RESUMO:
O trabalho se dedica ao problema de encontrar abordagens para avaliar o nível de
formação da cultura econômica entre estudantes do ensino médio, como um de seus
componentes importantes. O reconhecimento da significância do fenômeno em questão no
âm
bito educacional e a constatação de que o sistema de apoio pedagógico à educação
econômica continuada nas organizações educacionais está, de certa forma, desatualizado exige
sua imprescindível atualização. Nesse sentido, tornam
-
se urgentes os problemas de
encontrar
abordagens para o estudo das maneiras de formação da cultura econômica dos alunos do ensino
médio no contexto do desenvolvimento do ambiente educacional digital da região, o que exige
a construção do próprio modelo. O objetivo do trabalho é estud
ar, analisar o estado e o modelo
do processo de formação da cultura econômica de estudantes do ensino médio. Os principais
métodos de investigação são a análise teórica da literatura científica, psicológica e pedagógica
sobre o problema de investigação, es
tudo e generalização da experiência sobre o problema;
observação, questionamento, conversação, qualimetria, teste, método de avaliação pericial;
experimento averiguador e formativo; análise do estudo; métodos de processamento estatístico
matemático; proces
samento estatístico de dados empíricos. O estudo foi realizado com base na
Universidade Pedagógica do Estado de Krasnoyarsk, em homenagem a V. P. Astafiev, com
alunos de bacharelado e mestrado, alunos do ensino médio, professores de instituições de
ensino,
estudantes de universidades e instituições de ensino profissional secundário de
Krasnoyarsk e território de Krasnoyarsk. A análise do estado do problema da formação da
cultura econômica dos alunos do ensino médio com base nos instrumentos de teste
diagnos
ticados revelou dependências correcionais entre os indicadores de quatro componentes
na estrutura de formação da cultura econômica dos alunos do ensino médio e os níveis dessa
formação nas condições do desenvolvimento do ambiente de educação digital na reg
ião. As
dependências obtidas e os dados da pesquisa permitiram formar um modelo desse processo no

RESUMEN:
El trabajo está dedicado al problema de encontrar enfoques para evaluar el nivel
de formación de la
cultura económica entre los estudiantes de secundaria, como uno de sus
componentes importantes. El reconocimiento de la trascendencia del fenómeno en cuestión en
el ámbito educativo y la constatación de que el sistema de apoyo pedagógico de la educación
e
conómica continua en las organizaciones educativas está, en cierto modo, desfasado, exige su
imprescindible actualización. En este sentido, se torna urgente la problemática de encontrar
aproximaciones al estudio de las formas de formación de la cultura eco
nómica de los
estudiantes de secundaria en el contexto del desarrollo del entorno educativo digital de la
región, lo que exige la construcción del propio modelo. El objetivo del trabajo es estudiar,
analizar el estado y modelo del proceso de formación de l
a cultura económica de los
estudiantes de secundaria. Los principales métodos de investigación son el análisis teórico de
la literatura científica, psicológica y pedagógica sobre el problema de investigación, el estudio
y la generalización de la experienci
a sobre el problema; observación, interrogatorio,
conversación, cualimetría, ensayo, método de peritaje; experimento indagador y formativo;
análisis del estudio; métodos de procesamiento estadístico matemático, procesamiento
estadístico de datos empíricos.
El estudio se realizó sobre la base de la Universidad
Pedagógica Estatal de Krasnoyarsk que lleva el nombre de V. P. Astafiev con estudiantes de
licenciatura y maestría, estudiantes de secundaria, profesores de instituciones educativas,
estudiantes de uni
versidades e instituciones educativas profesionales secundarias de
Krasnoyarsk y Territorio de Krasnoyarsk. El análisis del estado del problema de la formación
de cultura económica de los estudiantes de secundaria a partir de los instrumentos de prueba
dia
gnosticados reveló dependencias correccionales entre los indicadores de cuatro
componentes en la estructura de la formación de cultura económica de los estudiantes de
secundaria y los niveles de esta formación en las condiciones del desarrollo del entorno
de
educación digital en la región. Las dependencias obtenidas y los datos de investigación
permitieron modelar este proceso en el contexto del desarrollo del entorno educativo digital
de la región, describiendo el grado de formación de cada componente en c
ada nivel.

The work is devoted to the problem of finding approaches to assessing the level
of formation of econ
omic culture among high school students, as one of its important

Pedagogical University na

students, high school students, teachers from educational institutions, students of universities
and secondary professional educational institutions of Krasnoyarsk and Krasnoyarsk
Territory. The
analysis of the state of the problem of high school students’ economic culture
formation based on the diagnosed test tools revealed correctional dependences between the
indicators of four components in the structure of high school students economic culture
formation and the levels of this formation under the conditions of digital education environment
development in the region. The obtained dependencies and research data made it possible to
form a model of this process in the context of the development of t
he digital educational
environment of the region, describing the degree of formation of each component at each level.

Introdução
No contexto de uma nova estratégia de crescimento econômico do país, é importante
formar, desenvolver e manter uma cultura econômica entre as gerações mais jovens no ambiente
educacional da escola, que reflita as tendências modernas do mercado. Se antes a
sociedade e a
escola russas foram encarregadas de desenvolver as qualidades de uma pessoa de negócios dos
alunos do ensino médio que lhes permitissem adaptar rapidamente seus próprios negócios,
encontrar um lugar na vida e a estabilidade econômica em nossa
sociedade dependia em grande
parte disso, mas hoje esta tarefa tornou
-
se mais complicada. Uma das áreas prioritárias na
Rússia é o processo de digitalização da educação, que envolve a criação de um ambiente
educacional digital, o uso das possibilidades da
s tecnologias digitais na implementação da
melhoria da qualidade da educação (RUSSIA, 2018a; RUSSIA, 2018b). Em 2019, a Rússia
enfrentou uma nova tarefa
-
aumentar a competitividade no mercado global, tanto em setores
individuais da economia russa quanto n
a economia como um todo. O objetivo da educação no
século XXI é preparar um estudante de ensino médio competitivo e bem
-
sucedido, capaz de se
adaptar às mudanças socioeconômicas do mundo, para construir perspectivas de
desenvolvimento pessoal e profissiona
l. A relevância da formação da cultura econômica dos
alunos do ensino médio é determinada pelos requisitos para o conteúdo da educação, que é
fixado no art. 14 da Lei da Federação Russa «Sobre Educação na Federação Russa», o Padrão
Educacional Estadual de
educação geral básica e secundária (completa). Todos os documentos
acima assumem que o objetivo principal é a formação de uma personalidade economicamente

