A escola sempre foi, por excelência, um espaço de aprendizagem da convivência entre
as pessoas, onde se manifestam as indisciplinas, as transgressões às regras e diferentes formas
de violência que reverberam a urgência de considerarmos a temática
da convivência como foco
de investigações que orientem a formulação de documentos e
L
eis, apontando metodologias e
ações eficazes para a prevenção de tais problemas, sobretudo, daqueles que permanecem
escondidos nas relações entre pares. Es
t
es, embora meno
s frequentes em comparação com os
demais, são mais difíceis de resolver e mais cruéis para quem os vivencia: as intimidações
sistemáticas características do bullying e sua extensão em ambientes virtuais, o cyberbullying.
Ao mesmo tempo, a escola configura
-
se como um espaço de formação e de preservação
das conquistas humanas construídas historicamente. Portanto, educar meninos e meninas para
que a convivência, dentro e fora da escola, tenha uma qualidade ética
é sua função primordial.
É sobre essas questõe
s tão presentes e urgentes que esse dossiê trata. Ele surgiu das
urgências e necessidades de pequenas e pequenos humanos em formação por encontrarem, em
suas escolas, um espaço de bem estar que contemple o que têm garantido por

m da convivência. Trata

se de uma coletânea de pesquisas realizadas durante os
anos de 2019 a 2022 junto a escolas públicas estaduais paulistas
em
um projeto financiado por
duas fundações
-

undação
Carlos Chagas e a Fundação Itaú Social
,
visando suprir
a urgente
tarefa de conduzir investigações científicas que pudessem construir políticas públicas para a

melhoria da qualidade dos anos finais do Ensino Fundamental no Brasil. São oito artigos
resultantes desse percurso investigativo somado a um nono artigo
fruto de uma investigação
anterior a essas, cuja boniteza (para lembrar Paulo Freire) é a clareza de que o mais importante
na implementação de um programa de convivência é seu processo, e não a chegada
–
são as
pessoas que se transformam e não os resultad
os d
a
performance.
O que o leitor lerá aqui são investigações conduzidas por um grupo de gigantes que
transformaram seus tempos e espaços de luta diária para fazer a ciência ter voz e vez em um
país tão descrente de seu potencial humano. Certamente, já nã
o era tarefa fácil fazê
-
lo antes da
pandemia que assolou o mundo.
Neste tempo, em meio a muitas angústias, pesquisadoras e pesquisadores, alunos,
alunas, escolas, Secretarias de Educação
,
educadores e educadoras tiveram que se reinventar
diante das possib
ilidades do trabalho remoto por meio das plataformas digitais, tornando
evidente a transformação mundial das instituições de ensino em “escolas sem paredes”. Fomos
e ainda estamos sendo impactados pelos efeitos dos problemas mais urgentes que temos vivido,
para além da saúde física: como nos sentimos hoje diante do inesperado, diante de uma situação
que não temos domínio e nem controle? Frutos dessas novas condições, sentimentos de medo,
tristeza, nostalgia, angústias, preocupação, frustração e desânimo fiz
eram morada em cada um
de nós, humanos, de qualquer idade! E como esses sentimentos têm se manifestado no nosso
cotidiano? Não é difícil entender o que está por trás do número de crianças e adolescentes, além
dos adultos diagnosticados com sintomas de depr
essão, ansiedade, machucados autoprovocados
e mesmo aqueles pensamentos mais preocupantes de que a vida não vale a pena ser vivida (as
ideações suicidas).
Tanto os fatos como as pesquisas que aqui apresentamos nos mostram que as pessoas
que passam
pelo impacto de uma crise precisarão se reconstruir com a ajuda de alguém e, no
caso de nossas crianças e adolescentes, contando com aqueles e aquelas com quem mais
convivem no seu cotidiano. Com efeito, essa reconstrução é progressiva e não se dará de um
dia para outro. Diante disso, como equacionar as exigências trazidas pela complexidade do
extenso período de afastamento do contexto presencial da escola com a urgente necessidade de
prevenção às violências e a aprendizagem de uma convivência positiva em n
ossas escolas?
Algumas das respostas
-
e são muitas
-
a essa indagação serão dadas neste dossiê. Nossas
pesquisas identificaram a urgência de políticas públicas estruturadas para a formação de
professores que superem as práticas de projetos pontuais para t
ratamento de temas e demandas
emergentes.

Também mostraram a necessidade de escuta do que pensam e vivem os profissionais de
ensino para a construção de programas de formação de professores (tempos, temas e espaços).
Apontaram a urgência de novas temática
s incorporadas ao cotidiano da escola
(cyberconvivência e sofrimento emocional) e de ações proativas para uma convivência social
respeitosa e empática além da necessidade de integração, conhecimento e pactos de atuação
conjunta da escola e do restante da r
ede de proteção para atendimento às demandas sociais e
emocionais dos alunos e alunas, principalmente pós
-
pandemia.
As pesquisas e reflexões trazidas neste dossiê foram feitas por muitas mãos. Gente
comprometida em fazer valer a função da universidade púb
lica: que o conhecimento possa gerar
reconhecimento de sua importância e finalmente, a ação e a
re
ação. Elas geraram também um
conjunto de recomendações a todos e todas aqueles e aquelas cuja preocupação é conosco
compartilhada sobre os rumos das políticas
educacionais neste país. Quando chegamos ao final
dos trabalhos realizados neste biênio tão enlouquecedor que vivemos, conseguimos perceber,
concretamente, ter sido possível condensar em
dez
recomendações os resultados mais
importantes encontrados.
Por e
ssa razão resolvemos destinar este espaço que seria apenas uma apresentação, para
a difícil, mas emancipadora tarefa de anunciar o que produzimos até aqui. Começamos, assim,
pelo fim, não como final, mas como o sentido para tudo o que aqui apresentamos: sã
o
dez
recomendações que representam o sinal de resistência de todos e todas aqueles e aquelas que,
como nós, almejam ver o tema da convivência e qualidade ética como política educacional para
todos os brasileirinhos e brasileirinhas (TOGNETTA, 2022). Passe
mos, assim, às
recomendações decorrentes dos trabalhos realizados que foram base para as pesquisas
apresentadas neste dossiê.
Primeira recomendação: Um diagnóstico do clima e da convivência escolar: conhecer, enfrentar
e transformar
Entre as recomendações que a experiência das investigações conduzidas t
e
m a propor,
evidenciamos a primeira grande lição aprendida: conhecer como p
ercebem o que vivem e
sentem, em determinado período, aqueles que convivem
e como
deve ser condição para
qualquer trabalho que proponha a melhoria do clima e da própria convivência na escola.
Avaliar a qualidade do clima escolar possibilita um olhar de rec
onhecimento das
dificuldades que se tem para favorecer o desenvolvimento pessoal e da comunidade educativa
(MILICIC, 2001), mas, sobretudo, reitera o valor que o tema da convivência tem dentro de

