RESUMO:
A avaliação do desempenho educacional de estudantes universitários com base em
avaliações e abordagens baseadas em competências é uma questão urgente de pedagogia,
psicologia e metodologia e requer a pesquisa de várias abordagens e a busca de métodos
efica
zes de tal avaliação. A ênfase principal do artigo é colocada no estudo dos problemas
existentes de formação de um modelo de competências de um
graduado universitário
, a
formação de competências
-
chave, o desenvolvimento de competências profissionais e sua
avaliação. O autor propõe um modelo de competências e um método para avaliar o nível de
formação de competências de estudantes universitários com base no aparato da lógica
difusa

autor prova a conveniência de seu uso, descreve as características de anál

de dados, identifica outras áreas de pesquisa nesse assunto.

: Assessment of
educational achievements of university students on the basis of
rating and competence

based approaches is an urgent issue of pedagogy, psychology and
methodology and requires research of various approaches and the search for effective methods
of such an as
sessment. The main emphasis in the article is made on the study of the existing
problems of the formation of a competence model of a university graduate, the formation of key
competencies, the development of professional skills and their assessment. The au
thor proposes
a competence model and a method for assessing the level of competence formation of university
students based on the apparatus of fuzzy logic, the author proves the expediency of its use,
describes the features of analyzing and processing data

Introdução
As profundas transformações associadas aos processos de democratização inerentes a
quas
e toda a comunidade mundial, com a aceleração do progresso científico e tecnológico, com
a emergência de uma sociedade da “informação”, colocam fundamentalmente novas exigências
para o sistema educativo. Nas condições modernas, os objetivos da educação est
ão sendo
corrigidos: junto com a necessidade de garantir os interesses do Estado, mais e mais atenção é
dada ao atendimento das necessidades do indivíduo no autodesenvolvimento, na formação e
desenvolvimento das necessidades das gerações mais jovens de dom
ínio ativo dos fundamentos
da ciência. Capacidade de analisar de forma independente os problemas que surgem em
determinadas situações, encontrar soluções alternativas e produzir critérios para a sua
justificação.
Para o sistema de ensino em geral e para o
ensino superior em particular, a questão das
normas é de fundamental importância. No contexto da introdução de tecnologias inovadoras no
processo educacional, a oferta de instituições educacionais de todos os níveis com amplos
direitos na formação do conte
údo da educação, a criação de sistemas educacionais

multifuncionais flexíveis, os padrões educacionais estaduais estão ganhando especial
importância, que se destinam a ser a base para uma avaliação objetiva do nível de educação dos
graduados universitários
.
As normas devem tornar
-
se a base que liga os diferentes níveis e subníveis do sistema
de aprendizagem ao longo da vida. A par dos padrões dos níveis de ensino, estão também a ser
desenvolvidos padrões de qualidade da formação
-
requisitos uniformes para
os resultados finais
da formação. A concretização destes objetivos só é possível assegurando uma avaliação
objetiva dos níveis de preparação dos alunos, verificando o cumprimento dos requisitos de
formação dos graduados com os padrões de conhecimento, iden
tificando lacunas na formação
dos alunos durante as suas atividades educativas.
O objetivo do artigo é destacar as abordagens para avaliar o desempenho educacional
de estudantes universitários a partir de uma abordagem baseada em competências, na
generaliz
ação da experiência e na formação de um modelo matemático para medir a formação
de competências.
Metodologia
Os fundamentos da abordagem baseada em competências foram lançados pela primeira
vez na psicologia por B. Ananiev, L. Vygotsky, I. Cold, A. Leon
tiev, S. Rubinstein. A
personalidade era considerada por eles como um sujeito de atividade, que, sendo formado nessa
atividade e na comunicação com outras pessoas, determina seu caráter. Essa posição foi
defendida por professores como Yu. G. Ignatiev, A. R
. Samigullina, I. K. Mishchenko, T. N.
Zavyalova, O. V. Sukhoveeva, I. E. Savostina, A. P. Degtyarev e outros. No futuro, cientistas
-
educadores S. G. Chaldaeva, E. A. Skorodumova, I. S. Sineva, O. V. Rudenko, V. V. Nikulin,
V. S. Dubrovin e outros, partici
param ativamente no desenvolvimento da abordagem baseada
nas competências. Essa abordagem na educação abrange, juntamente com conhecimentos e
habilidades específicas, categorias como prontidão para aprender ao longo da vida profissional,
habilidades profis
sionais etc.
Os problemas de implementação da abordagem baseada em competências,

Observamos também que este estudo deve distinguir entre competência e competência.
Ambas as palavras vêm do latim competentia
-
uma gama de questões em que uma pessoa tem
consciência, tem conhecimento e experiência (BOYKOV, 2017). Competência é uma
caracte
rística integral de um aluno, ou seja, uma dinâmica, um conjunto de conhecimentos,
habilidades e aptidões, competências e qualidades pessoais, que o aluno é obrigado a
demonstrar após completar parte ou todo o programa educacional. A competência é uma
cara
cterística pessoal do aluno já formada (BORIS, 2018).

