RESUMO:
A atualidade desta pesquisa é causada pela necessidade de proporcionar aos
graduados um nível de qualidade educacional que corresponda às necessidades modernas do
mercado de trabalho, das tecnologias de informação e da sociedade em geral. A base
metodológi
ca da pesquisa é um paradigma polissubjetivo de gestão de sistemas educacionais,
e a principal tecnologia de sua realização é a gestão funcional como um método clássico,
amplamente reconhecido e padronizado d
a esfera de
TI. Soluções eficazes na gestão do
p
rocesso integrado de desenvolvimento da cultura da informação entre os humanistas através
do exemplo de organização do processo educacional no programa de treinamento “51.03.06
Bibliotecas e Recursos de Informação” foram desenvolvidas e incorporadas. A imp
lementação
do modelo funcional de gestão do processo educacional da cadeira de Biblioteca e Recursos de
Informação permitiu detectar mecanismos de correção de campo polissubjetivo.

RESUMEN:
La actualidad de esta investigación se debe a la necesidad de brindar un nivel de
calidad educativa a los graduados que se corresponda con los requisitos modernos del
mercado laboral, las
tecnologías de la información y la sociedad en general. La base
metodológica de la investigación es un paradigma polisubjetivo de la gestión de sistemas
educativos, y la principal tecnología de su realización es la gestión funcional como un método
clásico,
ampliamente reconocido y estandarizado de la esfera de las TI. Se han desarrollado e
incorporado soluciones efectivas en la gestión del proceso integrado de desarrollo de la cultura
de la información entre humanistas a través del ejemplo de organización d
el proceso educativo
en el programa de capacitación “51.03.06 Biblioteca y Recursos de Información”. La
implementación del modelo funcional para la gestión del proceso educativo de la cátedra de
Biblioteca y Recursos de Información permitió detectar mecani
smos de corrección de campo
polisubjetivo.

The topicality of this research is caused by a necessity to provide a level of
educational quality of graduates that matches modern requirements of labor market,
information technologies and society in general. The methodological basis of the research is a
polysubjective paradigm of educational systems management, and the main techn
ology of its
realization is functional management as a classical, widely recognized and standardized
method of IT

introdução
A revisão da educação russa moderna hoje está associada à integração das tecnologias
da informação. Hoje, cientistas russos observam a chegada de uma era de digitalização que vem
caracterizando um modelo
profissional de especialista em qualquer setor. Portanto, o modelo
de competência de um especialista deve compreender as competências digitais, assim como os
egressos de universidades humanitárias devem ter essas competências, o que significa que todo
prog
rama educacional deve contemplar disciplinas relacionadas à tecnologia da informação.
Ao mesmo tempo, as constantes mudanças nos padrões educacionais estaduais federais, o
rápido crescimento das áreas do conhecimento relacionadas à esfera da TI, o acirrame
nto da
competição entre as instituições de ensino leva ao fato de que a universidade humanitária hoje
só pode existir no contexto do desenvolvimento intensivo.
Esse fato prioriza a necessidade de intensificação da educação em humanidades sob
condição de uma gestão eficaz e inovadora baseada na inclusão de todos os sujeitos do processo
educacional no processo de gestão e sua realização criativa.

criativa continua sendo um desafio assustador para as universidades humanitárias, a pri
ncipal
tarefa da qual é a formação de uma personalidade criativa.
Esses fatos abrem novos caminhos para abordar a modernização da educação, e no mais
alto nível estratégico. Nesse caso, é claro, é preciso contar com tecnologias educacionais bem
-
sucedidas a
plicadas no ensino superior.
Uma dessas abordagens comprovadas ao longo do tempo, implementadas com sucesso
por muitas universidades, é a integração de todos os componentes do sistema educacional em
um único processo de gestão, ao mesmo tempo em que se bas
eia no princípio da humanização
da educação. A modernização do paradigma educacional nessas condições pressupõe a
centralização da personalidade do aluno do ponto de vista da formação de funções formadoras
de cultura e de desenvolvimento da personalidade.
Um paradigma polissubjetivo de gestão parece ser o mais adequado para fornecer o nível
de controlabilidade exigido dos sistemas educacionais integrados. “Sua gestão é identificada
como um processo específico de comunicação dos sujeitos, visando não apenas
o alcance dos
objetivos do sistema, mas também a realização dos significados pessoais dos sujeitos do
processo educacional, seu autodesenvolvimento e autorrealização” (KOVALENKO, 2004
,
tradução nossa
). O controle polissubjetivo pressupõe que a transformaçã
o de sujeitos em
polissujeitos só é possível com a formação de um campo semântico comum. A formação desse
campo semântico e a identificação dos mecanismos de correção do campo polissubjetivo
tornou
-
se o objetivo dos autores deste estudo em condições de inc
erteza que surgiram em
conexão com a transição da biblioteconomia e educação da informação para padrões
educacionais atualizados de terceira geração (FSES HE 3++).
Questões sistêmicas que devem ser tratadas no nível estratégico foi a incerteza. Esta é
uma
orientação bastante rígida em relação aos padrões profissionais, natureza estrutural do
novo padrão educacional, que oferece margem para tomar decisões independentes. Portanto, o
objeto de nossa pesquisa foi a categoria de competências profissionais gerais
“Cultura da
Informação” do Padrão Estadual Federal de Educação do Ensino Superior no programa
“Atividade de Biblioteca e Informação” de 51.03.06 (Despacho do Ministério da Educação e
Ciência da Federação Russa № 1182 de 01.09.2018).
Escolhemos a modelagem
funcional como uma tecnologia digital, pois os funcionários
do Departamento de Atividades de Biblioteca e Informação do Instituto Estadual de Artes e
Cultura de Belgorod (doravante
-
BSIAC, sigla em inglês) vêm desenvolvendo desde 2008 para
introduzir a m
odelagem funcional no processo educacional. Uma experiência positiva
acumulada mostra a universalidade e eficácia desta metodologia na gestão dos sistemas