cultural e letrada nas condições modernas da sociedade da informação estão diretamente
relacionadas à
formação da cultura econômica dos alunos do ensino médio.
O reconhecimento do significado do fenômeno em questão na prática educacional
doméstica e a constatação de que o sistema de formação da cultura econômica dos alunos do
ensino médio está de certa fo
rma desatualizado e requer uma atualização significativa. Nesse
sentido, tornam
-
se urgentes os problemas de encontrar abordagens para a formação da cultura
econômica dos alunos do ensino médio no contexto da transição da Rússia para um caminho de
desenvolv
imento inovador.
O objetivo do trabalho é estudar, analisar o estado e modelar o processo de formação da
cultura econômica dos alunos do ensino médio.
Antes de prosseguir com a análise desse problema, consideremos o próprio fenômeno
da cultura econômica e
sua formação no âmbito do ambiente educacional da escola.
Na literatura nacional e estrangeira existem várias definições de cultura econômica,
confirmando a complexidade e versatilidade do fenômeno em questão.
O próprio conceito de «cultura econômica» incl
ui a presença das palavras «economia»
e «cultura», o que leva a diferentes interpretações do fenômeno da «cultura econômica». A
cultura econômica integra e transforma as características essenciais da economia e da cultura,
ou seja, pode
-
se considerar que a
cultura econômica representa um tipo específico de cultura
geral. Nesse sentido, o conteúdo moderno da cultura tem inúmeras tentativas de defini
-
la e a
diversidade de abordagens para sua definição. Pitirim Sorokin estava certo quando observou
que cultura
é “um conjunto de significados e normas pertencentes às pessoas que interagem,
um conjunto de portadores que objetivam, socializam e revelam esses significados”
(SOROKIN, 1992, tradução nossa).
O antropólogo cultural americano J. Murdoch identificou e subs
tancia as características
fundamentais da cultura: a cultura é transmitida através do aprendizado; surge com base no
comportamento aprendido; a cultura é cultivada pela educação; a cultura é social, ou seja, as
habilidades e hábitos culturais são compartil
hados por pessoas que vivem em coletivos ou
comunidades organizadas; a cultura é ideacional, isto é, atua na forma de normas ou padrões
ideais de comportamento; a cultura assegura a satisfação das necessidades biológicas básicas e
das necessidades secundár
ias que delas surgem; a cultura é adaptativa, porque dota a pessoa de
mecanismos de adaptação às condições ambientais e aos seus semelhantes; a cultura é
integradora, pois contribui para a formação de um coletivo como um todo coerente e integrado
(MURDOCK,
1949).

T.I. Zaslavskaya e R.V. Ryvkina considera a cultura econômica como um regulador do
comportamento econômico que desempenha o papel de memória social do desenvolvimento
econômico, facilitando ou interferindo na tradução, seleção ou renovação de valor
es, normas,
necessidades na esfera econômica e orientando seus sujeitos para determinadas formas de
atividade (ZASLAVSKAYA; RYVKINA, 1991).
Nos últimos anos, tem havido um interesse crescente pelos conceitos «A formação da
cultura econômica e a economia di
gital».
Segundo T. F. Kuznetsova, isso acontece porque, em sua essência, a cultura digital
corresponde à ideia geral de cultura como um sistema de valores que une a sociedade em uma
determinada época e em um determinado nível de desenvolvimento das relaçõe
s sociais nela. É
óbvio que as interpretações da economia digital e da sociedade digital determinam as
especificidades da cultura digital. Quanto à economia digital, em documentos federais nacionais
recentes que possuem status jurídico, estabeleceu
-
se seu
entendimento como uma economia
baseada em tecnologias digitais, que, por sua vez, são interpretadas como “um sistema discreto
baseado em métodos de codificação e transferência de informações, que permite realizar uma
variedade de tarefas versáteis nos meno
res intervalos de tempo” (KUZNETSOVA, 2018,
tradução nossa).
A implementação das mais recentes tecnologias só é possível nas condições de criação
de um único espaço educativo, que é pensado como um mercado global de serviços educativos.
A formação da cultu
ra econômica dos alunos do ensino médio nas condições modernas
da sociedade da informação é notada diretamente não apenas nos trabalhos de pesquisadores
nacionais (ZASLAVSKAYA; RYVKINA, 1991; KUZNETSOVA, 2018), mas também em
fontes estrangeiras. A importân
cia da educação econômica vai muito além da tarefa de melhorar
a compreensão dos princípios básicos da oferta e da demanda e do funcionamento da economia.
A economia pode ser ensinada gerando novos conhecimentos por meio da familiarização dos
alunos em uma
combinação de ambientes e experiências reais de aprendizado. Os alunos que
não têm a oportunidade de estudar economia e aprofundar sua compreensão econômica
provavelmente nunca demonstrarão muito interesse no assunto ou em seu mundo econômico
(WUTTKE
et a
l.
, 2020; International Encyclopedia of Social and Behavioral Sciences, 2020;
JÜTTLER
et al.
, 2020).
A necessidade de formação da cultura econômica dos alunos do ensino médio, incluindo
as questões de pesquisa para melhorar as habilidades sociais em alunos
do ensino médio,
mostrou que melhora sua saúde física, comportamento e muda suas aspirações de carreira (de
acordo com pesquisa da LSE), os elementos para a formação da resiliência, navegando nas