O atual sistema de avaliação da qualidade do aproveitamento escolar dos alunos é difícil
de combinar com as exigências modernas de modernização da educação, pois visa o controle
externo e
avalia parte do nível reprodutivo de assimilação. Assim, uma das principais condições
para a atualização do sistema de acompanhamento e avaliação do aproveitamento escolar dos
alunos é a introdução de novos métodos, formas e meios de avaliação da dinâmica
do
movimento dos alunos nas atividades educativas.
Os principais termos e definições deste artigo.
O Sistema Europeu de Transferência de Créditos (ECTS, sigla em inglês) é uma forma
sistemática de descrever programas educacionais, atribuindo unidades de cr
édito aos seus
componentes (módulos de crédito). O sistema ECTS é baseado em considerar a intensidade
total de trabalho de um aluno ao dominar um determinado módulo de crédito do programa de
treinamento e os resultados desse trabalho (SKORODUMOVA; SINEVA,
2017).
O módulo de crédito (módulo ECTS) é uma disciplina acadêmica (parte de uma
disciplina de semestre completo), que é estudada em um determinado semestre. O módulo de
crédito tem um certo volume em créditos ECTS, devendo o nível da sua assimilação ser
determinado no sistema de classificação ECTS.
O crédito ECTS é uma unidade convencional (unidade de crédito

intensidade laboral de uma determinada parte do programa de ensino superior. Preço unitário
do crédito (kr.) São 36 horas acadêmic
as do trabalho acadêmico de um aluno (incluindo tempo

Os créditos de crédito são uma característica do volume, da intensidade laboral de uma
determinada parte do programa d
e formação e da qualidade da sua assimilação pelo aluno. Os
alunos recebem créditos de crédito somente após dominar um determinado módulo de crédito
e uma avaliação positiva dos resultados de aprendizagem alcançados.
O sistema de classificação de avaliação
é um sistema baseado no controle operacional e
no acúmulo de pontos de classificação para atividades educacionais e cognitivas versáteis de
um aluno de um determinado módulo de crédito
(DEGTYAREV, 2019
;
KOROVKINA
et al.
,
2020).
Módulo educacional (substan
tivo)
-
uma parte logicamente concluída do material
educacional (seção do currículo) de um módulo de crédito separado fornece o domínio de certos
conhecimentos e habilidades.
Pontos de avaliação (rk)
-
uma avaliação quantitativa em pontos dos resultados de
uma
determinada atividade educacional de um aluno, considerando sua significância (peso) e
qualidade.
A avaliação do módulo de crédito (RD) é uma avaliação quantitativa em escala
multiponto do nível de domínio de um aluno de um determinado módulo de crédi
to,
considerando a qualidade das atividades educacionais durante o semestre.
O sistema de avaliação ECTS é um sistema europeu para avaliar o sucesso do domínio
de módulos de crédito de um aluno. O sistema oferece uma escala de sete pontos (A, B, C, D,
E, F
X, F) e uma definição dupla (descritiva e estatística) dessas avaliações.
No nosso país, ainda não existe um instrumento único para medir e avaliar os resultados
de aprendizagem e o nível de formação das competências adquiridas, embora exista a nível
inter
nacional (por exemplo, TIMSS, PISA, CIVIC Education Project) (BOGOMAZOVA
et al.
,
2020), que os estudantes ucranianos podem usar se desejarem.
No exterior, costuma
-
se distinguir três abordagens principais para a definição e
introdução na prática da educação
de uma interpretação baseada em competências da qualidade
dos resultados da aprendizagem: uma abordagem comportamental (EUA), uma abordagem
funcional (Grã
-
Bretanha) e uma abordagem multidimensional e holística (França e Alemanha).
Essas abordagens surgira
m independentemente umas das outras, primeiro nos EUA, depois na
Grã
-
Bretanha e, por último, na França e na Alemanha (BOGOMAZOVA
et al.
, 2020).
Nos Estados Unidos, estão sendo desenvolvidos testes de competência para avaliar as
competências. Permitindo pre
ver a eficiência no trabalho após a graduação do treinamento por
alta validade preditiva (BOGOMAZOVA
et al.
, 2020). Ao contrário dos EUA, onde os clusters
de competências visam exclusivamente as características comportamentais dos resultados de