educacionais da universidade humanitária, determina a aplicabilidade das modernas
ferramentas CASE pa
ra a construção de programas educacionais que garantam a
implementação de uma abordagem baseada em competências em conformidade com os padrões
internacionais. A utilização do modelo funcional do cluster educacional por competências
“Cultura da informação”
permitiu que a direção e os funcionários do departamento
respondessem rápida e adequadamente às constantes mudanças nos padrões educacionais
estaduais federais e mantivessem uma qualidade de ensino suficientemente alta no Programa
51.03.06 “Atividades de B
iblioteca e Informação” (DORONINA, 2017; DORONINA, 2016).
Revisão de literatura
Falando em uma conferência na Escola Superior de Economia (abril de 2017), Diretor
de Educação e Autoridade de Competências da OCDE, desenvolvedor do Programa
Internacional
de Avaliação de Estudantes PISA Andreas Schleicher em seu relatório
“Tendências Globais na Transformação dos Sistemas Nacionais de Educação: O que A
educação vai parecer em 2035?”, referiu a alfabetização informacional como elemento
obrigatório, parte inte
grante da competência das pessoas na era digital ao primeiro e principal
fator de garantia de sucesso nos sistemas educativos (SCHLEICHER, 2017).
Os responsáveis das estruturas administrativas das reputadas universidades do país
confirmam este facto no núm
ero real da revista “
Rector of University
” (№ 8 2019), que cobre
integralmente esta questão, e em todos os níveis de ensino. O VII Fórum Internacional de
Universidades (2019) começou com um painel de discussão “A digitalização é o nosso tudo”,
cuja princip
al conclusão foi a necessidade de formar e desenvolver uma cultura informacional
dos graduados do ensino superior, sugerindo um vetor de informação para o desenvolvimento
(modernização) do ensino superior na Rússia.
Este rumo de mudanças no sistema de ensi
no superior responde ao desafio de uma nova
rodada de desenvolvimento da sociedade da informação. O documento atualizado, adotado pelo
decreto do Presidente da Federação Russa em 9 de maio de 2017, “Sobre a Estratégia para o
Desenvolvimento da Sociedade da
Informação na Federação Russa para 2017
-
2030”, define a
sociedade da informação em um novo patamar qualitativo como sociedade “em que a
informação e o nível da sua aplicação e acessibilidade moldam as condições de vida económicas
e socioculturais dos cida
dãos”. Ou seja, é necessário que os membros da sociedade não apenas
realizem processos de informação, mas tenham o nível desejado de conhecimento em
tecnologia da informação e comunicação. Além disso, o problema de formar o espaço de

informação do conhecim
ento, sendo resolvido através do desenvolvimento da ciência, a
implementação de projetos educacionais e educacionais, a criação para os cidadãos de um
sistema de conhecimento e ideias interconectados acessível ao público, a provisão de um
ambiente de infor
mação seguro para as crianças, foi levantada a promoção da língua russa no
mundo e o apoio às formas tradicionais de disseminação do conhecimento (excelentes entre as
disponíveis na Internet) (RUSSIA, 2017). O sistema educacional da Rússia contribui para a
implementação desta tarefa civilizacional global mais importante.
Nesse contexto, o documento propõe formas de formação do espaço de informação do
conhecimento mais adequado ao cenário educacional. A substância está na integração de
organizações educacion
ais e de alta tecnologia na questão de melhorar os programas
educacionais por meio da aplicação de várias tecnologias educacionais baseadas em
informação

Assim, pode

se dizer que os recursos trabalhistas são redistribuídos de forma inequívoca
da esfera
material de produção para a informacional, portanto, a principal preocupação do
ensino superior russo é formar a cultura informacional de um futuro especialista no mais amplo
prazo. O processo de modernização da educação deve ser realizado com foco na form
ação do
espaço do conhecimento da informação.
Para resolver este problema, o princípio de integrar todos os componentes do sistema
de aprendizagem em um processo gerencial compartilhado tem sido usado com sucesso há
muito tempo. No contexto de nosso estudo
, altamente atuais nesse sentido são as obras do

Esses trabalhos escalam as categorias de meta

nível da cultura ao seu valor, o que
corresponde aos objetivos da educação em artes liberais. A. Y. Danilyuk, explorando os
processos de integração no aspecto
histórico, observa sua aplicação bem

sucedida na educação
e, entre os três princípios básicos, define “o princípio da congruência cultural, que caracteriza
a atitude da educação em relação ao seu ambiente cultural” (DANILYUK, 2019

generalizada, cujo alcance semântico é congruente com estudos anteriores.

pedagógica integrativa. Ao mesmo tempo, o desenvolvimento é um processo

Os estudos revisados nos levam à conclusão de que os processos de integração tanto na
educação liberal quanto na educação em ciências devem ser implementados com base no
pr
incípio da humanização da educação, que é um elemento sistêmico de todo o setor cultural,
que corresponde plenamente à implementação do princípio da conformidade cultural. Ao

requisitos para sua implementação é a i
ntegração
das competências de informação e comunicação que formam a base de sua cultura da
informação na estrutura da personalidade.
O papel da cultura da informação profissional está se tornando dominante hoje, porque
na era da Internet industrial a impor
tância das tecnologias de informação e comunicação é o
principal, de fato. As exigências para um humanístico qualificado moderno estão mudando em
meio à “produção e consumo em massa da informação, sua permanente atualização. Ele deve

conclusões iniciar
am um imediatismo extremo do problema da gestão dos processos de
integração nos sistemas educacionais.
Os professores da Escola Superior de Economia (V. Grekul, G. Denischenko, N.
Korovkina), descrevendo detalhadamente a estrutura da gestão da integração,
referem
-
se à
própria gestão da integração como um campo de conhecimento, posicionando
-
a do ponto de
vista do projeto como processos que fornecem uma abordagem contínua e integrada ao
gerenciamento de projetos. O objetivo da integração é alcançar uma intera
ção efetiva dos
processos de gerenciamento de projetos para garantir o alcance dos objetivos do projeto. A
integração do gerenciamento de projetos exige que todos os processos de gerenciamento de
projetos sejam construídos e vinculados a outros processos p
ara facilitar sua coordenação
(GREKUL
et al.
, 2019).
Os aspectos gerenciais da integração dos sistemas educacionais tornaram
-
se objetos e
assuntos de uma série de trabalhos de tese (G. F. Ushamirskaya, A. R. Shagimullin, A. A.
Shogenov
etc.). Os autores, em particular, propõem tais referências estratégicas n
o
desenvolvimento de processos de integração na Rússia, expansão da rede de organizações
acadêmicas, desenvolvimento de “integração de projetos”, desenvolvimento e apoio prioritário
de uma rede de universidades líderes de pesquisa, agrupamento de recursos
de pesquisa e
complexos educacionais

enquanto o princípio da conformidade cultural, infelizmente, é
ignorado. Ao mesmo tempo, a maioria dos autores reconhece que o componente dominante da
atividade educacional é a formação de uma personalidade criativa.
Assim, introduzir o princípio
da conformidade cultural nos aspectos gerenciais da integração dos sistemas educacionais é
uma das questões que abordamos por meio das modernas tecnologias digitais.
Não se pode deixar de concordar com o julgamento de S. I.
Malitskaya (Universidade
V. N. Tatishchev Volga) de que “para garantir um alto nível de gerenciabilidade, uma
instituição integrada requer novos métodos, estratégias e ferramentas que possam levar em
conta as peculiaridades das mudanças no ambiente externo
e coordenar as objetivos,
necessidades e ações do ambiente interno”, o que sugere a utilização de uma abordagem
sistêmica “em integração com as abordagens de processo, situacional, projeto e competência”
(MALITSKAYA, 2011

opinião, é um dos principais requisitos para um desenvolvimento universitário eficaz.

central para os colegas estrangeiros.