redes sociais, desenvolvendo relacionamentos saudáveis
e
entendendo a responsabilidade.
Habilidades sociais, como habilidades de comunicação humana e inteligência emocional, são
cada vez mais procuradas no mercado de trabalho, pois essas habilidades não podem ser
facilmente substituídas pela tecnologia. Quanto a
vários países estrangeiros, a partir de 2020, a
educação pessoal, social, médica e econômica será obrigatória nas escolas do Reino Unido para
adolescentes. O Conselho de Educação Econômica dos EUA observa que “a inclusão de
educação econômica e aprendizag
em de finanças pessoais necessariamente no programa do
Nacional” (CEE, 2020). Em todos os sistemas de ensino, mas também é capaz e responsável de
resolver questões econômicas que desempenham um papel vital nos conceitos nacionais atuais
e fomentam a cidada
nia. Competência econômica e alfabetização financeira são as chaves para
a participação e engajamento social.
As tendências emergentes no desenvolvimento das tecnologias digitais no processo de
formação da sociedade estão causando uma complicação significa
tiva e o surgimento de novos
instrumentos financeiros bastante difíceis de dominar, ampliando as possibilidades de uso de
serviços econômicos e serviços digitais. Constatamos que os principais atributos da economia
digital são: alta velocidade de todos os
processos («resultado instantâneo dos serviços
digitais»); tecnologias de informação complexas no coração dos instrumentos financeiros
(blockchain, big data, algoritmos de processamento de informações baseados em redes neurais
e inteligência artificial, re
des 5G etc.); o papel crescente de novos tipos e meios de comércio
eletrônico (criptomoedas, disseminação de sistemas de pagamento virtual, conteúdo digital
pago personalizado e adaptável, publicidade contextual); significativo o transbordamento de
ativida
des comerciais e financeiras para o ciberespaço (banco online, trocas virtuais, ativos
virtuais e serviços digitais pagos)
(LOMASKO
et al.
, 2020).
A análise de conteúdo realizada de materiais didáticos e documentos normativos do
Ministério da Educação da F
ederação Russa nos permitiu destacar uma série de competências
dos graduados como elementos estruturais da cultura econômica de um estudante sênior. Estes
incluem: pensamento crítico e analítico, criatividade, empreendedorismo, habilidades de
comunicação,
cooperação, capacidade de educar
-
se, capacidade de tomar decisões,
alfabetização digital, financeira e empreendedora
(
GRASS
et al.
, 2017).
Nesse sentido, são as tecnologias digitais que são apontadas pelo governo russo como
forma de resolver problemas educacionais que não podem ser resolvidos ou mal resolvidos com
base nas tecnologias tradicionais. De acordo com os atuais documentos normativo
s no campo
da educação (RUSSIA, 2020; MEDVEDEV, 2014), entre as tarefas de atrair tecnologias
digitais para determinar os componentes essenciais das condições pedagógicas para a formação

envolvimento intelectual e emocional dos alunos no processo educativo; garantir a
acessibilidade aos recursos educacionais; a possibilidade de escolher tecnologias digitais
modernas para fins de socialização econômica bem
-
sucedida na economia
real ao escolher
futuras profissões (qualificações); personificação através de percursos educativos individuais
do aluno, tendo em conta os métodos, formas e meios e o período de domínio do material
educativo; proporcionar oportunidades reais aos alunos em
um ambiente educacional aberto de
desenvolvimento dinâmico; a possibilidade de usar uma abordagem sistemática para o desenho
de uma organização mais eficaz da atividade educacional e cognitiva dos alunos (RUSSIA,
2016; RUSSIA, 2018; RUSSIA, 2017).
A criaç
ão de um ambiente digital destinado a melhorar a qualidade da educação escolar
russa permite abranger etapas problemáticas da formação da cultura econômica dos alunos do
ensino médio como: conhecimento dos fundamentos da economia e obtenção de habilidades
práticas na produção e consumo de um produto e/ou serviço social; gestão de finanças pessoais;
socialização econômica bem
-
sucedida na economia real por meio da obtenção dos
conhecimentos básicos e habilidades econômicas, individualização por meio de ativid
ades
criativas e empreendedoras; autodeterminação profissional e estratégias para a construção da
própria carreira e sua implementação.
No ambiente digital, a implementação das ideias de digitalização da educação é uma das
formas de otimizar e ampliar as c
apacidades do processo educacional tradicional. A
digitalização da educação oferece oportunidades reais para a construção de um sistema
educacional aberto que garante a disponibilidade da educação por meio do uso de tecnologias
de e
-
learning e ensino à dis
tância e permite que cada pessoa escolha seu próprio caminho de
aprendizagem. Além disso, o uso de tecnologias digitais possibilita a utilização de um método
de projeto sistemático e uma organização mais eficiente das atividades educacionais e
cognitivas d
os alunos devido à adaptação dinâmica de programas automatizados de
treinamento.
No contexto da digitalização e das mudanças acima, há a necessidade de buscar e
justificar novos meios e formas para a formação da cultura econômica dos alunos do ensino
médio
para novas direções de desenvolvimento socialmente orientadas da economia inovadora
da Rússia. Ao mesmo tempo, parece que a solução mais prática para uma das tarefas de formar
um elemento estruturante da cultura econômica dos alunos do ensino médio é uma
plataforma
virtual de alfabetização financeira, que permite implementar métodos e meios modernos de
socialização econômica e adaptação não só dos estudantes, mas da população adulta, em