aprendizage
m relacionados às especificidades da futura atividade profissional de um egresso
de uma instituição de ensino, no Reino Unido, as características funcionais são consideradas
como conhecimento básico e aprendizagem resultados.
O Reino Unido é caracterizado
pela busca de integridade e funcionalidade, integrando
conhecimento, valores, compreensão e habilidades apropriadas para aqueles que amadureceram
como profissional após a graduação. Na França, a avaliação baseada na abordagem por
competências é construída
em duas direções: pessoal, focada nas características do
comportamento de cada aluno, e coletiva, voltada para construir as competências necessárias
para a organização eficaz do trabalho em equipe e participação neste trabalho como um dos
membros da equipe
(NIKITENKO, 2018). Uma característica da abordagem na Alemanha é
que no início de cada plano é colocado um conjunto de competências específicas para cada
disciplina e determina principalmente as áreas prioritárias de estudo, bem como planos para a
assimil
ação de conhecimentos, habilidades e aptidões.
Considerando a experiência estrangeira e os princípios do processo de Bolonha, propõe
-
se a utilização de um paradigma fundamentalmente novo de ensino superior em vez do
paradigma de educação ZUN (conhecimentos
, habilidades, aptidões), que se baseia na
formação de certas competências nos alunos e diagnósticos do nível de competência dos
especialistas
-
egressos das universidades como resultado do ensino superior (IGNATIEV;
SAMIGULLINA, 2015).
No contexto do desenv
olvimento contínuo do sistema de ensino, o multinível e a
classificação dos processos educacionais nas escolas secundárias modernas do ensino geral, a
melhoria constante do conteúdo da educação, a introdução de novas tecnologias didáticas de
desenvolviment
o cada vez mais tangível, adquirem um natureza do conteúdo da educação, a
natureza complexa do acompanhamento das atividades educacionais dos alunos. Ao mesmo
tempo, nas universidades, a avaliação da qualidade dos resultados das realizações educacionais
do
s alunos, como regra, é realizada usando um sistema de cinco pontos insuficientemente
diferenciado, "discreto", que não fornece objetividade satisfatória. As contradições entre as
principais metas e objetivos do ensino médio geral e os métodos, meios e for
mas de controle
das atividades educacionais do aluno levaram ao problema de encontrar maneiras de criar um
sistema de controle objetivo em um sistema de ensino diferenciado moderno, que seria com
base em métodos e formas adequadas às tarefas de implementaç
ão da abordagem
personalidade

atividade no processo educacional (ZAVYALOVA

VELIKORODNAYA, 2016).
As seguintes características do conceito de competência podem ser distinguidas:

A maneira ideal de formar sistemas para avaliar a qualidade da formação dos alunos na
implementação de uma abo
rdagem baseada em competências é uma combinação de métodos e
meios tradicionais de testar conhecimentos, habilidades e aptidões e abordagens inovadoras
focadas em uma avaliação abrangente das competências que são sendo formado. Ao mesmo
tempo, os meios tra
dicionais de controle devem ser aprimorados gradativamente, classificados
de acordo com a abordagem baseada em competências, e os meios inovadores devem ser
adaptados para uso generalizado na prática universitária (CHALDAEVA, 2015).
Requisitos para os meio
s de avaliação do nível de formação de competências:

Integratividade

interdisciplinar por natureza, a ligação entre teoria e prática;

Atividade relacionada ao problema;
-
Foco na aplicação de conhecimentos e habilidades em situações atípicas;

Atual
ização nas tarefas do conteúdo da atividade profissional;

Vinculação de critérios aos resultados planejados.
As principais tarefas para melhorar o sistema de avaliação do desempenho acadêmico
dos alunos:
-
orientação do processo educacional para os resul
tados da educação
-
uma definição
clara do que exatamente um aluno saberá e será capaz de fazer para que após a graduação ele
seja requisitado no mercado de trabalho;
-
mudando a forma de apresentação dos resultados de aprendizagem: ao invés da
tradicional
descrição deles nas formulações de conhecimentos, habilidades e aptidões (ZUNs)
-
a característica de aquisição de competências pelos alunos (produzida pelo
s
modelos
comportamentais integradores de Atividade social);
-
controle contínuo e multidimensional
do processo de aprendizagem
-
criação de
metodologia e métodos de avaliação da qualidade do ensino.
No espaço pós

soviético, as taxonomias de V. P. Bespalko (MISHCHENKO, 2014) e
V. P. Simonov [onze]. V. P. Bespalko desenvolveu uma taxonomia contendo quatr
o níveis de
assimilação: o nível de reconhecimento, atividade em uma situação padrão, atividade em uma