instituições que, muitas vezes, focam seus processos educati
vos sobretudo nos resultados
acadêmicos (PASCUAL, 1995; JARES, 2006; URUÑELA, 2013, 2018).
As ações de avaliação do clima relacional implementadas na Secretaria da Educação do
Estado de São Paulo (Seduc
-
SP) tornaram possível a concretização dessas duas imp
ortantes
constatações. Sobre a primeira delas, em nossa pesquisa sobre o clima relacional junto às
escolas paulistas, os resultados indicaram aspectos bastante interessantes para quem desejava
estabelecer uma política para a melhoria da convivência. Vimos,
por exemplo, que as alunas e
os alunos dessas escolas, mesmo antes da pandemia, já indicavam o que não há mais como
negar, visto o caráter virtual cada vez mais presente no cenário das relações entre as pessoas no
mundo em que vivemos
–
as cyberagressões.
Da mesma forma, vimos que outras manifestações de caráter perturbador estavam
presentes nas escolas paulistas: docentes e membros das equipes gestoras queixando
-
se das
transgressões e a desobediência às regras. Contudo, são as alunas e os alunos que dest
acam as
situações de humilhação vividas frequentemente nas relações com suas professoras, professores
e gestores, da mesma forma que o corpo discente é o que mais concebe como negativas as
formas pelas quais a escola se utiliza para resolver conflitos. Os
dados indicaram a
vulnerabilidade do entorno social onde as escolas estão inseridas, revelando o quanto tais
apontamentos poderiam contribuir para políticas sociais implementadas com a articulação da
rede de proteção nesses espaços mais vulneráveis.
Os re
sultados também mostraram o quanto as questões de bullying
–
tão presentes no
cotidiano e, certamente, no tenso imaginário vivido naquela Secretaria que teve suas mais de 5
mil escolas impactadas com o massacre de Suzano
–
estão presentes e precisam, mais
do que
ações pontuais, de um programa planejado, organizado e intencional de ações que permitam a
prevenção a uma violência que, quando acontece, dificilmente se consegue destituir todas as
suas irremediáveis consequências (TOGNETTA; FODRA; BONI, 2020).
E
sses dados provaram a importância do caminho que a secretaria de Estado de
E
ducação
de São Paulo estava trilhando: havia uma sensação de medo experimentado pelos estudantes
nas relações com seus pares, o que poderia sinalizar que a condição maior para a
aprendizagem
acadêmica, moral e social
–
que é o bem
-
estar nas relações de confiança e de cooperação,
estabelecid
o
s com a autoridade e com os pares, respectivamente
–
precisava ser considerada.
Esse era o investimento a ser feito.
Os dados do clima escola
r, por outro lado, também evidenciaram o quanto a violência
dura existe, ainda que com frequência bastante reduzida nas escolas, sendo muito mais

reconhecida ainda entre os estudantes do que pelos professores. Esse é um fato que explica a
necessidade de um
a política de proteção, mas, mais do que isso, evidencia a urgência de que os
pares possam ser formados para o diagnóstico (porque são eles quem mais sabem sobre seus
pares), intervenção e transformação do “espírito” para o qual a comunidade educativa conv
erge.
Todos esses benefícios gerados com o diagnóstico do clima relacional
–
em parte
considerados na mudança do Sistema de Proteção Escolar e Comunitária (Spec) para o
Programa de Melhoria da Convivência e Proteção Escolar (Conviva SP)
–
seriam preditore
s das
necessidades de quem vive na escola (TOGNETTA, 2022). Contudo, de nada servem nas mãos
de quem os toma como dados políticos porque falta, necessariamente, o enfrentamento.
Segunda recomendação: A construção de um plano para a convivência
Essa é a segunda recomendação das pesquisas aqui apresentadas: conhecer para
transformar só é possível quando se estabelece um plano contínuo de ações, ou se implementa,
como já o dissemos, algo planejado, estruturado, intencional. Não se faz política sem
o
enfrentamento das mazelas vividas e apontadas por aqueles que nelas estão inseridas
(CASASSUS, 2001).
Isso posto, é preciso lembrar que implementar um acordo com fundações que trabalham
temáticas como as competências socioemocionais
seria satisfatório s
e fossem considerados os
aspectos que pior percebem os jovens nas relações com suas professoras e professores, por
exemplo: a falta de intimidade, de acolhida, de afeto, como provaram os dados encontrados.
Nessa lógica, rechaçar um plano de convivência em
prol da adoção de propostas justapostas
sobre temas convergentes, exceto em sua aplicabilidade, mas que divergem em sua
fundamentação teórica, é trazer à tona mais um problema, e não a solução para o que já é
problemático na escola. Mas, foi, exatamente, o
que vivenciamos durante a realização das
pesquisas aqui destacadas.
A eleição de pacotes de trabalhos sobre saúde mental e competências socioemocionais
são, em nossa visão, escolhas políticas que não entenderam que a melhoria da dimensão
acadêmica denota
da nas notas das avaliações governamentais e internacionais, buscada com
apreço por governantes, depende da melhoria do conjunto de percepções sobre as relações
humanas, sobre a convivência escolar, que por si abarca tanto o que se chama de saúde mental
(c
om as ressalvas destacadas nos artigos sobre sofrimento emocional que aqui abordamos)
quanto de competências socioemocionais.