primeiro lugar, pela formação e as possibilidades de domínio das moder
nas tecnologias digitais
de educação inteligente, que são equivalentes em natureza às tecnologias da economia digital
que nós já descreveram com mais detalhes, levando em consideração essas características
(MELMAN
et al.
, 2018).
Desde a adaptação bem
-
suced
ida às novas realidades da economia digital, uma profunda
compreensão de seus mecanismos e ferramentas para garantir a segurança financeira pessoal
para as gerações mais jovens parece ser a base para o bem
-
estar econômico das pessoas na
emergente sociedade
inteligente. Consequentemente, a plataforma virtual criada servirá de base
para organizar as atividades da KSPU em homenagem a V. P. Astafiev em cooperação com
outras organizações da esfera social do Território de Krasnoyarsk, principalmente organizações
educacionais, para promover o desenvolvimento da cultura econômica dos alunos do ensino
médio na região. O esquema geral de características funcionais foi apresentado por nós
anteriormente (MELMAN
et al.
, 2018). Para avaliar as possibilidades de formação d
a cultura
econômica em um ambiente virtual, foi desenvolvido um portal especializado «Sua cultura
econômica» para alunos e professores do ensino médio do território de Krasnoyarsk. Esta
plataforma virtual está disponível apenas para usuários autorizados, p
ois ao interagir com
organizações educacionais e menores, surgem questões de proteção de dados pessoais. O
cadastro e confirmação de usuários é realizado por uma equipe de administradores e
moderadores. A aparência da tela inicial do portal é mostrada na F
ig.1.
O portal contém 6 seções principais: plataformas de discussão (para organização de

Ao mesmo tempo, analisando os estudos de T. D. Dubovitskaya
etc., o componente
motivacional deve ser dividido em interno e externo (DUBOVITSKAYA, 2005;
BADMAEVA, 2004). Assim, N. V. Shelkovnikova observa que a motivação externa é
entendida como aquela que vem do ambiente externo à pessoa que age, que cria um incen
tivo
para a atividade. Além disso, às vezes esse estímulo pode ser dominante no movimento criativo.
Os motivos internos da atividade econômica (empreendedora, inovadora) são o interesse pelo
processo de aprendizagem, o interesse pelas formas de atividade,
o desejo de obter o máximo
de conhecimento possível, o interesse pelo conteúdo do material educacional, o desejo de
sistematizar o conhecimento, o interesse em trabalho independente, o desejo de superar
dificuldades, o desejo de desfrutar do trabalho intel
ectual, empresarial e de pesquisa. Os
motivos internos da atividade econômica são de particular importância, pois determinam a
experiência pessoal e emocional das necessidades cognitivas dos alunos. Esses motivos são os
componentes do interesse cognitivo.

necessidade pessoal de participar ativamente da economia nacional e, por outro, um desejo de
autodesenvolvimento (SHELKOVNIKOVA, 2009).
O diagnóstico do nível de formação da cultura econômica foi realizado d
e acordo com
os critérios selecionados: intelectual
-
cognitivo, valor
-
motivacional, atividade
-
criativo.
Analisando o processo de pesquisa da formação da cultura econômica dos alunos do ensino
médio, tarefas, funções e nível de responsabilidade, podemos dist
inguir os seguintes níveis:
ótimo, médio e baixo. O nível ótimo de cultura econômica de um estudante do ensino médio
pressupõe a posse de um sólido conhecimento sistêmico e a aplicação na prática com pleno
conhecimento das leis do desenvolvimento econômico
. Se um estudante do ensino médio
reproduz independentemente o conhecimento econômico no nível de compreensão, análise
baseada na interpretação de esquemas, gráficos e, com base neles, pode traçar as inter
-
relações
de fenômenos e processos econômicos, é ca
paz de resolver problemas estereotipados, então
estamos falando sobre o nível médio da cultura econômica. Com um nível baixo, a posse de
conhecimento teórico dos alunos do ensino médio é limitada, ao definir fenômenos econômicos,
o reconhecimento prevalece
apenas por sinais externos, a reprodução mecânica prevalece ao
nível dos fatos individuais, sem interconexão entre si.
Os componentes selecionados da formação da cultura econômica estão em alguma
dependência em cada nível e se manifestam em vários graus d
e formação. Se os valores
-
limite
de cada componente em cada nível forem determinados, é possível desenvolver um programa
de pesquisa e material de diagnóstico para avaliar a formação da cultura econômica dos alunos
do ensino médio. Neste artigo, propõe
-
se,
com base no estudo do processo de modelagem do
fenômeno estudado, com base em testes, questionários, pesquisas e etc., pesquisar a formação
da cultura econômica de alunos do ensino médio em um ambiente educacional digital.
Métodos de pesquisa e discussã
o
Avaliar a formação de cada componente em diferentes níveis de formação de cultura
econômica dos alunos do ensino médio e elaborar um modelo geral 630 participantes e 12
professores de escolas secundárias e professores universitários de Krasnoyarsk e Territ
ório de
Krasnoyarsk, e 540 alunos do ensino médio e 32 alunos de organizações de ensino
profissionalizante universitário e secundário e 28 estudantes da Universidade Pedagógica do
Estado de Krasnoyarsk em homenagem a V.P. Astafiev, incluindo 12 alunos de m
estrado que
estudam no programa de formação «Educação Pedagógica», e 18 pais participaram neste
estudo.