situação não padronizada, atividade em uma nova área (pesquisa). Essa classificação é
hierárquica, baseada em classificação, e cada nível seguinte inclui
os anteriores. V. P. Simonov
identificou cinco níveis de assimilação, onde cada próximo nível de assimilação também inclui
todos os anteriores: reconhecimento, memorização, compreensão, as habilidades e habilidades
mais simples (nível reprodutivo), nível
criativo.
A avaliação do nível de formação dos estudantes universitários da competência
correspondente pode ser realizada utilizando a taxonomia de Bloom, que permite avaliar o grau
de formação de cada estudante. A fim de avaliar plenamente a eficiência at
ingível do
treinamento do aluno, consideraremos quatro níveis de formação de competências entre os
estudantes universitários: limiar
-
o aluno reproduz termos, conceitos básicos, conhece
métodos, procedimentos, propriedades, fornece fatos, identifica, forn
ece uma descrição geral ;
médio
-
o aluno aplica seus conhecimentos, habilidades e habilidades para resolver problemas
em situações novas e desconhecidas, possui habilidades de aprendizado independente;
suficiente
-
o aluno mostra interligação, classifica,
organiza, interpreta, planeja, aplica leis,
implementa, utiliza; alto
-
o aluno analisa, diagnostica, avalia, prevê, projeta e afins
(RUDENKO, 2014).
A partir da seleção para cada competência dos sinais de seu aparecimento, de acordo
com as habilidades de
pensamento descritas na taxonomia de Bloom, é possível construir uma
matriz de indicadores para avaliação das competências dos alunos. No futuro, isso
proporcionará uma oportunidade para criar uma matriz de avaliação e simplificar a condução
de uma avalia
ção abrangente. Essas abordagens são exaustivamente consideradas por T.
Pismenkova, V. Salov (RUDENKO, 2014).
Para medir o nível de formação das competências necessárias entre os alunos, cada uma
delas deve ser avaliada separadamente de acordo com os crité
rios apropriados.
Ao mesmo tempo, não há pesquisas suficientes que reflitam um sistema integral de
transformações de posições teóricas básicas sobre esta questão em um procedimento específico
para sua implementação no âmbito da formação profissional de fut
uros professores em uma
orientação profissional, por exemplo, para as disciplinas do ciclo filológico envolvidas na
formação de um complexo de competências comunicativas. Este problema é de particular
importância no contexto da formação de um sistema de tr
ansferência de créditos para a
formação profissional de um professor, uma vez que o desenvolvimento de módulos
significativos deve considerar as principais funções da atividade profissional, garantir a
integridade desse processo e não formar apenas conheci
mentos, habilidades e aptidões, mas
também a experiência de realizar atividades.

Os módulos de formação no estudo de uma disciplina específica devem ser estruturados
de forma a proporcionar tanto na meta, conteúdo e termos processuais da formação de um
pro
grama individual de competências educacionais do aluno. O programa, construído com base
em fundamentos teóricos válidos, compreendidos de forma abrangente pelo aluno em termos
de objetivos, conteúdos e componentes tecnológicos, que adquiriu experiência prá
tica na
implementação da educação profissional direcionada em condições adequadas, certamente se
transferirá para o nível de auto
-
organização e autorregulação após a conclusão do treinamento.
O principal garante de assegurar este processo será o fato de o
sujeito principal da formação e
desenvolvimento da competência educativa ser o aluno e não o professor. Portanto, a fórmula
-
não acumular conhecimento, mas formar competências profissional e pessoalmente
significativas em sua base
-
adquire especial signi
ficado no processo de transição para um
conceito de educação orientado para a personalidade (BOYKOV, 2017). O processo de garantir
a implementação desta abordagem é extremamente complexo e multidimensional,
classificação.
É nas condições da tecnologia de t
ransferência de créditos do ensino que é possível
preparar qualitativamente um aluno, pois esse sistema cria espaço para o estabelecimento de
contatos, potencializando a atividade cognitiva e a autoeducação (KOROVKINA
et al.
, 2020).
Os alunos têm a oportun
idade de demonstrar seu conhecimento, erudição, cultura do discurso,
nível de análise independente, julgamentos, conclusões, generalizar sua novidade e
originalidade, identificar a capacidade de formular frases, novas abordagens, justificar suas
próprias d
ecisões.
A função do professor neste sistema de formação muda de controle de informação para
coordenação consultiva. O conceito de treinador, ou melhor ainda
-
mentor, aparece, ou melhor
dizer em linguagem científica
-
se atualiza. A tutoria é uma direção
muito importante no
desenvolvimento da pedagogia moderna, para o desenvolvimento desse conceito é necessário
coletar a experiência do passado, quando os mentores estavam em produção na Idade Média
em particular. Os mentores também estavam na vida religiosa
, nos mosteiros, e nas igrejas havia
o conceito de pai espiritual, confessor. Mas esses aspectos da mentoria serão discutidos em
novos artigos. Assim, os novos indicadores de valor educacional entram em conflito com os
clássicos, em geral, há algum tempo c
onsiderados padrões educacionais clássicos, embora isso
exija um estudo separado, mas no âmbito de nossa pesquisa, consideraremos os padrões atuais