Certamente, para as alunas e alunos a quem se destinam essas políticas, sentir que suas
capacidades intelectuais e de aprendizage
m são valorizadas por seus professores e por eles
mesmos quando têm espaços de discussão dos problemas, quando participam de assembleias,
quando aprendem com docentes uma linguagem que acolhe e não que acusa, que busca
consenso e não que pune, afeta direta
mente suas notas e, consequentemente, sua aprendizagem
(ARÓN; MILICIC, 1999).
Por certo, a implementação de uma política educacional que queira resolver os
problemas de violência na escola
–
aqueles que já existiam e os que estão por vir, como indicam
as
pesquisas deste dossiê
–
requer a escuta daqueles que convivem e um olhar focado em uma
mesma direção, com uma fundamentação teórica que substantive ações com docentes, gestores
e discentes, de modo a construírem, juntos, um programa de convivência. Requer
também a
consideração de aspectos que, longe de serem novos, foram potencializados durante a pandemia
de Covid
-
19. Passemos a eles.
Terceira recomendação: Novas dimensões do clima relacional e da convivência
Como elucidado no decorrer deste dossiê, a u
tilização de um instrumento para um
diagnóstico do clima relacional na escola era um dos pontos de partida dos trabalhos de
implementação de um Sistema de Apoio entre Iguais (SAI) dentro de um Programa de
Convivência Ética. Foi o que fizemos. Contudo, com
a pandemia instaurada e as relações
tornadas distantes, para além do depreciativo trabalho da Secretaria com a qual trabalhamos,
não valorizando os achados do questionário do clima, não faria o menor sentido mantermos as
dimensões avaliadas em um possível
retorno às aulas presenciais após dois anos de afastamento
social, pois outras se tornam imprescindíveis de serem consideradas.
Foi por essa razão e por conhecermos os resultados de diferentes investigações que já
alertavam para as questões relativas ao so
frimento emocional e à experiência da convivência
remota no mundo digital, trazendo novos problemas, que propusemos um novo questionário a
crianças e adolescentes.
Quando analisamos os dados que retratam a frequência de situações em que há indícios
de sofr
imento emocional, deparamo
-
nos com situações bastante desafiadoras para nossa
sociedade no mundo atual, e para a escola no retorno presencial: crianças e adolescentes foram
impactados pela situação vivida e precisarão de uma escola que considere suas emoçõ
es e
sentimentos.

Os dados encontrados nos indicam que o sofrimento emocional está evidenciado tanto
no que sentem como também são explicitados por meio de comportamentos que colocam em
risco sua própria vida. Mesmo que os percentuais encontrados referente
s à tristeza, ao choro,
ao medo, aos sintomas de ansiedade possam parecer baixos, precisam ser compreendidos como
sinais claros de que parte das crianças e dos adolescentes está em sofrimento, dados que
corroboram as demais investigações realizadas neste p
eríodo.
Os resultados de nossas investigações apontam para uma atenção especial ao grupo de
crianças que já apresentam sintomas de sofrimento. São claros os sinais de que precisam de
ajuda, principalmente, quando se mostram abertas aos desafios propostos
na internet à própria
vida e à vida de outros. Também mostram um dado sensível apontado pela quantidade de alunas
e alunos, crianças e adolescentes, que têm se automutilado, e ainda uma especial necessidade
de atenção às questões de gênero: meninas adolesc
entes apresentam maiores escores de
sofrimento emocional e esta é uma questão importante, principalmente em tempos cujos marcos
civilizatórios como a equidade das relações têm sido, diariamente, destituídos (JARES, 2006;
LAHR
;
TOGNETTA, 2021).
Tudo
isso para endossar nossa terceira recomendação: não há mais como pensar as
relações interpessoais na escola sem pensar nas cyber relações e nas chamadas relações
intrapessoais; ou ainda as questões emocionais ou afetivas que permeiam a experiência humana
e
que, portanto, apontam para a urgência de um plano intencional de trabalho com as questões
emocionais.
Quarta recomendação: Plano intencional de trabalho com as questões emocionais
Os achados de nossas investigações apontam para uma necessária reorgani
zação do
currículo educacional, tendo em vista a urgente intervenção aos problemas de sofrimento
emocional que assolam nossas crianças e jovens. Mais do que nunca, esse currículo deve passar
a incluir, de maneira intencional, o trabalho com tais questões e
com outras a essas relacionadas.
Crianças e adolescentes sofreram as consequências do isolamento social. A não socialização e
a ausência dos espaços de escuta que, por mais simplistas que fossem, eram encontrados na
escola, trouxeram consequências importa
ntes a serem consideradas. As propostas de atividades
realizadas no projeto (descrito neste dossiê) para atender a crianças e adolescentes com base
em livros de literatura, jogos, dinâmicas de representação oral e escrita, trocas entre jovens,
apontam
-
nos
a necessidade da continuidade deste trabalho urgente e importante. Isso posto, é

preciso lembrar que parte deste trabalho intencional, como temos defendido, apresenta
-
se no
cotidiano das relações.
Segundo a proposta construtivista que sustenta nossas ações
, não se ensina
“competências socioemocionais” por livros, mas sim, pelo estabelecimento de relações de
confiança e de respeito mútuo, presentes nos trabalhos em pequenos grupos, nas discussões
sobre as regras de convivência, na cooperação entre os pares e
na aplicação de sanções por
reciprocidade e formas de resolução de conflitos que permitam a reparação e a tomada de
consciência por parte de quem age mal. Será preciso, também, espaços e estratégias
pedagógicas intencionalmente planejados, de modo a promo
ver conversas, trocas de ideias,
relatos sobre seus medos, tristezas, angústias e alegrias, sentindo
-
se assim escutado, acolhido,
compreendido, por si e pelo outro, reconhecido e, finalmente, valorizado (TOGNETTA, 2003;
TOGNETTA, 2009).
Enquanto acreditarm
os que estratégias de trabalho em grupo só se fazem necessárias
para sanar dificuldades pedagógicas; enquanto houver crenças de que se educa moralmente por
meio da obediência e da educação militar (VINHA
et al.,
2021), o cenário observado nestas
pesquisas
não se mostrará diferente, nem entre os estudantes, nem entre suas futuras famílias.
Em uma palavra: é recomendado que a escola seja
continuamente
–
e não somente na primeira
semana de aulas
–
espaço de acolhida, de escuta e de partilha, onde crianças e ad
olescentes
tenham oportunidades de escolher e de falar o que sentem.
Como nossas escolas darão conta de tantas recomendações? Qual o caminho? As
respostas a tais indagações constituem as próximas recomendações destas pesquisas.
Quinta recomendação: A promoção de uma cyberconvivência respeitosa
Quando se pensa no isolamento social em que vivemos, outra dimensão já necessária
mesmo antes da pandemia de Covid
-
19 torna
-
se uma condição em novos tempos: a
cyberconvivência. Mais do que
uma extensão da convivência presencial, conviver no espaço
digital tornou
-
se uma necessidade cuja importância de novas discussões e novas pesquisas
mostram o que é fato: crianças foram e serão expostas às telas e às redes cada vez mais
precocemente. É fat
o que, para além dos benefícios gerados pela conectividade propiciada pela
internet em um momento em que pais, crianças, avós e amigos foram separados, a relação
humana conflituosa passou a ser evidenciada nesses espaços digitais.
Chamamos de cyberagressão
ou agressão virtual situações que são marcadas pela
violência, exposição e práticas de humilhação, utilizando