para avaliar o nível de formação da formação da cultura econômica dos alunos do
ensino médio
no âmbito das etapas do programa de pesquisa diagnóstica desenvolvido por nós:

de cada componente da cultura econômica como um conjunto de vários elementos estruturais
em cada um dos seus componentes;

ensino médio: K1, K2, K3, K4 (ao usar o método de avaliação complexa da qualidade de um

realizar uma análise comparativa dos níveis de formação da cultura econômica dos alunos do

ino médio. Na nossa opinião, para avaliar o nível de formação da cultura econômica dos
alunos do ensino secundário, é aconselhável fazer uma avaliação de pontos para estes alunos
através de um questionário desenvolvido para o efeito, avaliar a formação da
cultura
empreendedora de acordo com uma pontuação de 5 pontos sistema baseado nos quatro critérios
selecionados: pessoal, valor motivacional, atividade prática e reflexivo.
Quando os alunos do ensino médio são avaliados em uma escala de 5 pontos de
avaliaç
ão da formação do nível de cultura econômica, é possível calcular um indicador integral
para cada critério do estudo. Para isso, os alunos do último ano do ensino médio pesquisados
determinam não apenas a avaliação de cada indicador individual de nível de
cultura econômica
em uma escala de 5 pontos, mas também sua significância em ordem decrescente, o que permite
realizar uma avaliação generalizada de acordo com a seguinte fórmula:

Os resultados das respostas foram processados pelo método da estatística descritiva. As
respostas dos alunos
foram analisadas e atribuídas a diferentes níveis de formação da cultura
empreendedora. Sem dúvida, questionários especiais e entrevistas sobre competências têm uma
objetividade relativamente maior em relação à observação do comportamento de alunos do
ensi
no médio no processo de atividade empreendedora, o que possibilitou distinguir três níveis
de formação da cultura empreendedora (Tabela 2).

condições necessárias e suficientes (no ambiente educativo digital) no grupo experimental para
a implementação do curso especial «Cultura econômica», que decorreu no formato da nova
tecnologia educativa SMART e os formador

Conclusão
Assim, o exame realizado da questão da formação da cultura econômica dos alunos do
ensino médio em termos do ambiente educacional digital representado ferramenta acima
diagnosticada revelou dependências de correlações entre os parâmetros dos quatro
componentes na estrutura da formação da cultura econômica (valor pessoal, motivacional,
prático e reflexivo).
Atribuindo pesos a cada indicador e utilizando o indicador integr
al generalizante, este
modelo pode ser utilizado para diagnósticos computacionais da formação da cultura econômica
de alunos do ensino médio e pode dar recomendações sobre o desenvolvimento de uma ou outra
característica.

ABSTRACT:
The work is devoted to the problem of finding approaches to assessing the level
of formation of economic culture among high school students, as one of
its
important
components. Recognition of the significance of the phenomenon in question in the
educational
sphere and the realization that the system of pedagogical support of continuous economic
education in educational organizations is
,
somewhat
,
outdated requires their essential updating.
In this regard, the problems of finding approaches to the
study of ways of senior high school
students’ economic culture formation in the context of the
development of the digital
educational environment of the region are becoming urgent, which
requires
the construction of
the model itself.
The aim of the work is
to study, analyze the state and model of the process
senior high school students’ economic culture formation
.
The main research methods are
theoretical analysis of scientific, psychological and pedagogical literature on the research
problem, study and gen
eralization of experience on the problem; observation, questioning,
conversation, qualimetry, testing, method of expert assessments; ascertaining and formative
experiment; analysis of the study; methods for mathematical statistical processing, statistical
processing empirical data.
The study was conducted on the basis of Krasnoyarsk State
Pedagogical University named after V.
P. Astafiev with bachelor’s and master’s degree
students, high school students, teachers from educational institutions, students of u
niversities
and secondary professional educational institutions of Krasnoyarsk and Krasnoyarsk Territory.
The analysis of the state of the problem of high school students’ economic culture formation
based on the diagnosed test tools revealed correctional d
ependences between the indicators of
four components in the structure of high school students economic culture formation and the
levels of this formation under the conditions of digital education environment development in
the region.
The obtained dependen
cies and research data made it possible to form a model of
this process
in the context of the
development of the digital educational environment of the
region, describing the degree of formation of each component at each level.

RESUMO:
O trabalho se dedica ao problema de encontrar abordagens para avaliar o nível
de formação da cultura econômica entre estudantes do ensino médio, como um de seus
componentes importantes. O reconhecimento da significância do fenômeno em questão no
âmbito edu
cacional e a constatação de que o sistema de apoio pedagógico à educação
econômica continuada nas organizações educacionais está, de certa forma, desatualizado
exige sua imprescindível atualização. Nesse sentido, tornam
-
se urgentes os problemas de
encontra
r abordagens para o estudo das maneiras de formação da cultura econômica dos
alunos do ensino médio no contexto do desenvolvimento do ambiente educacional digital da
região, o que exige a construção do próprio modelo. O objetivo do trabalho é estudar, anal
isar
o estado e o modelo do processo de formação da cultura econômica de estudantes do ensino
médio. Os principais métodos de investigação são a análise teórica da literatura científica,
psicológica e pedagógica sobre o problema de investigação, estudo e g
eneralização da
experiência sobre o problema; observação, questionamento, conversação, qualimetria, teste,
método de avaliação pericial; experimento averiguador e formativo; análise do estudo;
métodos de processamento estatístico matemático; processamento
estatístico de dados
empíricos. O estudo foi realizado com base na Universidade Pedagógica do Estado de
Krasnoyarsk, em homenagem a V. P. Astafiev, com alunos de bacharelado e mestrado, alunos
do ensino médio, professores de instituições de ensino, estudan
tes de universidades e
instituições de ensino profissional secundário de Krasnoyarsk e território de Krasnoyarsk. A
análise do estado do problema da formação da cultura econômica dos alunos do ensino médio
com base nos instrumentos de teste diagnosticados
revelou dependências correcionais entre os
indicadores de quatro componentes na estrutura de formação da cultura econômica dos alunos
do ensino médio e os níveis dessa formação nas condições do desenvolvimento do ambiente de
educação digital na região. As
dependências obtidas e os dados da pesquisa permitiram formar
um modelo desse processo no contexto do desenvolvimento do ambiente educacional digital da
região, descrevendo o grau de formação de cada componente em cada nível.