O professor da
Universidade da Tessália, Vassilis Gerogiannis e seus colegas argumentam que a
“sobrevivência” da universidade depende diretam
ente da qualidade do serviço (TSINIDOU
et
al.
, 2010). Estudiosos suecos da Universidade de Oslo H. Pratasavitskaya e B. Stensaker
escrevem que o desenvolvimento de um sistema de gestão da qualidade é uma exigência
nacional e uma condição fundamental para m
elhorar o ensino e a aprendizagem
(PRATASAVITSKAYA; STENSAKER, 2010). Além disso, para desenvolver o processo de
melhoria da qualidade, eles desenvolvem o conceito de uma “cultura da qualidade” destinada a
apoiar os processos de desenvolvimento e melhoria
do ensino superior (HARVEY;
STENSAKER). Em outras palavras, o princípio da conformidade cultural também se aplica à
qualidade no processo educacional.
Formalizando as conclusões de nossas indagações teóricas, construímos o seguinte
modelo gráfico de um si

Para desenvolver um modelo funcional do cluster de competências “Cultura da
Informação”, a modelagem funcional (SADT
-
Análise Estruturada e Técnica de Design) foi
definida como método principal. Esta escolha é determinada por vários motivos:
1. H
istoricamente, a metodologia do SADT tornou
-
se o mais bem sucedido e, portanto,
o desenvolvimento evolutivo mais popular da abordagem de sistemas. O autor da metodologia
é um cientista americano, pioneiro das tecnologias computacionais Douglas Taylor Ross
que
destacou as teorias relacionadas à metodologia e linguagem de descrição de sistemas como uma
parte separada e as chamou de SADT em 1969. Foi nessa época que ele previu o uso
generalizado da metodologia, inclusive em domínios pertencentes às humanidades
. Muito em
breve, o núcleo do SADT tornou
-
se a base do padrão federal (IDEF0
-
definição de integração
para modelagem de funções), que padronizou com sucesso as atividades do Departamento de
Defesa dos EUA e, depois disso, várias indústrias de manufatura.
Na Rússia, em 2000, foi
adotado um documento orientador “Metodologia de Modelagem Funcional IDEF0”, que
padronizou a aplicação da modelagem funcional em vários campos (National Institute of
Standards and Technology, 1993; Methodology of functional modeling
IDEF0, 2000).
2. A metodologia SADT (IDEF0) já se tornou um método clássico de abordagem por

do processo educacional e na melhoria bem

autores, após analisar publicações sobre qualidade na educação, chegaram à conclusão de que

3. A metodologia SADT é a tecnologia mais comprovada e popular na área de TI; é um
método seguro e comprovado para remoção de incertezas, busca de saída de uma situação
problemática através
da identificação de elementos do sistema e sua conexão funcional.
4. A notação IDEF0 é gráfica, muito simples e fácil, o que permite uma utilização eficaz
em áreas humanitárias. É intuitivamente compreensível e permite visualizar rapidamente e
representar
claramente todos os processos, exibir todos os parâmetros. A implementação da
ideia de reengenharia, construção de modelos AS
-
IS e TO
-
BE permite monitorar a qualidade
dos processos e rastrear áreas problemáticas e lacunas. Além disso, as ferramentas de so
ftware
para suporte a esta metodologia são bastante diversas e pertencem à categoria de ferramentas
CASE modernas. Essa variedade permite que você escolha programas de computador fáceis de
aprender, mas funcionais para modelagem.
Hoje, há um uso extensivo
de modelagem funcional no estudo dos sistemas educacionais
russos. Identificamos áreas

chave de uso efetivo desta metodologia como: planejamento
estratégico educacional; gestão dos processos atuais no campo da educação; desenho de
“informação e ambiente ed
ucacional; concepção de objetos pedagógicos essenciais ao sistema
educativo
–
disciplinas académicas; modelagem para resolução de problemas específicos na
educação” (DORONINA, 2017; DORONINA, 2016

). Tais explorações estão
se expandindo, est
ão surgindo publicações sobre a aplicação de modelagem funcional usando
o “1C: sistema universitário” (POLUBOYAROV, 2015).

projetos criativos em 2020. No curso de formação foram identificados os seguintes o

Informação” do Padrão Educacional do Estado Federal de Ensino Superior pela especialidade
51.03.06 “Atividade de Biblioteca e Informação”, implementado n
o BSIAC; agregação de
componentes do cluster com base no princípio da continuidade; optimização das trajetórias
educativas.
De acordo com as tarefas, foi estabelecido um cronograma do curso (NOVIKOV;
NOVIKOV). Na primeira etapa foi realizada uma análise da
s principais competências
profissionais e identificadas duas competências: CP

processos tecnológicos de atividades de biblioteca e informação; PC

5 Prontidão para o
domínio de métodos avançados de atividades de biblioteca
e informação baseadas em
tecnologias de informação e comunicação. O grupo foi formado com base em um esquema de
cursos de graduação, abrangendo todo o processo de aprendizagem. O objetivo do grupo é
gerenciar não uma competência, mas um conjunto de competê
ncias, realizando uma interação
interdisciplinar.
O aplicativo Microsoft Office Visio 2010 foi escolhido como ferramenta de software
CASE. Este é um aplicativo licenciado para construção de diagramas comerciais e técnicos,
contendo a capacidade de construi
r diagramas da notação IDEF0.
Achados
De acordo com a tecnologia de modelagem funcional, o processo de modelagem na
notação IDEF0 começa com a construção de um diagrama de contexto, este é o nível mais
abstrato de descrever o sistema como um todo, no
qual é necessário determinar um assunto de
modelagem, objetivos e pontos de vista do modelo.
O próprio sistema foi definido pelo sujeito. Ao formular o objetivo do modelo, nos
baseamos nas conclusões de V. I. Kovalenko,
A gestão polissubjetiva é a gestão
que assegura o desenvolvimento de uma
qualidade sistêmica especial em cada sujeito do processo educativo

a
polissubjetividade. Para que alguma comunidade de sujeitos se transforme em
um polissubjetivo, é necessário o entendimento mútuo entre eles, o que
é
impossível sem a formação de um campo semântico comum de atividade, ...,
uma atitude de cooperação e compreensão mútua (KOVALENKO, 2004