contradições entre a forma social de implementação das atividades educativas, a
natureza coletiva do trabalho e da comunicação de seus sujeitos e a abordagem pessoal na
formação de especialistas;

adquiridos, que são considerados uma qualidade necessária da preparação profissional e geral
de um futuro especialista. Uma visão ampla é muito importante para um especialista moderno.
Conclusão
Considerar a essência do processo de formação profissional ao longo da vida é aumentar
os níveis de escolaridade, refletindo vários graus de prontidão de uma pessoa para a atividade
profissional (IBATOVA
et al.
, 2016). Um aspecto importante é acompanhar os
resultados
intermediários do processo em diferentes etapas do treinamento.
A organização do processo educativo por meio de um sistema de classificação para
avaliar a qualidade e o nível de conhecimento é uma inovação pedagógica, que visa estimular
a ativi
dade educacional e cognitiva independente do aluno (IBATOVA; IPPOLITOVA, 2018),
ajuda a aumentar sua motivação intrínseca em adquirir conhecimento através do uso de várias
formas de análise, uma organização clara do processo educacional. Uma previsão do
de
senvolvimento de formas de melhorar a autoeducação e a motivação para a formação de
futuros especialistas em processo de estudo em uma universidade ajudará a melhorar o controle
sobre a direção das atividades criativas e profissionais do especialista.
A ci
ência pedagógica moderna, considerando as questões da motivação para a
aprendizagem como uma motivação interna de um aluno, procede de seu interesse interno em
estudar um assunto, uma compreensão da necessidade desse conhecimento ou habilidades na
vida adu
lta, então a motivação externa é tipicamente estimulada por avaliação, recompensa por
conquistas educacionais significativas, pontos de classificação e afins (CHALDAEVA, 2015).

A implementação do sistema de avaliação de notas no processo educativo contribu
i para
que:
1. elimina o viés na avaliação do conhecimento de futuros especialistas;
2. atua como um bom meio positivo de incentivo às atividades educativas e cognitivas;
3. aumenta a responsabilidade do aluno pelos resultados de sua aprendizagem;
4. contr
ibui para a implementação do princípio da individualização da formação;
5. elimina o problema de frequentar as aulas e dá mais tempo para aulas de hobby;
Assim, uma classificação educacional é aquele estímulo motivacional externo que
incentiva os alunos am
biciosos a fazer mudanças e conquistas mais significativas. Cada aluno
com qualquer nível de formação tem a oportunidade de se expressar, sentir seu progresso, dar
seu passo gradual para o melhor, e a sensação de sucesso é ao mesmo tempo o melhor incentivo
para continuar trabalhando e estudando.

ABSTRACT
: Assessment of educational achievements of university students on the basis of
rating and competence
-
based approaches is an urgent issue of pedagogy, psychology and
methodology and requires research of various approaches and the search for effective metho
ds
of such an assessment. The main emphasis in the article is made on the study of the existing
problems of the formation of a competence model of a university graduate, the formation of
key competencies, the development of professional skills and their as
sessment. The author
proposes a competence model and a method for assessing the level of competence formation of
university students based on the apparatus of fuzzy logic, the author proves the expediency of
its use, describes the features of analyzing and
processing data, identifies further areas of
research on this issue.

A avaliação do desempenho educacional de estudantes universitários com base

avaliações e abordagens baseadas em competências é uma questão urgente de pedagogia,
psicologia e metodologia e requer a pesquisa de várias abordagens e a busca de métodos
eficazes de tal avaliação. A ênfase principal do artigo é colocada no estudo dos

La evaluación de los logros educativos de los estudiantes universitarios sobre la
base de enfoques basados
en la
calificación y las competencias es un tema urgente de
pedagogía, psicología y metodología y requiere la investigación de varios enfoques y la
búsqueda de métodos efectivos de tal evaluación. El énfasis principal en el artículo se hace en
el estudio de los
problemas existentes de la formación de un modelo competencial de un
egresado universitario, la formación de competencias clave, el desarrollo de habilidades
profesionales y su evaluación. El autor propone un modelo de competencia y un método para
evaluar
el nivel de formación de competencias de los estudiantes universitarios basado en el
aparato de la lógica difusa, el autor demuestra la conveniencia de su uso, describe las
características del análisis y procesamiento de datos, identifica otras áreas de in
vestigación
en este tema.