El trabajo está dedicado al problema de encontrar enfoques para evaluar el nivel
de formación de la cultura económica entre los estudiantes de secundaria,
como uno de sus
componentes importantes. El reconocimiento de la trascendencia del fenómeno en cuestión en
el ámbito educativo y la constatación de que el sistema de apoyo pedagógico de la educación
económica continua en las organizaciones educativas está,
en cierto modo, desfasado, exige su
imprescindible actualización. En este sentido, se torna urgente la problemática de encontrar
aproximaciones al estudio de las formas de formación de la cultura económica de los
estudiantes de secundaria en el contexto d
el desarrollo del entorno educativo digital de la
región, lo que exige la construcción del propio modelo. El objetivo del trabajo es estudiar,
analizar el estado y modelo del proceso de formación de la cultura económica de los
estudiantes de secundaria. Lo

de cultura económica de los estudiantes de secundaria a partir de los instrumentos de prueba
diagnosticados reveló dependencias correccionales entre los
indicadores de cuatro
componentes en la estructura de la formación de cultura económica de los estudiantes de
secundaria y los niveles de esta formación en las condiciones del desarrollo del entorno de
educación digital en la región. Las dependencias obte
nidas y los datos de investigación
permitieron modelar este proceso en el contexto del desarrollo del entorno educativo digital
de la región, describiendo el grado de formación de cada componente en cada nivel.

Introduction
In the context of a new strategy for the country's economic growth, it is important to
form, develop and maintain an economic culture among the
younger generations in the
educational environment of school, which reflects modern market trends.
If earlier the Russian
society and school were tasked with developing high school students' qualities of a business
person that would allow them to quickly a
dapt their own business, find a place in life, and
economic stability in our society largely depended on this, but today this task has become more
complicated.
One of the priority areas in Russia is the process of digitalization of education,
which involve
s the creation of a digital educational environment, the use of the possibilities of
digital technologies in the implementation of improving the quality of education (
RUSSIA
,
2018
a; RUSSIA, 2018b
)
. In 2019 Russia faced a new task
-
to increase competitiven
ess in the
global market, both in individual sectors of the Russian economy and in the economy as a
whole.
The goal of education in the 21st century is to prepare a competitive, successful high
school student who is able to adapt to socio
-
economic changes
in the world, to build prospects
for his personal and professional development.
The relevance of high school students’
economic culture formation is determined by the requirements for the content of education,
which is fixed in Art.
14 of the Law of the Ru
ssian Federation «On Education in the Russian
Federation» the State Educational Standard of basic general and secondary (complete) general
education. All of the above documents assume the main goal is the formation of an
economically cultural and literate
personality in modern conditions of the information society
are directly related to high school students’ economic culture formation.
Recognition of the significance of the phenomenon under consideration in domestic
educational practice and the
realization that the system of high school students’ economic
culture formation is to a certain extent outdated and requires significant updating.

context of Russia's transition to an innovative development path become urgent.
The aim of the work is to study, analyze the state and model the process of high school
students’ economic culture formation.
Before proceeding with the analysis of this prob
lem, let us consider the very
phenomenon of economic culture and its formation within the framework of the educational
environment of the school.
In domestic and foreign literature there are several definitions of economic culture,
confirming the complexit
y and versatility of the phenomenon under consideration.
The very concept of «economic culture» includes the presence of the
words «economy»
and «culture», which leads to different interpretations of the phenomenon of «economic
culture».
The economic cultu
re integrates and transforms the essential features of the economy
and culture, i.e.
,
it can be considered that economic culture represents a specific type of general
culture.
In this regard, the modern content of culture has numerous attempts to define it
and the
diversity of the approaches to its definition.
Pitirim Sorokin was right when he noted that culture
is
“
a set of meanings and norms owned by interacting persons, a set of carriers who objectify,
socialize and reveal these meanings
”
(
SOROKIN, 1992)
.
American cultural anthropologist J. Murdoch identified and substantiated the
fundamental characteristics of culture: culture is transmitted through learning;
it arises on the
basis of learned behavior;
culture is cultivated by education;
cu
lture is social, that is, cultural
skills and habits are shared by people living in organized collectives or communities;
culture is
ideational, that is, it acts in the form of ideal norms or patterns of behavior;
culture ensures the
satisfaction of basic
biological needs and secondary needs arising on their basis;
culture is
adaptive, because it equips a person with mechanisms of adaptation to environmental conditions
and to his fellows;
culture is integrative, since it contributes to the formation of a co
llective as
a coherent and integrated whole (
MURDOCK
, 1949).

Kuznetsova, this happens because, at its core, digital culture
corresponds to the general idea of culture as a system of values that unites society in a
certain
era and at a certain level of de
velopment of social relations in it.
It is obvious that the
interpretations of the digital economy and digital society determine the specifics of digital
culture.
As for the digital economy, in recent domestic federal documents that have a legal
status, it
s understanding as an economy based on digital technologies has been established, and
they, in turn, are interpreted as
“
a discrete system based on coding and information transfer
methods, which allows performing a variety of versatile tasks in the shortes
t time intervals
”
(KUZNETSOVA, 2018).
The implementation of the latest technologies is possible only under the conditions of
creating a single educational space, which is thought of as a global market for educational
services.
The high school students’ eco
nomic culture formation in the modern conditions of the
information society is directly noted not only in the works of domestic researchers
(ZASLAVSKAYA
;
RYVKINA, 1991; KUZNETSOVA, 2018), but also in foreign sources.
The importance of economic education go
es far beyond the task of improving the understanding
of the basic principles of supply and demand and the functioning of the economy.
Economics
can be taught by generating new knowledge through the familiarization of learners in a
combination of real
learning environments and experiences.
Students who do not get the
opportunity to study economics and deepen their economic understanding will probably never
show much interest in the subject or in their economic world (
WUTTKE
et al.
, 2020;
INTERNATIONAL ENCYCLOPEDIA OF SOCIAL AND BEHAVIORAL SCIENCES
,
2020; JÜTTLER
et al.
, 2020).
The necessity of high school students’
economic culture formation including the
issues
of research for improving soft skills in high school students has shown that it improves their
physical health, behavior, and changes their career aspirations (according to research by the
LSE), the elements for the formation of resilience, navigat
ing social media, developing healthy
relationships and understanding responsibility
.
Soft skills such as human communication skills
and emotional intelligence are increasingly in demand in the labor market as these skills cannot
be easily replaced by techn
ology.
As for a number of foreign countries from 2020 personal,
social, medical and economic education will be compulsory in UK schools for teenagers
.
The