se, para isso, celulares, internet e

redes sociais. Compreendemos que as situações de cyberagressão são ameaçadoras para a saúde
mental e para o
bem
-
estar psicológico de crianças e adolescentes, acarretando danos e
sofrimentos (
ABRAMOVAY
et al
., 2016; AVILÉS MARTÍNEZ, 2009;
FARHAT
; LAN,
2010; SELMAN; WEINSTEIN, 2015; SIBILIA, 2016; SMITH, 2012; UNICEF, 2019
).
Assim, mais do que um trabalho em
que se conheçam os problemas enfrentados no
mundo virtual
–
como cancelamentos, linchamentos
, sexting, shaming
, discursos de ódio,
Fake
News
–
nossas investigações têm mostrado a necessidade de promovermos oportunidades de
convivência saudável e respeitosa
virtualmente a crianças e adolescentes.
Como veremos nos artigos que seguem, as experiências vivenciadas por estudantes em
escolas que implementaram as Equipes de Ajuda (EA) nos mostram que meninas e meninos
continuam sendo os principais protagonistas do
apoio aos que necessitam da acolhida, da
escuta, da ajuda também no espaço virtual. Colocar
-
se no lugar do outro, perceber os
sentimentos de outrem pode propiciar a construção de espaços de convivência virtuais mais
respeitosos. Os discursos que, saudosam
ente, muitos utilizavam sobre a necessidade de os pais
controlarem o acesso de seus filhos em seus celulares vai por água abaixo quando percebemos,
com base nos dados de nossas investigações, que o fato de não ter celular não faz com que
adolescentes sejam
menos autores de cyberagressão. Da mesma forma, quando comparamos
adolescentes que têm e não têm computador ou notebook em suas casas com suas ações como
autores de cyberagressões, o estudo que apresentaremos neste dossiê mostra exatamente esse
mesmo fato
: não é de casa que saem a maioria dos ataques.
Nossas pesquisas novamente revelaram uma questão prioritária quando pensamos as
relações no mundo digital: as meninas são mais impactadas pelos problemas nessas relações e
precisam muito mais de nossa ajuda
para que possam se fortalecer em busca de uma identidade
positiva, cujo ideal de moda, de beleza seja desconstruído para que possam superar os prejuízos
tanto de tempo gasto, como de acesso e tipo de relações estabelecidas na
web
. Como se faz
isso? Com pro
postas intencionais que permitam a discussão, o compartilhamento de
experiências e a própria busca coletiva pelo reconhecimento dos problemas vivenciados pela
comunidade escolar. Não é mais possível que problemas emergentes como as questões de
convivência
virtual sejam deixados “do lado de fora” das escolas

uma convivência respeitosa para o futuro que nos aguarda é aquele que, no presente, meninas

e meninos têm em suas aulas, a experiência de pensar sobre essa temática (BOZZA, 20

BOZZA, 2020). Isso posto, experimentar relações virtuais justas e pensar sobre elas,
refletir sobre como se sentem aqueles que são humilhados, esquecidos, cancelados e
desrespeitados é condição para uma escola que “não tem mais paredes” (TOGNET
TA, 2020a).
Sexta recomendação: Onde nossas crianças e adolescentes procurarão abrigo? A escola,
a família e a rede de proteção
Na escola está presente um conjunto de profissionais que devem saber ou devem
procurar saber como se preparar para os novos problemas, como veremos mais à frente em nova
recomendação. Por ora, o que queremos apontar é que será tarefa também da escola a ori
entação
e a acolhida às famílias que pouco ou nada sabem sobre como lidar com os comportamentos de
suas filhas e filhos, impactados pelo isolamento social e o consequente aumento das relações
virtuais, bem como pelos problemas de sofrimento emocional poten
cializados pela Covid
-
19.
Será preciso ajudar os pais a compreender que, como os adultos, as crianças e adolescentes
também se sentem com medo, ansiosos, tristes, preocupados, entre outras emoções e
sentimentos; auxiliar as famílias a oportunizarem espaços
de escuta e de diálogo em que
crianças e adolescentes possam expressar o que sentem; e finalmente orientá
-
las na construção
de laços que protejam as crianças quando não se pode controlar totalmente a nova experiência
de convivência digital. Essas parecem
ser ações necessárias, com base nos dados das pesquisas
que conduzimos e das inúmeras propostas de cuidado, proteção e manifestação de sentimentos
e emoções que foram compartilhadas com os educadores no momento em que a escola passou
a ser a sala de estar,
a cozinha, o quarto das casas das alunas e alunos. Certamente, houve o
aumento da violência doméstica, sem que meninos e meninas tivessem “com quem contar”, já
que a escola representa um grande espaço protetivo (
FIOCRUZ, 2020;
REZERA
;
D’ALEXANDRE, 202
0
).
O olhar da escola às famílias, por certo, nunca foi uma condição de generosidade, e sim,
uma necessidade de justiça, sobretudo se consideramos que na escola há profissionais cuja
especialidade é o “desenvolvimento humano” (VINHA; TOGNETTA, 2013). Contudo,
tal
premissa não significa criar uma demanda às escolas fadadas ao insucesso pelas tantas ações
que devem dar conta, e sim, compreender que os espaços de educação das gerações mais jovens,
quanto mais articulados e coordenados, mais fortalecem os vínculos
humanos necessários à
vida em sociedade. Por essa razão, a escola não está sozinha na sua missão de proteger e de
formar (LAHR, 2022).