Introduction
Deep transformations associated with the processes of democratization inherent in
almost the entire world community, with the acceleration of scientific and technological
progress, with the emergence of an "information" society, put fundamentally new requi
rements
for the education system. In modern conditions, the goals of education are being corrected:
along with the need to ensure the interests of the state, more and more attention is paid to
meeting the needs of the individual in self
-
development, the fo
rmation and development of the
younger generation's need for active mastery of the basics of science. Ability to independently
analyze problems that arise in certain situations, find alternative solutions and produce criteria
for their justification.
For t
he education system in general and higher education in particular, the issue of
standards is of fundamental importance. In the context of the introduction of innovative
technologies into the educational process, the provision of educational institutions of
all levels
with broad rights in the formation of the content of education, the creation of flexible
multifunctional educational systems, state educational standards are gaining special
importance, which are designed to become the foundation for an objecti
ve assessment of the
level of education of university graduates.

The standards should become the basis that links the different levels and sublevels of
the lifelong learning system. Along with the standards of levels of education, standards for the
quality
of training are also being developed

training. The implementation of these goals is possible only by ensuring an objective
assessment of the levels of preparedness of students, checking the compliance of the
requirements for the training of university graduates with knowledge standards, identifying
gaps in the training of students during their educational activities.
The purpose of the article is to highlight the approaches to assessing the educational

ements of university students

experience and the formation of a mathematical model for measuring the formation of
competencies.

a student, that is, a dy

a set of knowledge, abilities and skills,

qualities, which the student is obliged to demonstrate after completing part or all of the
educational program. Competence is a student's personal characteristic has already been for

(BORIS, 2018).
Results
The current system for assessing the quality of educational achievements of students is
difficult to combine with modern requirements for the modernization of education, since it is
aimed at external control and
assesses part of the reproductive level of assimilation. Therefore,
one of the main conditions for updating the system for monitoring and assessing students'
educational achievements is the introduction of new methods, forms and means of assessing
the dyna
mics of students' movement in educational activities.
The main terms and definitions of this article.
The European Credit Transfer System (ECTS) is a systematic way of describing
educational programs by assigning credit units to its components (credit mod
ules). The ECTS
system is based on
considering
the total labor intensity of a student's work when mastering a
certain credit module of the training program and the results of this work (SKORODUMOVA
;
SINEVA, 2017).
Credit module (ECTS module) is an
academic discipline (part of a full
-
semester
discipline), which is studied in a certain semester. The credit module has a certain volume in
ECTS credits, and the level of its assimilation must be determined in the ECTS grading system.
ECTS credit is a conv
entional unit (credit unit
-
cr.) Measurement of the labor intensity
of a certain part of the higher education program. Credit unit price (kr.) It is 36 academic hours
of a student's academic work (including time for classroom studies, independent work, se
mester
control and practice).
Credit credits are a characteristic of the volume, labor intensity of a certain part of the
training program and the quality of its assimilation by the student. Students receive credit
credits only after mastering a certain cr
edit module and a positive assessment of the achieved
learning outcomes.

In our country, there is still no single instrument for measuring and
to assess the learning
outcomes and the leve
l of formation of acquired competencies, although it exists at the
international level (for example, TIMSS, PISA, CIVIC Education Project) (BOGOMAZOVA
et al.
, 2020), which Ukrainian students can use if they wish.
Abroad, it is customary to distinguish thre
e main approaches to the definition and
introduction into the practice of education of a competence
-
based interpretation of the quality
of learning outcomes: a behavioral approach (USA), a functional approach (Great Britain) and
a multidimensional and holi
stic approach (France and Germany). These approaches appeared
independently of each other, first in the USA, then in Great Britain, and last
ly
in France and
Germany (BOGOMAZOVA
et al.
, 2020).
In the United States, competency tests are being developed to as
sess competencies.
A
llowing to predict efficiency in work after graduation from training by high predictive validity
(BOGOMAZOVA
et al.
, 2020). In contrast to the USA, where clusters of competencies are
aimed exclusively at the behavioral characteristics o
f learning outcomes related to the specifics
of the future professional activity of a graduate of an educational institution, in the UK,
functional characteristics are
considered
as basic knowledge and learning outcomes.
The UK is characterized by the purs
uit of integrity and functionality by integrating
knowledge, values, understanding and skills that are appropriate for those who have matured
as a professional after graduation. In France, the assessment based on the competence
-
based
approach is built in t
wo directions: personal, focused on the characteristics of the behavior of
each student, and collective, aimed at building the competencies necessary for the effective
organization of the work of teams and participation in this work as one of the team memb
ers
(NIKITENKO, 2018). A feature of the approach in Germany is that at the beginning of each