A construção de um campo semântico geral de atuação para a formação da cultura da
informação dos ba
charéis tornou
-
se um
alvo estratégico
do modelo funcional. O principal
alvo
tático
do modelo funcional é a gestão polissubjetiva da interação das disciplinas para a
formação de um complexo de competências, a apresentação em forma visual gráfica de
trajetór
ias educacionais para atingir o nível exigido de formação de competências pelos alunos.
É um ponto de vista do chefe de departamento, chefe de gestão educacional e metodológica.
Seguindo esta linha de raciocínio, os dados de entrada e saída, mecanismo e co
ntrole
foram determinados. O fluxo de entrada são candidatos com um certo conjunto de habilidades
básicas de conhecimento adquiridas na escola (doravante
-
KSA). O fluxo de saída é bacharel
em atividade de biblioteca e informação com o conjunto formado de
competências “Cultura da
Informação”. Como executores (de acordo com a especificação dos mecanismos),
identificamos: pessoal docente do ensino superior (doravante
-
HETP) do departamento,
bibliotecários de bases de prática de treinamento, bem como
soft har
dware
(doravante
-
SHW)
do processo educacional. O modelo é administrado com base nos três níveis: Padrão Estadual
Federal de Educação Superior, programa de graduação profissional básica de ensino superior
(doravante
-
BPDP HE) e, incluindo o esquema de cu
rsos de graduação do BSIAC. O diagrama
de contexto resultante do modelo funcional é mostrado na Fig. 2.

Uma decomposição do Nível 1 foi ainda realizada. As disciplinas acadêmicas com foco
ativo na formação da cultura da informação foram selecionadas com base na avaliação do curso.
Tal avaliação de curso cria um certo sistema de interação entre as disciplinas
deste curso. Um
sistema holístico para a formação da cultura da informação, do ponto de vista da implementação
de todo o BPDP, se dará com base na gestão polisubjetiva das disciplinas incluídas no cluster.
Definimos as seguintes disciplinas: Informática,
Tecnologia da Informação, Informação
e Cultura Bibliográfica dos Indivíduos, Tecnologia da Informação na Biblioteca, Sistemas
Automatizados de Informação para Bibliotecas, Organização e Tecnologia de Sistemas
Automatizados de Informação para Bibliotecas (d
oravante
–
ALIS), Segurança da Informação
na Biblioteca. Os blocos de Prática e Pesquisa também foram adicionados. A interação entre os
blocos e setas (vetores) da formação de competências é ilustrada na Figura 3.

Discussão e Conclusões
Hoje, o modelo funcional do cluster de competências “Cultura da Informação” é
apresentado ao corpo docente do departamento e é utilizado no desenvolvimento de programas
de tr
abalho para as disciplinas.
Assim, o modelo funcional desenvolvido do grupo de competências “Cultura da
Informação” possui todas as características essenciais para a implementação da gestão
polissubjetiva e contribui para a transição de uma gestão de natur
eza monossubjetiva para uma
gestão polissubjetiva.
Como durante a formação de um grupo a seleção de disciplinas é um conjunto de
elementos indiretos relacionados, cada elemento do cluster existe no “campo gravitacional” de
suas próprias decisões de gestão,
o que lhe confere um espaço vital autônomo. Para aproveitar
ao máximo o potencial do grupo, é necessário empregar uma caixa de ferramentas única que
abarque todos os elementos e conexões do grupo de acordo com a lógica de sua interação.
As soluções de cam
po para a gestão do cluster “Cultura da Informação” como processo
de integração consistem na criação de um campo de força unificado que é um espaço ideológico
e motivacional que tem tensão devido aos campos de assunto. Esses campos, por sua vez,
representa
m um conjunto de assuntos (personalidades) com graus variados de intensidade
(tensão). “Campos individuais dos sujeitos se sobrepõem uns aos outros, de modo que se forma
o campo resultante” (KOVALENKO, 2004
, tradução nossa
).
A integração dos campos subjetivos é referida por V. I. Kovalenko ao processo de
“seleção e consolidação das funções subjetivas mais ótimas realizadas pelos participantes do
processo educacional, sua complementaridade mútua e agregação em uma única integri
dade
funcional” (KOVALENKO, 2004
, tradução nossa
). Os processos de integração nos sistemas
educacionais são regulados em virtude do princípio da integração dos campos subjetivos. O
autor dá importância às próprias funções subjetivas, e não às atividades de
sujeitos individuais.
Além disso, distinguem
-
se as funções subjetivas que são desempenhadas com mais eficácia e
sucesso e diferem do desempenho das mesmas funções por outros sujeitos. Depois, há a
especialização intersubjetiva que permite selecionar as me
lhores variações para a
implementação das funções subjetivas. Isso significa que o sistema educacional se torna
flexível, tem uma orientação dinâmica para as diferenças ambientais e os problemas de gestão
são resolvidos de forma eficiente em ambiente incer
to.
É necessário indicar expressamente a possibilidade de implementação do princípio da
integração dos campos subjetivos utilizando o modelo funcional do cluster de competências

“Cultura da Informação”. Em conexão com a intensidade cada vez maior do trabal
ho
pedagógico no ensino superior, torna
-
se possível resolver os problemas do sistema educacional
em conjunto, considerando os campos subjetivos dos participantes do processo educacional.
Com base nisso, torna
-
se possível coordenar a atividade subjetiva de
forma ativa e adequada,
usar os mecanismos de integração dos campos subjetivos como “adições” e “agregação” para
coordenação.
O mecanismo de correção de campo polissubjetivo da tendência de ação dos sujeitos
proposto por V. I. Kovalenko é implementado de f
orma mais eficiente no âmbito do tópico de
pesquisa baseado no modelo funcional do cluster de competências “Cultura da Informação”. A
essência do mecanismo reside no fato de que os objetivos dos sujeitos da atividade de
aprendizagem sobre o desenvolvimento
do sistema educacional devem estar em conjunto com
suas próprias tendências de desenvolvimento, o que na maioria das vezes não é considerado na
prática. V. I. Kovalenko considera “a correção da orientação dos sujeitos no processo
educacional de acordo com
as tendências de desenvolvimento educacional” como os principais
alvos da gestão polis
s
ubjetiva (KOVALENKO, 2004).
Nossas conclusões também são corroboradas por estudos de psicólogos que tratam do
assunto para interações conjuntas que sustentam que para q
ue um grupo de indivíduos
diferentes se torne um polissujeito, é necessário organizar um sujeito para interação conjunta
entre seus participantes, e que
as seguintes condições são as mais favoráveis para emergir um sujeito de
interação conjunta no ambient
e profissional: “o quão bem os participantes se
conhecem”, “qualificações dos participantes”, “restrições de tempo”,
“importância da tarefa”. A capacidade de ser incluído no sujeito para
interações conjuntas depende das características da personalidade. Pe
ssoas
autoconfiantes, emocionalmente maduras, que entendem as outras pessoas,
abraçam atividades coletivas, compartilham a causa comum, são mais capazes
de uma interação conjunta bem
-
sucedida

