instituciones de educación superior y por el
número de egresados.

Introduction
Universities as a factor of territorial development have
been
studied from the 50s of the
XX century and some of the government actions taken at the state level on the basis of research
data allowed us to obtain effective results. Currently, both developed and developing countries
are increasing public spending on h
igher education. A. Madison found out a relationship
according to which an increase in budgetary funds for education by 1% leads to an expansion
in the country's gross domestic product by 0.35% (MADDISON, 1991). In 1975, the professor
at
Harvard University
Ya. Mincer also proved that getting an education is an investment of
students in themselves. According to his calculations, each additional year of study increases a
person's income by up to 7%. Using mathematical models L. Lockner proved that subsidies t
o
education can reduce criminality (LOCHNER, 2004). According to his data, if a person has a
higher education, it reduces his predisposition to all types of crimes. Increasing the
accomplishment of a society for 1 academic year provides an increase in the
economy by 5%
in the short term and by 2.5% in the long term (OECD data) (TROKHIMCHUK, 2017).
According to research by the G. G. Zubritskaya, the increase the number of people aged

64 with higher education by 1% can rise the life expectancy of the popul
ation by 0.33 years
and reduce the number of crimes by 3.8% during the year; increase an average monthly income
per person by 0.4

can lead to an increase in the number of people aged 15

64 years with
higher education by 0.02%; the growth of unemploy
ment by 1% leads to an increase in criminal
offenses by 5.97% for the year and growth in the population aged from 15 to 64 years with
higher education 0.3% (HUANG

The quality, level and accessibility of education of the population in the moder
n world
are fundamental sources of economic development of territories. Russia is in the second place
among the countries with the number of people with higher education (62.7%) aged 25
-
64
years, after South Korea where people with higher education are 69.
6%.

are laid down in the works of F. Altbach, L. Walras, D. Weil, M. Woodhall, E. Denison, J.
Kendrick, N. Fischer, B. Fraumeni, M. L. Agranovich, Y. S. Vasiliev, N. V. Zubare
vich
(ZUBAREVIC, 2019).
The interconnection of education and the development of human capital is studied in the
works of P. Bourdieu, G. Becker and J. Coleman (BOURDIEU, 2019). It is necessary to note
domestic scientists who pay attention to this problem,

However, the impact of specific indicators of higher education on regional socio
-
economic development is still not fully studied and it re
quires additional analysis of the
differentiation of regions according to the indicators of their higher education development,
which affects the potential for regional development. In the context of digitalization of the
economy, the intangible benefits g
enerated by the Institute of higher education become the most
important part of the national wealth.
Methods
The study was based on approaches that defined its purpose and objectives. An
institutional approach to the analysis of higher education is appl
ied. The institutional approach
also allows us to consider the institutionalization of intangible capital through science and
higher education. The balance approach is applied to the study in evaluating indicators of higher
education using statistical indi
cators and building economic and statistical models. Methods of
empirical research allowed us to offer a classification of regions of the Russian Federation by
higher education enrollment rate. The analytical
-
comparative method with the use of inductive
kn
owledge applied in the analysis of indicators of development of higher education, such as:
the number of educational institutions, number of faculty, number of students at various
educational levels, the number of organizations engaged in scientific resear
ch and development,
the number of personnel involved in scientific research works, research and development costs,
patent applications, salaries of university st
a
ff. Economic and statistical research methods were
aimed at identifying the interaction detec
tion between the indicators and GRP per capita for the
period 2015
-
2018. We used a regression model of panel data with random effects, which allows
us to
consider
unobservable processes. The sample size was 291 observations, the F
-
test and
the Hausman test
showed the consistency of the model, and the coefficient of determination
was 0.8.
Results and Discussion
Regions have heterogeneity in higher education rate, a general trend in the period 2015
-
2018 was a consolidation of higher educational institutio
ns. The largest number of higher
educational institutions is represented in Moscow, Saint Petersburg, Krasnodar, Primorsky and
Stavropol territories, the Republic of Tatarstan, Novosibirsk and Sverdlovsk regions. Similarly,
the distribution of faculty staf
f and students in higher education institutions is presented.

However, in Saint Petersburg and the Rostov region, there is an increase in the number of
students, with a stable decrease in the number of teachers, which may negatively affect the
quality of e
ducation in these regions. The highest indicators of the number of students per

If we consider the indicators of GR
P per capita in the regions of the Russian Federation,
excluding oil
-
producing regions such as the Nenets Autonomous district, the Tyumen region,
the Republic of Sakha (Yakutia), and others, the next leading group are the regions with a large
number of stu
dents and educational organizations. We built a regression model of panel data
with random effects, presented in table 1. Some of the coefficients that have monetary units of
measurement were taken logarithms to obtain objective coefficients.

The model showed a strong
impact of research and development costs and higher
education faculty st
a
ff’s salaries on GRP per capita in the region, with the level of wages having
a greater impact. Research expenditures indicate the development of intellectual capital in the
region, w
hich allows it to achieve competitive advantages in the conditions of the fourth
industrial revolution. The wage index shows the quality and specificity of human capital

The quality of a university teacher's intellectual capital directly affects the formation of
intellectual capital in the region. The number of students has the opposite ef
fect on GRP, which
is explained by low incomes during the study period.
The
labor
potential of the region is formed in the higher education system (KARASIK
et al.
, 2015). An important figure of its formation is the number of graduates of higher
educational
institutions.
In order to analyze the differentiation of districts and regions of the Russian Federation
in terms of higher education coverage, the following indicators were calculated and presented:
* number of graduates of higher educational institution
s (thousand people);
* number of higher education institutions per 10,000 inhabitants.
To
describe the work, it was taken into account the data of the number of graduates of
higher educational institutions of the Russian Federation for period of 2015
–
201
8. For the
analytical report it was used 2 tables with data, where the first (left) are all subjects of Russia,
and on the other (right) all entities, except Federal cities (Sevastopol, Moscow, Saint
-
Petersburg), as well as entities with a constant zero va
lue for the entire study period.
As a method of dividing
indicators,
it was chosen an equal interval, which was
calculated using the formula:

It was decided to take a 5

interval division of indicators, w
hich in each year had its own
value.
Based on the obtained data, we can conclude that all subjects are in the very first zone
with approximate indicators from 0.1 to 45 thousand graduates. Next the city of Saint
Petersburg is in the range from 33.7 to
89.8, where in 2018 the Republic of Tatarstan was
included. Then it is a huge gap where there is no single region in points 3 and 4. Moscow always
has the highest indicators in the range from 186 to 2024 thousand graduates. It can be noted
that in all regi
ons and cities the maximum rate in the number of graduates was recorded in 2015.
Then every year the figure only decreases.
For clarity, a cartogram was constructed for the figure of the number of graduates for
2018 (figure 1)

Almost all the regions of the Far Eastern Federal district, with some exceptions, the
Primorye and Khabarovsk territories, also the regions o
f the North Caucasus Federal district
except for the Republic of Dagestan, the Northern and the Western Federal district, the Central
Federal district (which, in their dynamics over the study period worsened the performance),
regions KHMAO,
YNAO, the Repub
lic of Altai, Republic of Tuva and Republic of Khakassia
are in the first group with the number of graduates from 0.1 to 9. Belgorod, Kursk, Moscow
regions are not in this group.
The second group with an average of 6.8 to 16.3 thousand graduates includes
the
following regions: Primorsky Territory, Khabarovsk Territory, Tomsk and, Kemerovo regions,
Altai Territory, we included here the Tyumen region without autonomous area, its performance
dropped over the past 3 years, Orenburg and Penza regions, Perm Terr
itory, Chuvash Republic,
Udmurt Republic, Republic of Crimea, Belgorod region and Kursk region.
The third group included: Omsk, Novosibirsk, Saratov, Nizhny Novgorod and Irkutsk
regions, Krasnoyarsk and Stavropol territories, because their indicators f
e
ll
down
steeply
with
a difference of 10 thousand people, the Volgograd region, the Republic of Dagestan. Moscow
and Voronezh regions are also in the third group due to their decreasing indicators.
In the fourth group there are the regions with indicators ran
ging from 20.1 thousand to
36 thousand people. This group includes: the Chelyabinsk region, without
considering

worst indicator, which does not reflect the dynamics, the Samara region, the Republic of
Bashkortostan.
The last group includes regions
with the best output indicators in values of 27 thousand
or more. These are the Sverdlovsk region, the Republic of Tatarstan with the best indicators,
the Rostov region and the Krasnodar territory. According to this point, we can draw the
following conclu
sion: a huge number of subjects of the Russian Federation have a regression
in the number of students graduating, which is clearly visible in comparison with Fig. 1 and
Fig. 2, perhaps the impact is due to the growing influence of large educational institu
tions, as
well as due to uneven population migration and population decline in individual regions.
Between the city of Moscow and the subjects of the Russian Federation, there is a huge
difference in
values,
and it only increases every year.
In order to fi
nd the number of higher education institutions per 10,000 inhabitants, we
calculated it as the ratio of the number of higher education institutions per the total
population
and
multiplied by 10,000. They showed the dynamics of this indicator from 2014 to 2018

. It
was considered the differentiation of Federal districts and regions of the Russian Federation.
Studying the dynamics for Federal districts from 2014 to 2018, we found
out that the
highest values were observed in 2014, and then we saw a decrease in the indicator over the
following year.
The highest indicators were concentrated in the Central Federal district, both in 2014
and 2018. And the lowest indicators were in 2014
in the Ural Federal district (47), and in 2018
the lowest indicators were concentrated in the southern Federal district (37).

institutions per 10,000 inhabitants in 2018

After reviewing and analyzing the indicator in 2018, it was found out that the highest
values were represented in the
city of Moscow and the city of Saint Petersburg and, surprisingly,
the highest values are concentrated in the Republic of North Ossetia
-
Alania and the Khabarovsk
territory.
The lowest values were in the Leningrad region, the Novgorod region, the Republic o
f
Khakassia, the TRANS
-
Baikal territory, and the Vladimir region. Unfortunately, the Yamalo
-
Nenets Autonomous district and the Nenets Autonomous district did not have any indicators at
all.
Thus, we applied methods of dividing indicators and grouping, whic
h allowed us to
make cartograms and visualize the differentiation of regions by the number of higher education
institutions and the number of graduates.
Summary
Thus, the obtained results of the regression model indicate the need to invest in research
a
nd development and attract highly qualified personnel to higher education institutions, since
these indicators have an impact on the socio
-
economic development of the region. Regions
included in the fourth group (figure 1) by the number of graduates of hig
her education
institutions have a rich potential for accelerated socio
-
economic development, such as the
Chelyabinsk and Samara regions and the Republic of Bashkortostan. The regions of the fifth
group already have high socio
-
economic indicators.

Conclus
ion
Higher education is a driver of socio
-
economic development, being a direct alternative
to resource development. Important indicators of higher education are the quality characteristics
of teachers and research and development. Their subjective quantit
ative indicator of the
accounting is their costs. Using a cost
-
based approach, it was possible to identify their impact
on the region's GRP. An important criterion for the quality of higher education is the university
professors’ workload, for this reason
we studied the indicator of the number of students per a
professor. The volume of graduates of higher educational institutions has a direct impact on the
formation of labor potential.