priority areas of study, as well as plans for the assimilation of knowle
dge, skills and abilities.
Considering
the foreign experience and principles of the Bologna process, it is proposed
to use a fundamentally new paradigm of higher education instead of the ZUN education
paradigm (knowledge, abilities, skills), which is based
on the formation of certain competencies
in students and diagnostics of the competence level of specialists
-
graduates of universities as a
result of higher education (IGNATIEV
;
SAMIGULLINA, 2015).
In the context of the continuous development of the educat
ion system, the multilevel
and rating of educational processes in modern general education secondary schools, the steady
improvement of the content of education, the introduction of new didactic technologies of ever
more tangible development, acquire an in
tegrative nature of the content of education, the
complex nature of monitoring the educational activities of students. At the same time, in
universities, the assessment of the quality of the results of educational achievements of students,
as a rule, is ca
rried out using an insufficiently differentiated, "discrete", five
-
point system,
which does not provide satisfactory objectivity. The contradictions between the main goals and
objectives of secondary general education and the methods, means and forms of co
ntrol of the
student's educational activities have led to the problem of finding ways to create an objective
control system in a modern differentiated education system, which would be based on methods
and forms adequate to the tasks of implementing the per
sonality
-
activity approach in
educational process (ZAVYALOVA
et al.
, 2018; KRASNOVA
;
VELIKORODNAYA, 2016).
The following features of the concept of competence can be distinguished:
-
Not the sum of knowledge, skills and abilities;
-
are not limited to a s
eparate academic discipline;
-
Integrative
-
combine knowledge, abilities, skills, readiness to mobilize them in
specific situations;
-
Reflect social order
-
focused on the needs of the labor market;
-
Diagnostic
-
the fact and the degree of their
formation can be diagnosed based on
certain criteria.
The optimal way to form systems for assessing the quality of student training in the
implementation of a competency
-
based approach is a combination of traditional methods and
means of testing knowledge,
abilities and skills and innovative approaches focused on a
comprehensive assessment of the competencies that are being formed. At the same time,
traditional means of control should be gradually improved, ranked in line with the competence

practice (CHALDAEVA, 2015).
Requirements for the means of assessing the level of competence formation:

Integrativeness

interdisciplinary in nature, the connection between theory and
practice;

related activity;

Focus on the application of knowledge and skills in atypical situations;
-
Actualization in the tasks of the content of professional activity;
-
Linki
ng criteria to planned results.
The main tasks for improving the system for assessing students' academic achievements:
-
orientation of the educational process to the results of education
-
a clear definition of
what exactly a student will know and be able
to do so that after graduation he will be in demand
on the labor market;
-
changing the form of presentation of learning outcomes: instead of the traditional
description of them in the formulations of knowledge, skills and abilities (ZUNs)
-
the
character
istic of the acquisition of competencies by students (produced by the student
integrative behavioral models of professional and social activity);
-
continuous and multidimensional control over the learning process
-
creation of
methodology and methods for
assessing the quality of education.
In the post
-
Soviet space, the taxonomies of
V. P.
Bespalko (MISHCHENKO, 2014) and
V. P.
Simonov [eleven].
V. P.
Bespalko developed a taxonomy containing four levels of
assimilation: the level of recognition, activity in
a standard situation, activity in a non
-
standard
situation, activity in a new area (research). This classification is hierarchical, rank
-
based, and
each next level includes the previous ones. V.
P. Simonov identified five levels of assimilation,
where each
next level of assimilation also includes all the previous ones: recognition,
memorization, understanding, the simplest skills and abilities (reproductive level), creative
level.
The assessment of the level of formation among university students of the cor
responding
competence can be carried out using Bloom's taxonomy, which allows us to assess the degree
of training of each student. In order to fully assess the attainable efficiency of student training,
we will consider four levels of competence formation
among university students: threshold

the student reproduces terms, basic concepts, knows methods, procedures, properties, gives
facts, identifies, gives an overview description; average

the student applies his knowledge,
skills and abilities to solve p
roblems in new and unfamiliar situations, has the skills of