Nossas investigações mostraram o quão importante se faz a articulação entre os diversos
serviços de atendimento às novas
gerações. Os dados sobre a percepção de atores da rede de
proteção e de profissionais que atuam na escola frente aos problemas de convivência e seus
encaminhamentos permitem
-
nos constatar mais uma importante preocupação ao pensar
políticas públicas destin
adas à melhoria da qualidade da convivência escolar: a necessidade de
formação continuada para os educadores e gestores sobre os papéis desses diferentes órgãos, os
serviços desenvolvidos no atendimento de crianças, adolescentes e suas famílias, bem como
s
obre os encaminhamentos necessários aos diferentes problemas de convivência escolar.
Como veremos nos artigos que seguem, nossas pesquisas apontaram o pouco
conhecimento sobre o que devemos fazer em situações que envolvem indisciplina,
incivilidade
e problemas de comportamento em geral, gerando encaminhamentos inadequados e
expectativas não atendidas, principalmente aos gestores escolares, como no caso da sensação
de que haverá responsabilização dos adolescentes pelo Conselho Tutelar, se
ndo que tal ação
não condiz com a atribuição desse órgão.
Certamente, participar de reuniões intersetoriais que envolvam a rede de proteção para
alinhamento da atuação e dos fluxos de atendimento frente aos problemas dos e das
adolescentes que aparecem nas
escolas é uma recomendação fruto de nossas investigações;
outra seria o contato da instituição com os demais serviços da rede de proteção que atuam no
território. Isso porque, ao se aproximar das demais políticas públicas existentes no mesmo local,
a esco
la pode se fortalecer enquanto instituição, conquistando maior respaldo para aquelas
situações que, de fato, necessitam do trabalho conjunto com a rede. Para tanto, é possível
realizar contatos telefônicos, reuniões periódicas organizadas pela própria esco
la ou por outros
serviços, e participação em espaços de discussão do município, como os Conselhos Municipais
de Direitos da Criança e do Adolescente.
Assim, é condição
sine qua non
que educadores conheçam e participem desses
conselhos. A escola é um lugar
de formação humana, sendo seu papel assegurar o respeito e a
dignidade de crianças e adolescentes, seja dentro ou fora da instituição educativa (LAHR
;
TOGNETTA, 2021;
OLIVEIRA
et al.
, 2020; SILVA; ALBERTO, 2019;
VIEIRA, 2009).
Nossa experiência nos mostrou
que muitos educadores não sabem sequer da existência desse
conselho…
Já em relação às ações ou políticas voltadas à gestão pública, nossos dados apontaram a
necessidade de uma atuação conjunta desses diferentes setores. Isso significa que deve haver
um al
inhamento entre as diferentes políticas públicas com a participação e atuação efetiva da

Mesmo com os avanços nas legislaçõ
es que asseguram os direitos de crianças e
adolescentes, vemos em nosso país que as políticas públicas ainda atuam de forma separada,
“em caixinhas”, em uma sobreposição de projetos, sem que haja conexão entre eles, o que
dificulta a atuação dos profission
ais que lidam diretamente com os usuários dos serviços e com
as demandas de grande complexidade que, inclusive, foram intensificadas no período de
pandemia. Em tempos pós
-
pandêmicos, mais do que nunca essa rede de proteção precisará
funcionar!
Portanto, c
onclui
-
se que, enquanto tema emergente para a agenda de nossas escolas,
encontram
-
se as discussões acerca dos problemas de convivência na escola e da relação entre
ela e os demais órgãos da rede de proteção, visando que essa instituição tão importante para
o
desenvolvimento de crianças e adolescentes possa também assumir o seu lugar no aspecto
protetivo do público atendido.
Sétima recomendação: A formação docente e as políticas públicas para a convivência
As professoras e professores brasileiros convivem em escolas que refletem uma
educação permeada de mazelas. Ainda que de um lado tenhamos grandes estruturas, não
somente em redes particulares tradicionais como também em algumas instituições públicas
conhec
idas internacionalmente (como é o caso das
U
niversidades estaduais de São Paulo), não
é difícil ver a poucos quarteirões retratos de uma escola cujos direitos básicos das pessoas que
ali convivem não são respeitados.
São muitos os relatos ou situações pres
enciadas por nós, pesquisadoras e pesquisadores,
que escancaram as fragilidades da educação no Brasil. Por vezes e
,
diga
-
se de passagem, foi o
que vimos em nossas visitas a diferentes escolas paulistas: faltam itens básicos que vão desde
o papel higiênico
nos banheiros até suas portas, cuja falta torna degradante sua utilização por
parte dos estudantes. Estivemos em escolas de pequeno porte que contam com um quadro
enorme de profissionais e em outras cuja sobrecarga de trabalho evidencia a falta de recursos
humanos. Acompanhamos inúmeras situações de diretoras e diretores que têm que se dividir
entre limpar o banheiro, cozinhar, receber as funcionárias e funcionários, estudantes, além do
próprio trabalho da gestão de uma escola, exatamente por esse motivo.
P
ara além dessas questões, que jamais poderiam ser discutidas ou negociadas, há ainda
a urgência de que tenhamos propostas mais sólidas de políticas públicas em educação que

contemplem a formação contínua das e dos profissionais que atuam nas escolas, em es
pecial,
do grupo docente. Em nosso país em especial, em relação à promoção da convivência ética e à
prevenção da violência na escola, observamos iniciativas tímidas que estão longe de se
consolidarem enquanto políticas públicas.
Em 2019, o Conselho Naciona
l de Educação aprovou as novas Diretrizes Curriculares
Nacionais (DCN), sendo instituída a Base Nacional Comum para a Formação Inicial de
Professores da Educação Básica (BRASIL, 2019). Em uma análise preliminar do documento,
observamos alguns pontos relaci
onados às questões de convivência. No Capítulo III, Art. 8º, há
a indicação de que as instituições responsáveis pela formação docente têm “o compromisso
com a educação integral dos professores em formação”. O fato é que o próprio documento
esclarece as tem
áticas que constituem tal educação integral de professores e professoras: para
além do conhecimento, a formação de “valores e de formas de conduta que respeitem e
valorizem a diversidade, os direitos humanos, a democracia e a pluralidade de ideias” (BRASIL
,
2019, p. 5).
O texto também ressalta que esses futuros profissionais precisam desenvolver
habilidades essenciais, entre elas a de número 3.2.4, que menciona a capacidade de criar na
escola “ambientes seguros e organizados que favoreçam o respeito, fortal
eçam os laços de
confiança e apoiem o desenvolvimento integral de todos os estudantes” (BRASIL, 2019, p. 17).

atentar nas diferentes formas de violência física e simbólica, bem como
nas discriminações
é
tnico
-
raciais praticadas nas escolas e nos ambientes
digitais, além de promover o uso ético, seguro e responsável das tecnologias
digitais (BRASIL, 2019, p. 19).
O fato é que essa não é a primeira vez que um documento ou uma legislação sobre a
formação docente aborda questões de convivência, mas o país segue sem fazer um
aprofundamento dessas discussões; tampouco os governos em geral demonstram abertura para
discutir, junto às instituições que formam as futuras e futuros professores, as melhores
formas
de transformar leis e diretrizes em práticas intencionais e sistemáticas.
Um exemplo disso é o do próprio Estado de São Paulo que, antes mesmo da pandemia,
deu início ao trabalho com o Conviva SP, o qual sucede o Spec. Tal programa foi oficialmente
instituído por meio da Resolução Seduc n. 48, de 01/10/2019, e alterado pela Resolução Seduc
n. 49, de 03/10/2019, tendo como um dos seus objetivos “Contribuir para um clima escolar
positivo por meio de ambiente de aprendizagem colaborativo, solidário e a
colhedor” (SÃO
PAULO, 2019, p. 1). Entre as dimensões previstas pelo programa, a primeira delas