national concepts and foster citizenship.
Economic competence and financial
literacy are the
keys to social participation and engagement.
The emerging trends in the development of digital technologies in the process of the
formation of society are causing a significant complication and the emergence of new financial
instruments th
at are quite difficult to master, expanding the possibilities of using economic
services and digital services.
We found that the main attributes of the digital economy are: high
speed of all processes
(«instant result from digital services»);
complex infor
mation technologies
at the heart of financial instruments (blockchain, big data, information processing algorithms
based on neural networks and artificial intelligence, 5G networks etc.);
the growing role of new
types and means of e
-
commerce (crypto curren
cies, the spread of virtual payment systems,
personalized and adaptive paid digital content, contextual advertising);
significant
the overflow
of commercial and financial activities into cyberspace (online banking, virtual exchanges,
virtual assets and paid digital services) (LOMASKO
et al.
, 2020).
The conducted content analysis of teaching materials and regulatory documents of the
M
inistry of Education of the Russian Federation allowed us to single out a number of
competencies of school graduates as structural elements of the economic culture of a senior
student.
These include: critical and analytical thinking, creativity, entreprene
urship,
communication skills, cooperation, the ability to educate yourself, the ability to make decisions,
digital, financial and entrepreneurial literacy (
GRASS
et al.
, 2017).
In this regard, it is digital technologies that are singled out by the Russian
government
as a way to solve educational problems that cannot be solved or poorly solved on the basis of
traditional technologies.
According to the current regulatory documents in the field of education
(
RUSSIA
, 2020; MEDVEDEV, 2014), among the tasks of at
tracting digital technologies in
order to determine the essential components of the pedagogical conditions for high school
students’ economic culture formation in the educational process, we single out: intellectual and
emotional involvement of students i
n the educational process;
ensuring accessibility to
educational resources;
the possibility of choosing modern digital technologies for the purpose
of successful economic socialization in the real economy when choosing future professions
(qualifications);
personification through individual educational routes of the student, taking into
account the methods, forms and means and the period of mastering the educational material;
providing real opportunities to students in a dynamically developing open education
al
environment; the possibility of using a systematic approach to the design of a more effective
organization of educational and cognitive activity of students (

The creation of a digital environment intended to im
prove the Russian school education
quality makes it possible to cover such problematic stages of the high school students’ economic
culture formation as: knowledge of the basics of economics and obtaining practical skills in the
production and consumption
of a social product and/or service; personal finance management;
successful economic socialization in the real economy through obtaining the basics of economic
knowledge and skills, individualization through creative and entrepreneurial activities;
profess
ional self
-
determination and strategies for building one's own career and its
implementation.
The digital environment, the implementation of the ideas of digitalization of education
is one of the ways to optimize and expand the capabilities of the traditio
nal educational process.
The digitalization of education provides real opportunities for building an open education
system that ensures the availability of education through the use of e
-
learning and distance
learning
technologies and
allows each person to
choose their own learning path.
In addition,
the use of digital technologies realizes the possibility of using a systematic design method and
a more efficient organization of educational and cognitive activities of students due to the
dynamic adaptation o
f automated training programs.
In the context of digitalization, and the above changes,
there is a need to search and
justify new means and forms for the formation of the economic culture of high school students
to new
socially oriented
directions of devel
opment of the innovative economy of Russia.
At the
same time, it seems that the most practice
-
oriented solution for one of the tasks of forming a
structural element of the economic culture of high school students is a virtual platform for
financial literac
y, which makes it possible to implement modern methods and means of
economic socialization and adaptation not only of students, but of the adult population, in the
first place, due to training and the possibilities of mastering modern digital technologies
of
smart education, which are equivalent in nature to the technologies of the digital economy
which we have already described in more detail, taking into account these features (MELMAN
et al.
, 2018).
Since successful adaptation to the new
realities of the digital economy, a deep
understanding of its mechanisms and tools for ensuring personal financial security for the
younger generations seems to be the basis for the economic well
-
being of people in the
emerging smart society. Consequently,
the created virtual platform will serve as the basis for
organizing the activities of the KSPU named after V.
P. Astafiev in cooperation with other
organizations of the social sphere of Krasnoyarsk Territory, primarily educational
organizations, to promot
e the development of high school students’ economic culture in the

region. The general scheme of functional characteristics was presented by us earlier (MELMAN
et al.
, 2018). To assess the possibilities of economic culture formation in a virtual environm
ent,
a specialized portal was developed «Your economic culture» for high school students and
teachers of Krasnoyarsk Territory