et al.
, 2019

).
Durante esta abordagem, como pode ser visto no diagrama de contexto (Fig. 3), o
mecanismo de correção de campo polissubjetivo da tendência de ação dos sujeitos incluirá os
seguintes elementos:

especificar o âmbito de competência para as atividades dos suje
itos da gestão, o que
permite traçar as diretrizes para a correção sistêmica do funcionamento do sistema educacional
como um todo;
−
selecionar pessoal com formação profissional básica, que satisfaça o princípio da
conformidade cultural e assegure a execução
bem
-
sucedida e efetiva de suas funções subjetivas;

compartilhado, cultura e valores corporativos, regeneração de competências do sujeito.
O diagrama de decomposição permite o

intersubjetiva, por exemplo, pode

se observar na Figura 3 que é aconselhável confiar a
implementação das disciplinas acadêmicas participantes da formação do CP
-
4 ao mesmo
funcionário.
Assim, o modelo funcional do
cluster de competências “Cultura da Informação” permite
identificar os participantes da disciplina para interação conjunta no ambiente profissional,
implementar o princípio da integração dos campos disciplinares e tornar
-
se a base para a
implementação pos
terior do mecanismo de correção de campo polissubjetivo da direção das
ações dos sujeitos. Isso permite aumentar o nível de eficiência das decisões gerenciais do chefe
de um programa educacional, criando campos de assunto com base nas funções do assunto.

ABSTRACT:
The topicality of this research is caused by a necessity to provide a level of
educational quality of graduates that matches modern requirements of labor market,
information technologies and society in general. The methodological basis of the research is a
polysubjective paradigm of educational systems management, and the main technology of its
realization is functional management as a classical, widely recognized and standardized method
of IT
-
sphere. The functional model of competency cluster “Information
culture” allowing to
spot effective solutions in management of integrated process of developing information culture
among humanists through the example of organizing educational process in the “51.03.06
Library and Information Resources” training program h
as been developed and incorporated.
The implementation of the functional model for managing the educational process of the
Library and Information Resources
chair allowed to spot mechanisms of polysubjective field
correction.

A atualidade desta pesquisa é causada pela necessidade de proporcionar aos
graduados um nível de qualidade educacional que corresponda às necess
idades modernas do
mercado de trabalho, das tecnologias de informação e da sociedade em geral. A base
metodológica da pesquisa é um paradigma polissubjetivo de gestão de sistemas educacionais,
e a principal tecnologia de sua realização é a gestão funcional
como um método clássico,
amplamente reconhecido e padronizado d

TI. Soluções eficazes na gestão do
processo integrado de desenvolvimento da cultura da informação entre os humanistas através
do exemplo de organização do processo educacional no p

Bibliotecas e Recursos de Informação” foram desenvolvidas e incorporadas. A implementação
do modelo funcional de gestão do processo educacional da cadeira de Biblioteca e Recursos

La actualidad de esta investigación se debe a la necesidad de brindar un nivel de
calidad educativa a los graduados que se corresponda con los requisitos modernos del
mercado laboral, las tecnologías de la información y la sociedad en general. La base
metodológica de la investigación es un paradigma polisubjetivo de la gestión de sistem

educativos, y la principal tecnología de su realización es la gestión funcional como un método
clásico, ampliamente reconocido y estandarizado de la esfera de las TI. Se han desarrollado e
incorporado soluciones efectivas en la gestión del proceso integ
rado de desarrollo de la cultura
de la información entre humanistas a través del ejemplo de organización del proceso educativo
en el programa de capacitación “51.03.06 Biblioteca y Recursos de Información”. La
implementación del modelo funcional para la ge
stión del proceso educativo de la cátedra de
Biblioteca y Recursos de Información permitió detectar mecanismos de corrección de campo
polisubjetivo.

Introduction
Revision of modern Russian education today is associated with the mainstreaming of
information technologies. Today, Russian scientists observe the arrival of a digitalization era
that has been
characterizing a professional model of a specialist in any industry. Therefore,
competence model of a specialist must comprehend digital competencies, as well as graduates
of humanitarian universities must have these competences, which means that every edu
cational
program should comprise disciplines related to information technology. At the same time, the
constantly changing federal state educational standards, the rapid growth of areas of knowledge
related to the IT
-
sphere, the toughening of the competitio
n between educational institutions lead
to the fact that humanitarian university today can only exist in the context of intensive
development.
This fact prioritizes the necessity of intensification of education in the humanities under
condition of effectiv
e, innovative management based on the inclusion of all subjects of
educational process in the management process and their creative fulfilment.
Training a professional of a new, as they say, informational type, capable of using
information and communicatio
n technologies in professional activities, adapting to new
intensive technologies, integrating them with all the qualities of a creative personality remains

a daunting challenge for humanitarian universities, the main task of which is the formation of
a cr
eative personality.
These facts break new ground for approaching modernization of education, and at the
highest strategic level. In this case, of course, it is necessary to rely on successful educational
technologies applied in higher school.
One of these
time
-
proven approaches, successfully implemented by many universities,
is the integration of all components of educational system into a single management process,
while relying on the principle of humanization of education. The modernization of educationa
l
paradigm under such conditions presupposes the centralization of a student’s personality from
the standpoint of the formation of culture
-
forming and personality
-
developing functions.
A polysubjective paradigm of management seems to be the most adequate f
or providing
the required level of controllability of integrated educational systems. “Its management is
identified as a specific process of communication of subjects, aimed not only at the achievement
of system objectives, but also at the realization of p
ersonal meanings of the subjects of
educational process, their self
-
development and self
-
fulfillment” (KOVALENKO, 2004).
Polysubjective control assumes that the transformation of subjects into polysubjects is possible
only with the formation of a common se
mantic field. The formation of such semantic field and
identification of the mechanisms of polysubjective field correction became the goal of the
authors of this study under conditions of uncertainty that arose in connection with the transition
of higher l
ibrary and information education to updated educational standards of third generation
(FSES HE 3 ++).
Systemic issues that must be dealt with at the strategic level was the uncertainty. This is
a rather hard
-
edged orientation towards professional standards
, framework nature of the new
educational standard, which provides leeway to make independent decisions. Therefore, the
subject of our research was the category of general professional competencies “Information
Culture” of the Federal State Educational Sta
ndard of Higher Education in the 51.03.06
“Library and Information Activity” program (Order of the Ministry of Education and Science
of the Russian Federation № 1182 of 01.09.2018).
We have chosen functional modeling as a digital technology, for the staffe
rs of the
Department of Library and Information Activities of the Belgorod State Institute of Arts and
Culture (hereinafter
–
BSIAC) have been developing since 2008 to introduce functional
modeling into educational process. An accumulated positive experien
ce shows the universality
and effectiveness of this methodology in managing educational systems of humanitarian