elenca a importância da “convivência e colaboração”, prevendo o
desenvolvimento de
[...]
projetos e ações que
promovam um ambiente escolar positivo, solidário,
integrador e acolhedor por meio do desenvolvimento de habilidades
relacionais que prezam pela resolução consensual de conflitos e pelo respeito
às diferenças e à diversidade (SÃO PAULO, 2019, p. 1).
Embora
esse tenha sido um importante passo, não há ainda ações sistemáticas e
intencionais para a formação continuada de docentes que estejam integradas de maneira a
oferecer suporte para que as escolas construam um plano de convivência, ou até mesmo seus
projet
os antibullying, como previsto na Lei n. 13.185/15, que estabelece a obrigatoriedade de
um Programa de Combate ao Bullying (BRASIL, 2015).
A grande maioria das unidades segue com iniciativas isoladas, caracterizadas por vários
pequenos projetos que não sã
o conectados entre si; tampouco são planejados de maneira a
envolver toda a comunidade escolar, visto que é, da mesma forma, com propostas justapostas,
que chegam nas escolas as orientações da Seduc
-
SP.
O aparente grande passo na transformação do antigo Sp
ec em Conviva SP não teve o
incentivo e o aval de quem estava à frente da Secretaria, a qual, por exemplo, vetou que as
escolas recebessem o relatório do clima relacional em tempo hábil para que fosse norteador do
planejamento de 2020. Na sequência, a mesm
a Secretaria mudou os rumos de um programa
planejado, organizado e já inclusive anunciado para toda a rede, que incluía um convênio com
a Universidade Estadual Paulista (Unesp). No lugar do trabalho com a convivência, instalou
-
se
uma justaposição de outros
projetos, como já citamos anteriormente.
Em meio a todas essas ações descoordenadas, o pior dos agravantes: uma pandemia. O
impacto global da Covid
-
19 inaugurou novas necessidades em todas as áreas da vida social,
impondo às pessoas mudanças de comportam
ento para lidar da melhor maneira possível com
tamanha crise. Sem dúvida, uma das áreas em que isso ficou mais evidente foi a da educação.
Primeiramente a suspensão massiva de aulas em todo o mundo havia atingido, até julho
de 2020, mais de 1,067 milhões d
e estudantes (
UNESCO
, 2020). Como consequência da
interrupção das aulas presenciais, aumentaram as desigualdades e as exclusões educacionais,
algumas delas vinculadas ao acesso a plataformas digitais e a condições adequadas para estudar,
impactando ainda m
ais na aprendizagem das alunas e alunos, especialmente em grupos
historicamente marginalizados. Além das complicações no mundo todo, mais próximo ao nosso
contexto, nota
-
se o problema exacerbado nos países da América Latina e do Caribe, pois,
segundo dados
de 2019 da Cepal (2019), estes já enfrentavam problemas estruturais antes da

pandemia, como o aumento da pobreza e da pobreza extrema até 2018, registrando indicadores
de 30,1% e 10,7%, respectivamente (
UNESCO,
2020, p. 96).
A rede particular se reorganiz
ou; muitas escolas, inclusive, inauguraram maneiras de
ensinar que não serão abandonadas após o período pandêmico. Já as escolas públicas, em sua
maioria, não tiveram a mesma sorte. Para além dos prejuízos acadêmicos, a imensa lacuna
criada pelo fato de os
estudantes e docentes não se virem, não se falarem, não interagirem tem
como consequência o maior impacto de todos: o do atraso de desenvolvimento afetivo e,
consequentemente, da moralidade de meninas e meninos. Isso porque, como já dizia Piaget
(1932/199
4), essa dimensão humana só pode ser plenamente desenvolvida em situações de
cooperação em que alunas e alunos experimentam regularmente situações de respeito mútuo,
discussão coletiva das regras e a vivência de valores como a justiça, a solidariedade e a
convivência democrática.
Antes da pandemia, as escolas brasileiras ainda tinham desafios não superados, como o
bullying, a falta de espaços e propostas sistematizadas para a mediação de conflitos em cada
unidade escolar, além da falta da formação adequada
para que professoras e professores
contribuam para a formação de suas alunas e alunos, possibilitando a convivência de maneira
ética. Outros desafios são escancarados: a escola e a sociedade, que não sabiam bem como
combater o bullying, agora precisam tamb
ém lidar com o aumento das agressões virtuais que,
além de serem graves por si só, estão imbricadas a outras manifestações de violência, como o
racismo e o desrespeito a direitos humanos essenciais.
Como resolver isso em um país fragilizado pela complexida
de das questões econômicas,
políticas, ideológicas e sociais; em que muitos dos marcos civilizatórios construídos
historicamente têm andado por uma corda bamba? Mais do que nunca é urgente que a formação
inicial e continuada de docentes seja repensada para

Oitava recomendação: novos desafios, novas temáticas
Temáticas como o respeito à diversidade humana
,
o combate às desigualdades
,
o
conhecimento sobre práticas restaurativas e constituição de espaços de mediação de conflitos
e
o desenvolvimento dos aspectos afetivos de crianças e jovens, entre outros, são de extrema
necessidade. Da mesma forma, professora
s e professores precisam de uma formação continuada
que oportunize espaços de diálogo em que sejam discutidos os papéis que as e os profissionais
da educação têm no que se refere ao preparo das alunas e alunos para conviver respeitosamente
e de maneira emp
ática também nos ambientes virtuais, que passam a ser para sempre parte do
contexto de convivência da comunidade escolar.
Tão importante quanto, é preciso que a escola compreenda seu papel dentro da rede
protetiva, tornando

se conhecedora d
os próprios
deve
res, d
a
s possibilidades e d
os
potencia
is
para combater violências como o feminicídio, agressões domésticas e abuso sexual de crianças
e adolescentes.
Não se trata de legar à escola um papel que deveria ser cumprido por outras instituições,
entre elas a fam
ília, mas sim de esclarecer que há aspectos afetivos próprios de uma moralidade
autônoma que só serão desenvolvidos em nossas alunas e alunos se tiverem a oportunidade de
conviver com seus pares. Trata
-
se de reconhecer a dimensão coletiva oportunizada apen
as pela
escola, por ser única e de grande potencial para transformar dificuldades e possibilidades da
dimensão particular e íntima que não desejamos que sigam, geradas na relação familiar em
cujos lares (como já o dissemos, ao pensar a temática da formação
também oferecida às
famílias) nossas crianças e adolescentes podem conviver com pais infratores, agressivos,
usuários de álcool e drogas, violentos... Onde, senão na escola, filhos e filhas desses pais
encontrarão oportunidades de convívio com outras poss
ibilidades de relações

Por fim, destacamos que, para além da promoção da convivência, é preciso que a escola
seja espaço de rejeição à violência. Para isso, é preciso que as e os profissionais da educação
conheçam caminhos, protocolos e técnicas que
colaboram para inúmeros aspectos, desde uma
comunicação não violenta até a intervenção assertiva aos casos de bullying (TOGNETTA,
2020

).