.This virtual platform is available only to authorized users,
since when interacting with educational organizations and minors,
questions of personal data
protection arise.
Registration and confirmation of users is carried out by a team of
administrators and moderators.
The appearance of the portal start screen is shown in Fig.1.
The portal contains 6 main sections: discussion plat
forms
(for organizing online
seminars and conferences, forums for exchange of experience and mutual consultations);
collections of information and methodological materials; catalogs and topical thematic online
resources; 3 specialized sections for organizi
ng competitive events: economic dictations,
Internet Olympiads, online contests; section «Learn and Develop!», which is designed to host
automated online courses.
The navigator is interactive and allows you to expand the desired categories, displaying
a li
st of resources available to users.
An example of this feature was described by us earlier

possible, interest in the content of educational material, the desire to systematize knowledge,
interest in independent work, the desire to overcome difficulties, the desire e
njoy intellectual,
entrepreneurial and research work.
The internal motives of economic activity are of particular
importance, since they determine the personal, emotional experience of the cognitive needs of
students.
These motives are the components of co
gnitive interest.
Thus, internal motives are,
on the one hand, a personal need to actively participate in the national economy, and on the
other, a desire for self
-
development (SHELKOVNIKOVA, 2009).

and level of responsibility, the fo
llowing levels can be distinguished: optimal, medium and low.
The optimal level of a high school student's economic culture presupposes possession of solid
systemic knowledge and applies it in practice with a full understanding of the laws of economic
deve
lopment.
If a high school student independently reproduces economic knowledge at the
level of understanding,
analysis
based on the interpretation of schemes, graphs and, on their
basis can trace the interrelationships of economic phenomena and processes, i
s able to solve
stereotypical problems, then we are talking about the middle level of economic culture.
With a
low level, high school students' possession of theoretical knowledge is limited, when defining
economic phenomena, recognition prevails only by e
xternal signs, mechanical reproduction
prevails at the level of individual facts, without interconnection with each other.
The selected components of the formation of economic culture are in some dependence
at each level and are manifested in varying degre
es of formation.
If the threshold values of each
component at each level are determined, then it is possible to develop a research program and
diagnostic material to assess senior high school students’ economic culture formation. In this
paper, it is propo
sed
based on
the study of the process of modeling of the studied phenomenon,
based on testing, questionnaires, surveys and etc. to research senior high school students’
economic culture formation in
a digital educational environment.
Research methods and
discussion
To assess the formation of each component at different levels of
senior high school
students economic culture formation and drawing up a general model 630 participants and 12
teachers of secondary schools and university professors of Krasnoya
rsk and Krasnoyarsk
Territory, and 540 high school students and 32
students of
university and secondary vocational
educational organizations and 28
students of the Krasnoyarsk State Pedagogical University
named after V.P. Astafiev, including
12 master’s d
egree students studying under the training
program «Pedagogical Education», and 18
parents took part in this study.
It should be noted that for each stage of the experimental work, we identified a set of
research methods that ensured a complete and reliabl
e solution to the tasks (Table1).

methods of experimental work are an addition to the methodology of this research:
at the ascertaining stage
–
questionnaires, interviews, conversations, polls were used; testing,
observation; methods for generalization, grouping, comparison, differentiatio
n modeling; at the
formative
stage
–
the study of the products of activity; analysis of entrepreneurial, social,
research projects, ranking; scaling; methods for generalization, grouping, comparing and
differentiating, graphical method, scoring method; exp
ert assessment method; methods for
tracking results; monitoring, generalization, differentiation of experience; statistical methods of
data processing and testing the hypothesis.
In accordance with the identified components, the following procedure for ass
essing the
level of formation of senior high school students’ economic culture formation was determined
within the framework of the stages of the diagnostic research program developed by us:

consideration of each component of economic culture as a set of
various structural elements in
each of its components;

the introduction for each structural unit indicator of the corresponding
value characterizing the formed level of senior high school students’ economic culture : K

hod of complex assessment of the quality of an object, all different

dimensional indicators of properties must be transformed and reduced to one dimension or
expressed in dimensionless units);

determination of the level of formation of each structural

methods and in various conditions, including a digital educational environment;

considering
the unequalness of structural components by introducing the unequalnes
s of structural
components and identifying weight coefficients, which were determined by the method of
individual expert assessment by ranking;

calculation of the value of the level of senior high
school students’ economic culture formation;

conducting
a comparative analysis of the levels
of senior high school students’ economic culture formation. In our opinion, to assess the level
of senior high school students’ economic culture formation, it is advisable to use a point
assessment for
these
students u
sing
a questionnaire developed for these purposes, assess the
formation of the entrepreneurial culture according to a 5
-
point system based on the selected
four
criteria: personal, motivational
-
value, activity
-
practical, and reflective.
When senior high sch
ool students are assessed on a 5
-
point scale assessment of
economic culture level formation, it is possible to calculate an integral indicator for each
criterion of the study.
To do this, the surveyed senior high school students determine not only
the asse
ssment of each single indicator of economic culture level on a 5
-
point scale, but also
their significance in descending order, which makes it possible to carry out a generalized
assessment according to the following formula:

The results of the responses were processed
by the descriptive statistics method.
The
students' answers were analyzed and attributed to different levels of entrepreneurship culture
formation.
Undoubtedly, special questionnaires and interviews on competencies have a
relatively greater objectivity co
mpared to observing the behavior of senior high school students
in the process of entrepreneurial activity,
which made it possible to distinguish three levels
of
the
entrepreneurship culture formation
(Table2).

Presented in table 2 the results indicate changes in the level of senior high school
students according to the results of the
questionnaire survey in all the studied groups, but to a
greater extent in the experimental group.
Taking into account that the necessary and sufficient
conditions (in the digital educational environment) were created in the experimental group for
the impl
ementation of the special course «Economic culture», which was held in the format of
the new educational SMART technology and the trainers were actively involved in practical
activities.

Conclusion
Thus, the conducted examination of the issue of
high school students economic culture
formation in terms of digital educational environment represented above diagnosed tool
revealed correlations dependencies between parameters of the four components in the structure
of economic culture formation (person
al, motivational value, practical and reflective).
Having assigned weights to each indicator and using generalizing integral indicator, this
model can be used for computer diagnostics of
high school students economic culture formation
and it can give recommendations on the development of one or another cha
racteristics.