programs that ensure the implementation of a competence
-
b
ased approach that conforms
international standards. The use of the functional model of the competence
-
oriented educational
cluster “Information culture” allowed the management and staff of the department to respond
quickly and adequately to the permanentl
y changing federal state educational standards and
maintain a sufficiently high quality of education in the 51.03.06 “Library and Information
Activities” program (DORONINA, 2017; DORONINA, 2016).
Review of Literature
Speaking at a conference at the High
er School of Economics (April 2017), Director of
Education and Skills Authority at the OECD, developer of the PISA International Student
Assessment Program Andreas Schleicher in his report “Global Trends in the Transformation of
National Education Systems:
What Education Will Look Like in 2035?”, referred information
literacy as an obligatory element, an integral part of the competence of people in the digital era
to the first and main factor ensuring success in educational systems (
SCHLEICHER
, 2017
).
The heads of administrative structures of reputable universities in the country confirm
this fact in the actual number of the “Rector of University” journal (№ 8 2019), which fully
covers this issue, and at all levels of education. International Forum of U
niversities (2019) VII
began with a panel discussion “Digitalization is Our Everything”, the main conclusion of which
was the need to form and develop an information culture of graduates of higher education,
suggesting an information vector for the develop
ment (modernization) of higher education in
Russia.
This course of changes in the higher education system meets the challenge of a new
round of development of the information society. The up

-
date document, adopted by the
decree of the President of the R
ussian Federation on

May 2017, “On the Strategy for the
Development of the Information Society in the Russian Federation for 2017
-
2030”, defines the
information society at a new qualitative level as a society “in which information and the level
of its ap
plication and accessibility shape economic and socio
-
cultural living conditions of
citizens”

. That is, it is necessary for members of society not only to carry out information
processes, but to have the desired level of information and communication technology
background. Moreover, the problem of forming the information space of knowledge, being
solved through the development of science, the implementation of educational and educational

projects, the creation for citizens of a publicly accessible system of interconnected knowledge
and ideas, the provision of a safe information environment for chil
dren, the promotion of the
Russian language in the world and support of traditional forms of disseminating knowledge
(excellent from the available ones using the Internet) has been raised (
RUSSIA, 2017
). The
educational system of Russia is a contributor to
the implementation of this most important
global civilizational task.
In this context, the document proposes ways of forming the information space of
knowledge that are best matched to the education setting. The substance lies in the integration
of educa
tional and high
-
tech organizations on the issue of improving educational programs
through applying various information
-
based educational technologies

Thus, it can be said that labor resources are unambiguously redistributed from the
material sphere of p
roduction to the informational one, therefore, the primary concern of
Russian higher education is to form the information culture of a future specialist in the broadest
term. The process of modernization of education must be carried out with a focus on the
formation of information knowledge space.
To solve this problem, the principle of integrating all components of the learning system
into a shared managerial process has been successfully used for a long time. In the context of
our study, highly topical in
this sense are the works by Doctor of Pedagogical Sciences A. Y.
Danilyuk (Rostov
-
on
-
the Don) and educators of the Institute of Art Education and Cultural
Studies of the Russian Academy of Education (DANILYUK, 2019; DANILYUK, 2004;
SAVENKOVA, 2011; SMIRNO
V, 2010; STUKALOVA, 2010).
These works escalate metalevel categories of culture to their value, which corresponds
to the goals of liberal arts education. A. Y. Danilyuk, exploring integration processes in the
historical aspect, notes their successful appli
cation in education and, among the three basic
principles, defines “the principle of cultural congruence, which characterizes the attitude of
education to its cultural environment” (DANILYUK, 2019).

the integration of education
is the implementation by a student under the
guidance of a teacher of consecutive translation of messages from one
teaching language to another, in the process of which the assimilation of
knowledge, regulation of concepts, and birth of personal and cultu
ral
meanings take place (DANILYUK, 2004).

At the same time, A.Y. Danilyuk is of the view that the main implication coinciding
with the studies of the Russian Academy of Education is
one of the main questions of modern pedagogy, a constructive answer to
which is the educational space per se, the question of the relationship between
education and culture. A cultural dominant is not characteristic of traditional
education. It is organized in a system that is in full agreement with modern
science (academic
subjects),
based on
the principle of education and life
relationship, mainly in its real socio
-
economic manifestation (labor school),
as well as through various combinations of the principles of scientific
character and vitality (interdisciplinary relation
ships, integrated courses)
(DANILYUK, 2004).

N. Puzankova (Orel) gives a more generalized
notion,
of
the semantic scope of which is congruent with previous studies
.
pedagogical integration is a process and result of the development, becoming
and formation of multidimensional human integrity in the context of
integrative pedagogical activity. At the same time, development is a process
of progressive change in the physi
cal, mental and spiritual properties of a
person, that is,
of
his/her progress to a whole new level of integrity. Becoming
is the emergence of physical, mental and spiritual new formations in a person.
Formation is the acquisition by physical, mental and s
piritual new formations
of relative stability, certainty and completeness
(PUZANKOVA, 2009).
The studies reviewed bring us to the conclusion that integration processes in liberal
education as well as in science education must be implemented
based on
the p
rinciple of
humanization of education, which is a system
-
forming element of the entire cultural sector,
which fully corresponds to the implementation of the principle of cultural conformity
.
At the
same time, in our opinion, one of the prerequisites for it
s implementation is the integration of
information and communication competencies which form the basis of its information culture
into the structure of the personality.
The role of professional information culture is becoming dominant today, because in th
e
age of industrial Internet the importance of information and communication technologies is the
main thing, indeed. The requirements for a modern qualified humanistician are changing amid
“mass production and consumption of information, its permanent actu
alization. He/she must
have not only professional knowledge and skills, but more broadly, be well found in a special
information culture
–
the culture of knowledge, thinking, learning and self
-
learning”
(KIREEVA
;
DORONINA, 2018). Our conclusions have initi
ated an extreme immediacy of the
problem of managing integration processes in educational systems.

integration management itself as a field of knowledge, positioning it from the project point of
view as processes that provide a continuous and integrated approach to project management.
The purpose of integration is to achieve effective intera
ction of project management processes
to ensure the achievement of project objectives. Integration of project management requires that
all project management processes be built and linked to other processes to facilitate their
coordination (GREKUL
et al.
,
2019).
The managerial aspects of integration of educational systems have become objects and
subjects of an array of thesis works (G. F. Ushamirskaya, A. R. Shagimullin, A. A. Shogenov,
etc.). The authors, in particular, propose such strategic benchmarks in
developing integration
processes in Russia, expansion of the network of academic organizations, development of
“project integration”, development and priority support of a network of leading research
universities, pooling of resources of research and educ
ational complexes