Based on the selection for each competence of the signs of its appearance, according to
the thinking skills described in Bloom's taxonomy, it is possible to construct a matrix of
indicators for assessing the c
ompetencies of students. In the future, this will provide an
opportunity to create an assessment matrix and simplify the conduct of a comprehensive
assessment. These approaches are thoroughly considered by T. Pismenkova, V. Salov
(RUDENKO, 2014).
To measur
e the level of formation of the necessary competencies among students, each
of them must be separately assessed according to the appropriate criteria.
At the same time, there is not enough research that would reflect an integral system of
transformations o
f basic theoretical positions on this issue into a specific procedure for their
implementation within the framework of the professional training of future teachers in a
professional orientation, for example, for the disciplines of the philological cycle in
volved in
the formation of a complex of communicative competencies. This problem is of particular
importance in the context of the formation of a credit
-
transfer system for professional training
of a teacher, since the development of meaningful modules sho
uld
consider
the main functions
of professional activity, ensure the integrity of this process, and form not only knowledge, skills,
and
abilities
, but also the experience of performing activities.
Training modules in the study of a specific discipline
mus
t
be structured in such a way
as to provide both in the target, content and procedural terms of the formation of an individual
program of student's educational competencies. The program, built
based on
valid theoretical
foundations, comprehensively compreh
ended by the student in terms of target, content and
technological components, which has gained practical experience in implementing targeted
professional education in adequate conditions, will certainly transfer to the level of self
-
organization and self
-
regulation upon completion of training. The main guarantor of ensuring
this process will be the fact that the main subject of the formation and development of
educational competence is the student, not the teacher. Therefore, the formula
-
not to
accumulat
e knowledge, but to form professionally and personally significant competences on
their basis
-
acquires special significance in the process of transition to a personality
-
oriented
concept of education (BOYKOV, 2017). The process of ensuring the implementa
tion of this
approach is extremely complex and multidimensional, rating.

It is in the conditions of the credit
-
transfer technology of teaching that it is possible to
qualitatively prepare a student, since this system creates space for establishing contacts
,
enhancing cognitive activity
and
self
-
education (KOROVKINA
et al.
, 2020). Students have the
opportunity to demonstrate their knowledge, erudition, culture of speech, the level of
independent analysis, judgments, conclusions, generalize their novelty and
originality, identify
the ability to formulate sentences, new approaches, justify their own decisions.
The teacher's function in this training system changes from information
-
control to
consultative
-
coordinating. The concept of a coach, or even better
-
a
mentor, appears, or it is
better to say in scientific language
-
is actualized. Mentoring is a very important direction in the
development of modern pedagogy, for the development of this concept it is necessary to collect
the experience of the past, when m
entors were in production in the Middle Ages in particular.
Mentors were also in religious life, in monasteries, and in churches there was the concept of a
spiritual father, confessor. But these aspects of mentoring will be discussed in new articles. So,
t
he new educational value indicators come into conflict with the classical, in general, for some
time now considered classical educational standards, although this requires a separate study,
but within the framework of our research, we will consider the cur
rent standards as classical.
So, among the contradictions between the "classical" and new imperatives in education, the
following can be distinguished:
-
contradictions between the social form of the implementation of educational activities,
the collective
nature of labor and communication of its subjects and the personal approach in
training specialists;
-
the contradiction between the direction of the content of educational activities towards
the study of past experience and the orientation of the subject
of learning towards the full
realization of the knowledge and skills acquired in the learning process;
-
the contradiction between the information environment for training a future specialist
and his ability to independently form a new, relevant model of
professional self
-
realization;
-
the contradiction between the focus of professional education on the formation of a
student's personality, his professional competence and the determination of the level of acquired
knowledge and skills, which are considere
d as a necessary quality of professional and general
preparedness of a future specialist. A broad outlook is very important for a modern specialist.

Conclusion
Considering
the essence of the process of lifelong vocational education is to increase
the levels of education, reflecting various degrees of a person's readiness for professional
activity (IBATOVA
et al.
, 2016). An important aspect is tracking the intermediate resul
ts of
the process at different stages of training.
The organization of the educational process using a rating system for assessing the
quality and level of knowledge is a pedagogical innovation, which is aimed at stimulating the
student's independent educa
tional and cognitive activity (IBATOVA
;
IPPOLITOVA, 2018)
,
helps to increase his intrinsic motivation in gaining knowledge through the use of various forms
of analysis, a clear organization of the educational process. A forecast of the development of
ways
to improve self
-
education and motivation for training future specialists in the process of
studying at a university will help improve control over the direction of the specialist's creative
and professional activities.
Modern pedagogical science, consideri
ng the issues of motivation for learning as an
internal motivation of a student, proceeds from his internal interest in studying a subject, an
understanding of the need for this knowledge or skills in later life, then external motivation is
typically stimu
lated by assessment, reward for significant educational achievements, rating
points, and the like (CHALDAEVA, 2015).
The implementation of the rating assessment system in the educational process
contributes to the fact that:

it
eliminates bias in assess
ing knowledge of future specialists;
2.
it
acts as a good positive means of encouraging educational and cognitive activities;
3.
it
increases the student's responsibility for the results of their learning;
4.
it
contributes to the implementation of the pri
nciple of individualization of training;
5.
it
eliminates the problem of attending classes and gives more time for hobby classes;
Thus, an educational rating is that external motivational stimulus that encourages
ambitious students to make more significant
shifts and achievements. Each student with any
level of training has the opportunity to express himself, to feel his progress, to take his gradual
step towards the better, and the feeling of success is at the same time the best incentive for
further work
and study.