“lá de fora”, e que, além disso, “é aqui dentro” o lugar mais favorável para construir
coletivamente valores humanos inegociáveis. Sim, a escola tem esse poder!
Nona recomendação: A importância d
os pares
Como vimos, não estar presentes fisicamente dentro da escola reverberou
-
se em grande
sofrimento para crianças e adolescentes. Em uma idade em que ter amigos é tão importante do
ponto de vista da constituição de quem se é, nossas investigações nov
amente mostraram o
impacto do período em que vivemos. Antes da pandemia de Covid
-
19, os relatórios do clima
escolar apresentados por ocasião do diagnóstico realizado nas escolas paulistas e os dados do
Placon já indicavam problemas nas relações entre pares
, como o bullying, a solidão, o uso de
álcool e drogas entre adolescentes.
A ausência da convivência com seus pares gerou um impacto muito grande para as
crianças e adolescentes porque afetou, não somente a constituição de sua autoimagem de valor
e de pert
encimento a um grupo social, como também fatores relacionados à linguagem, à
comunicação entre as pessoas, os próprios comportamentos sociais (como saber ouvir o outro
e saber esperar o seu tempo, experiências difíceis de serem conquistadas quando não são
vivenciadas).
Sabe
-
se também que o apoio social é um dos fatores que mais protegem contra a
depressão dos adolescentes (MEULEN; GRANIZO; DEL BARRIO, 2021). A conclusão de
nossos estudos, somada aos que já apresentavam tais considerações, é que os pares são
uma
grande força a ser valorizada nas escolas. São eles que melhor poderão acolher, ajudar, intervir
quando, como adultos, não sabemos das dores, das angústias de nossos alunos e alunas, não
porque não queremos ver, mas porque não serão os adultos os proc
urados por aqueles que
sofrem bullying e outras violências (
AVILÉS MARTÍNEZ, 2013; COWIE, 2000; COWIE,
WALLACE, 2000;
MEULEN
;
GRANIZO
;
DEL BARRIO, 2021; TOGNETTA
;
SOUZA
;
LAPA, 2019). Certamente esse era o ponto de partida da implementação de um Sistema de
Apoio Entre Iguais em escolas públicas.
Foram nossos alunos e alunas de escolas pertencentes à rede de Equipes de Ajuda do
Brasil, constituída em decorrência deste projeto aqui apresentado, os que se aproximaram dos
mais de 29.500 adolescentes das
Diretorias Regionais de Ensino (DREs) com as quais
trabalhamos. Dedicando seu tempo e sua disposição, eles comprovaram que, dada a
oportunidade, é “do lado do bem” que nossos jovens encontrarão sentido para seguir em frente

Esta é, sem dúvida, a maior de todas as recomendações aqui apresentadas: darmos aos
jovens aquilo que lhes é por direito e por condição: serem protagonistas de uma civilização
melhor.
Décima recomendação: O que aprendemos com um método científico
Há um
tempo razoável temos tentado trazer a
o
nosso país a experiência adquirida em
países pelos quais passamos, conquistamos amigos e/ou estabelecemos parcerias de trabalho no
campo da convivência escolar. Esses países
–
como Chile, Espanha, Colômbia, Argentina
, entre
outros
–
dispõem, há algum tempo, de uma política estruturada para que se planeje e execute,
estrategicamente, as ações que superem as esvaziadas e divergentes formas de intervenção e
prevenção, previstas em campanhas pontuais ou eleitorais, às vio
lências nas escolas. Em 2014,
na Colômbia, foi organizado e promulgado o Sistema Nacional de Convivência Escolar, em
que um de seus principais temas discutidos refere
-
se ao exercício dos direitos humanos e à
prevenção e combate relacionados aos problemas d
e convivência. Com a política de
convivência escolar do Chile, aprendemos também sobre o papel fundamental que os currículos
escolares têm ao estabelecer um embasamento com os temas relacionados à convivência.
Acreditamos que uma política de promoção da co
nvivência se faz pela necessidade de orientar
e favorecer o ensino, a aprendizagem e a gestão da convivência para o desenvolvimento tanto
pessoal como social, sendo responsável por trazer à tona o conhecimento e a cultura, tanto dos
alunos quanto da comuni
dade educacional como um todo (CHILE, 20

Certamente o grande promotor do entusiasmo que os pesquisadores e pesquisadoras do
Gepem
tiveram para iniciar este trabalho foi um dos critérios para os quais o edital se destinava:
escolher projetos que tivessem o potencial para a replicação em redes de educação e que se
convertessem em uma política pública.
O contexto pandêmico e todas as
dificuldades encontradas na implementação deste
projeto
–
incorporado a uma acelerada decisão por se tornar, imediatamente, parte de uma
política pública de convivência
–
foram desafios que fizeram, ao menos por ora, emergir um
grande desejo de que, de fat
o, toda a construção de um programa de convivência fosse integrada
ao trabalho de uma rede cujas aspirações, advindas do chão da escola, convergem

se para o
mesmo ideal

O fato é que para finalizar as recomendações, não seríamos justos se não houvesse o
destaque e, consequentemente, o agradecimento

a quem primeiro idealizou esse edital de
pesquisas, considerando a universidade o berço fecundo para a transformação de um segmento
por vezes bastante resignado: os anos finais do
E
nsino
F
undamental.
Na verdade, mais do que a
U
niversidade, o que está em jogo nesta última recomendação
é a ciência e sua busca. Em respeito à sua natureza complexa, dialética e soberana que todos os
resultados das investigações presentes neste dossiê convergem
para a recomendação de que,
mais do que nunca, ela possa ser reconduzida a seu valor.
É o exercício da ciência que fecunda nossa última palavra. É pelo exercício da busca,
da paciência, do entusiasmo, da não desistência que deixamos aqui a nossa maior rec
omendação
para dar a meninos e meninas, paulistas ou não, brasileirinhos e brasileirinhas de todas as raças,
gêneros, cores e desejos, a persistência que nos moverá. Se não foi dessa vez que conquistamos
uma política de convivência para as escolas, tentare
mos de novo, de novo, de novo...