, while the principle
of cultural conformity, unfortunately, is ignored. At the same time, most authors recognize that
the dominant component of educational activity is the formation of a creative personality. Thus,
to introduce the principle of cultural
conformity into management aspects of the integration of
educational systems is one of issues which we address by means of modern digital technologies.
One cannot but agree with S. I. Malitskaya’s judgment (V. N. Tatishchev
Volga
University) that “to ensure a high level of manageability, an integrated institution requires new
methods, strategies and tools that can take into account the peculiarities of changes in the
external environment and coordinate the goals, needs and a
ctions of the internal environment”,
which suggests the use of a system approach “in integration with the process, situational, project
and competence approaches” (MALITSKAYA, 2011). These conclusions seem attractive to us
because this approach is the basi
s of the quality management system of universities, and this,
in our opinion, is one of the primary requirements for effective university development.
Quality in education has become a central issue for foreign colleagues. In the journals

, Professor of the University
of Thessaly Vassilis Gerogiannis and his colleagues argue that the “survival” of university
directly depends on service quality (TSINIDOU
et al.
, 2010). Swedish scholars from the
Un
iversity of Oslo H. Pratasavitskaya and B. Stensaker write that the development of a quality
management system is a national requirement and a key condition for improving teaching and
learning (PRATASAVITSKAYA
;
STENSAKER, 2010). Moreover, in order to devel
op the
process of improving quality, they develop the concept of a “culture of quality” designed to

support the processes of development and improvement of higher education (HARVEY

STENSAKER). In other words, the principle of cultural conformity also appl
ies to quality in
educational process.
Formalizing the conclusions of our theoretical inquiries, we have built the following
graphical model of a modern universal educational system (Fig.1).

Ma
terials and Methods
To develop a functional model of the “Information Culture”
competence cluster,
functional modeling (SADT
-
Structured Analysis and Design Technique) was defined as the
main method. This choice is determined by several reasons:
1. Historically, the methodology of SADT has become the most successful and therefore
the most popular evolutionary development of the
systems approach. The author of the
methodology is an American scientist, pioneer of computer technologies Douglas Taylor Ross
(12.21.1929
–
31.01.2007) who singled out theories related to the methodology and language of
systems description as a separate par
t and called them SADT in 1969. It was at that time when
he predicted the widespread use of methodology, including in domains pertaining to the
humanities. Very soon, the core of SADT became the basis of the federal standard (IDEF0

2000, a guiding document “Methodology of Functional Modeling IDEF0” was adopted, which

tandardized the application of functional modeling in various fields (

).
2. The SADT (IDEF0) methodology has already become a classic method of the process
approach to management. It d
efines the description of processes in the standards of the ISO
9000 (9001) family (quality management systems). This methodology has become a kind of
ideology of international and domestic standards that determine the requirements for quality
management s
ystem. Since the 1980s the SADT methodology has been used abroad to model
quality management systems at universities, and it has been proven that the standardization of
educational systems has a significant positive impact on the organization of educationa
l process
and the successful improvement of curricula. Foreign scholars, in particular, Doctor of
Philosophy of Arab Academy for Science Khaled S. El

authors, after analyzing
publications on quality in education, have arrived at the conclusio
n that today the introduction
of the ISO 9000 (9001) quality standard in educational institutions has become an international
trend in the field of improving education (

3. The SADT methodology is the most proven and popular tec
hnology in the IT sphere;
it is a safe and proven method for uncertainty removal, search of a way out of a problem
situation by identifying elements of the system and their functional connection.

allows it to be effectively

BE models makes it possible to monitor the quality
of processes and track problem areas and lacunas. In addition, the software tools for supporting
this methodology are quite diverse and belong to the category of modern CASE tools. This
variety allo
ws you to choose easy

to
-
learn, but functional computer programs for modeling.
Today, there is an extensive use of functional modeling in the study of Russian
educational systems. We have identified such key areas of effective use of this methodology
as:
education strategic planning; management of current processes in the field of education;
design of “information and educational environment; design of pedagogical objects essential
for the education system
–
academic disciplines; modeling for solving speci
fic problems in
education” (DORONINA, 2017; DORONINA, 2016). Such explorations are expanding,
publications on the application of functional modeling using the “1C: University system” are
appearing (POLUBOYAROV, 2015).

The updated educational standard highl
ights a separate category of general professional
competencies “Information Culture” (GPC
-
3) (USHAMIRSKAYA, 2004), on which
administerial attention of the department has been focused and the goal has been set
–
to design
a functional model of the competenc
e cluster “Information Culture”. The project gained support
within the framework of the BSIAC’s intra
-
university competition for research and creative
project grants in 2020. The following objectives were identified
in the bachelor’s degree course
:

3: categories of general professional competencies
“Information Culture” of the Federal State Educational Standard of Higher Education by
specialty 51.03.06 “Library and Information Activity”, implemented at the BSIAC; aggregatio
n
of cluster components based on the principle of continuity; optimization of educational
trajectories.
In accordance with the tasks, a course schedule was established (NOVIKOV
;
NOVIKOV). At the first stage an analysis of major professional competencies wa
s carried out
and two competencies were identified: PC
-
4 Readiness for the implementation of technological
processes of library and information activities; PC
-
5 Readiness for mastery of advanced
methods of library and information activities based on inform
ation and communication
technologies. The cluster was formed
based on
a degree course scheme, covering the entire
learning process. The purpose of the cluster is to manage not one competence, but a set of
competences, carrying out interdisciplinary interac
tion.
The Microsoft Office Visio 2010 application was chosen as the CASE software tool.
This is an office licensed application for building business and technical diagrams, containing
the ability to build diagrams of the IDEF0 notation.
Findings
According to the technology of functional modeling, the process of modeling in the
IDEF0 notation begins with the construction of a context diagram, this is the most abstract level
of describing the system as a whole, at which it is necessary to determine
a subject of modeling,
goals and points of view of the model.
The very system was defined by the subject. When formulating the goal of the model,
we relied on V.
I. Kovalenko’s conclusions,
Polysubjective management is the management that ensures the dev
elopment
of a special systemic quality in each subject of the educational process
–
polysubjectivity. In order for some community of subjects to turn into a
polysubjective, mutual understanding between them is necessary, which is

mation of a common semantic field of activity, ...,
an attitude towards cooperation and mutual understanding
(KOVALENKO,
2004).
Constructing a general semantic field of activity for the formation of information culture
of bachelors has become a
strategic
target
of the functional model. The main
tactical target
of the functional model is polysubjective
management of the interaction of disciplines for the
formation of a complex of competencies, the presentation in a visual graphical form of
educational trajectories to achieve the required level of competence formation by students. It is
a point of view o
f head of department, head of educational and methodological management.
Following this line of reasoning, the input and output data, mechanism and control have
been determined. Input stream is applicants with a certain set of basic knowledge skills abili
ties
acquired at school (hereinafter
–
KSA). Output stream is bachelors of library and information
activity with the formed set of competencies “Information Culture”. As performers (according
to mechanisms specification), we have identified: higher
-
educati
on teaching personnel
(hereinafter
–
HETP) of the department, librarians of training practice bases, as well as soft
hardware (hereinafter
–
SHW) of the educational process. The model is managed on the basis
of the three levels: Federal State Educational S
tandard of Higher Education, basic professional
degree program of higher education (hereinafter
–
BPDP HE) and, including degree course
scheme of the BSIAC. The resulting context diagram of the functional model is shown in Fig.
2.

A decomposition of Level 1 was further carried out. Academic disciplines with active
targeting the formation of information culture
was
selected
based on
the course assessment.
Such course assessment creates a certain system of interaction between the disc
iplines of this
course. A holistic system for the formation of information culture, from the point of view of the
implementation of the entire BPDP, will take place
based on
polysubjective management of the
disciplines included in the cluster.
We have defi
ned the following disciplines: Informatics, Information Technology,
Information and Bibliographic Culture of Individuals, Information Technology in the Library,
Automated Library Information Systems, Organization and Technology of Automated Library
Informa
tion Systems (hereinafter
–
ALIS), Information Security in the Library. The blocks of
Practice and Research have been also added. The interaction between the blocks and arrows
(vectors) of the formation of competencies is illustrated in Figure 3.

As can be seen from Fig. 3 the output stream of one discipline becomes input for another,
which makes it possible to track the dynamics of the
formation of competencies, see and
manage educational trajectories.

Discussion and Conclusions
Today, the functional model of the “Information Culture” competence cluster is
presented to the teaching staff of the department and is used in the developmen
t of work
programs for disciplines.
Thus, the developed functional model of the “Information Culture” competence cluster
has all the essential features for the implementation of polysubjective management and
contributes to the transition from a monosubjec
tive nature of management to a polysubjective
one.
Since during the formation of a cluster the selection of disciplines is a set of indirect
related elements, each element of the cluster exists in the “gravitational field” of its own
management decisions,
which provides it with an autonomous vital space. To make the most of
the potential of the cluster, it is necessary to employ a unique toolbox that embraces all the
elements and connections of the cluster in accordance with the logic of their interaction.
Field solutions for managing the “Information Culture” cluster as an integration process
consist in creating a unified force field which is an ideological and motivational space that has
tension due to subject fields. These fields, in turn, represent a co
llection of subjects
(personalities) with varying degrees of intensity (tension). “Individual fields of the subjects are
superimposed on each other, as a result of which the resulting field is formed” (KOVALENKO,
2004).
Integration of the subjective fields
is referred by V. I. Kovalenko to the process of
“selection and consolidation of the most optimal subjective functions carried out by the
participants in educational process, their mutual complementarity and aggregation into a single
functional integrity”
(KOVALENKO, 2004). Integration processes in educational systems are
regulated by virtue of the principle of integration of subjective fields. The author gives
importance to the very subjective functions, and not to the activities of individual subjects.
M
oreover, one distinguishes the subjective functions that are performed most effectively and
successfully and differ from the performance of the same functions by other subjects. Then
there is intersubjective specialization enabling to select the best vari
ations for the
implementation of subjective functions. This means that the educational system becomes
flexible, has a dynamic orientation to environmental differences, and management problems
are solved efficiently in uncertain environment.
It is necessary
to expressly indicate the possibility of implementing the principle of
integration of subjective fields using the functional model of the “Information Culture”

competence cluster. In connection with permanently increasing intensity of pedagogical work
in
higher education, it becomes possible to solve the problems of educational system together,
considering
subjective fields of the participants in educational process. Building upon this, it
becomes possible to
coordinate subjective activity actively and
adequately
, to use the subjective
fields integration mechanisms such as “additions” and “aggregation” for coordination.
The mechanism of polysubjective field correction of the subjects’ action tendency
proposed by V. I. Kovalenko is more efficiently imple
mented within the scope of research topic
based on
functional model of the “Information Culture” competence cluster. The essence of
mechanism lies in the fact that the goals of the subjects of learning activity on developing
educational system should be in
conjunction with their own development tendencies, which is
most often not
considered
in practice. V. I. Kovalenko considers “the correction of the subjects’
orientation in educational process in accordance with educational development trends” to be
the p
rimary targets of polysubjective management (KOVALENKO, 2004).
Our conclusions are also borne out by studies of psychologists dealing with the subject
to joint interactions who maintain that in order for a group of different individuals to become a
polysub
ject, it is necessary to organize a subject to joint interaction between its participants,
and that
the following conditions are the most favorable for emerging a subject to joint
interaction in professional environment: “how well the participants know e
ach
other”, “qualifications of the participants”, “time constraints”, “significancy
of the task”. Ability to be included in the subject to joint interactions depends
on personality characteristics. People who are self
-
confident, emotionally
mature, who und
erstand other people, embrace collective activities, share in
the common cause, are more capable of successful joint interaction
(MDIVANY
et al.
, 2019).
During
this approach, as can be seen from the context diagram (Fig. 3), the mechanism
of polysubjectiv
e field correction of the subjects’ action tendency will include the following
elements:
−
specifying the scope of authority for activities of the subjects of management, which
makes it possible to outline the guidelines for the systemic correction of the functioning of
educational system as a whole;
−
selecting personnel with basic professional e
ducation, who satisfy the principle of
cultural conformity and ensure successful and effective implementation of their subjective
functions;

defining the parameters of the field of intersubjective interaction: shared sense of
purpose, corporate culture and
values, subject’s competence regeneration.
The decomposition diagram enables to professionally organize intersubjective
specialization, for example, it can be seen from Figure 3 that it is advisable to entrust the
implementation of academic disciplines pa
rticipating in the formation of PC
-
4 to the same
employee.
Thus, the functional model of the “Information Culture” competence cluster makes it
possible to identify the participants of subject to joint interaction in the professional
environment, to implem
ent the principle of integration of subject fields and become the basis
for subsequent implementation of the mechanism of polysubjective field correction of the
direction of subjects’ actions. This enables to increase the level of efficiency of managerial
decisions of the head of an educational program, creating subject fields based on subject
functions.