The school has always been, by excellence, a place for learning about coexistence
among people, where indiscipline, transgressions of rules and different forms of violence are
manifested, which reverberate the urgency of considering
the theme of coexistence as the focus
of investigations that guide the formulation of documents and laws, pointing methodologies
and effective actions for the prevention of such problems, especially those that remain hidden
in the relationships between pee
rs. These, although less frequent compared to the others, are
more difficult to solve and crueler for those who experience them: the systematic intimidation
characteristic of bullying and its extension into virtual environments, cyberbullying.
At the
same time, school is configured as a space for training and preservation of
historically built human achievements. Therefore, educating boys and girls so that coexistence,
inside and outside of school, has an ethical quality is its primary function
.
It is about such present and urgent issues that this dossier deals with. It emerged from
the urgencies and needs of young humans in training to find, in their schools, a space of well
-
being that contemplates what they are guaranteed by law: the right to le
arn to live together. This
is a collection of research conducted from 2019 to 2022 in state public schools in São Paulo in
a project funded by two foundations
-
the Carlos Chagas Foundation and the Itaú Social
Foundation, aiming to fulfill the urgent task
of conducting scientific research that could build
public policies to improve the quality of the final years of elementary education in Brazil. There

are eight articles resulting from this investigative course plus a ninth article, the result of a
previous
investigation, whose beauty (to remind Paulo Freire) is the clarity that the most
important thing in the implementation of a coexistence program is its process, not its arrival
-
it is the people who are transformed, not the results of the performance
.
W
hat the reader will read here are investigations conducted by a group of giants that
transformed their times and spaces of daily struggle to make science have a voice and a turn in
a country so unbelieving of its human potential. Certainly, it was no easy
task to do so before
the pandemic that devastated the world.
During this time, amidst many anxieties, researchers, students, schools, Education
Departments, educators had to reinvent themselves in face of the possibilities of remote work
through digital p
latforms, making evident the worldwide transformation of educational
institutions into "schools without walls". We have been and are still being impacted by the
effects of the most urgent problems we have been experiencing, beyond physical health: how
do w
e feel today when faced with the unexpected, when faced with a situation we have no
control over? Fruit of these new conditions, feelings of fear, sadness, nostalgia, anguish, worry,
frustration and discouragement have taken up residence in each of us, hum
ans, of any age! And
how have these feelings manifested themselves in our daily lives? It is not difficult to
understand what lies behind the number of children and adolescents, as well as adults diagnosed
with symptoms of depression, anxiety, self
-
harm, a
nd even those more worrisome thoughts that
life is not worth living (the suicidal ideations).
Both the facts and the research we have presented here show us that people who
experience the impact of a crisis will need to rebuild with the help of someone, a
nd in the case
of our children and adolescents, with the help of those with whom they live most in their daily
lives. In fact, this reconstruction is progressive and will not happen overnight. In the face of
this, how can we reconcile the demands brought a
bout by the complexity of the long period of
absence from the school context with the urgent need to prevent violence and learn positive
coexistence in our schools?
Some of the answers
-
and there are many
-
to this question will be given in this dossier.
Our research has identified the urgency of structured public policies for teacher training that go
beyond the practice of specific projects to address emerging issues and demands
.
They also showed the need to listen to what teaching professionals think and live in
order to build teacher training programs (times, themes and spaces). They pointed out the
urgency of new themes incorporated into the school's daily life (cyber coexistenc

emotional suffering) and of proactive actions for a respectful and empathetic social coexistence,
in addition to the need for integration, knowledge, and joint action agreements between the
school and the rest of the protection network to meet the so
cial and emotional demands of the
students, especially after the pandemic.
The research and reflections brought in this dossier were made by many hands. People
committed to assert the function of the public university: that knowledge may generate
recognit
ion of its importance and finally, action and reaction. They have also generated a set of
recommendations for all those whose concern we share about the direction of educational
policies in this country. When we come to the end of the work done in this cra
zy biennium that
we have lived through, we have realized, concretely, that it was possible to condense into ten
recommendations the most important results found
.
For this reason, we have decided to dedicate this space, which would only be a
presentation,
to the difficult but emancipating task of announcing what we have produced so
far. We begin, therefore, at the end, not as the end, but as the meaning for all that we have
presented here: there are ten recommendations that represent the sign of resistance
from all
those who, like us, wish to see the theme of coexistence and ethical quality as an educational
policy for all Brazilians (TOGNETTA, 2022). Let us move on, then, to the recommendations
arising from the work carried out that were the basis for the r
esearch presented in this dossier
.
First recommendation: A diagnosis of the school climate and coexistence: know, face, and
transform
Among the recommendations that the experience of the investigations conducted has to
propose, we highlight the
first great lesson learned: to know how those who live and feel, in a
certain period, should perceive what they live and feel, and how it should be a condition for any
work that proposes the improvement of the climate and of the very coexistence in the sch
ool.
Evaluating the quality of the school climate enables a look of recognition of the
difficulties that one has to favor personal development and of the educational community
(MILICIC, 2001), but, above all, it reiterates the value that the issue of coexi
stence has within
institutions that, many times, focus their educational processes above all on academic results
(PASCUAL, 1995; JARES, 2006; URUÑELA, 2013, 2018).
The relational climate assessment actions implemented in the Secretariat of Education
of the
State of São Paulo (Seduc
-
SP) made it possible to realize these two important findings.
About the first of them, in our research on the relational climate in São Paulo schools, the results

indicated quite interesting aspects for those who wanted to establ
ish a policy to improve
coexistence. We saw, for example, that the students of these schools, even before the pandemic,
already indicated what can no longer be denied, given the virtual character increasingly present
in the scenario of relationships betwee
n people in the world we live in
-
the cyber
-
aggressions.
Similarly, we saw that other manifestations of disturbing character were present in São
Paulo schools: teachers and members of management teams complaining about transgressions
and disobedience to
rules. However, it is the students who highlight the situations of humiliation
frequently experienced in their relations with their teachers, professors, and managers, in the
same way that the student body is the one that most conceives as negative the way
s in which
the school uses to solve conflicts. The data indicated the vulnerability of the social environment
where the schools are inserted, revealing how much such notes could contribute to social
policies implemented with the articulation of the protect
ion network in these most vulnerable
spaces
.
The results also showed how much the issues of bullying
-
so present in everyday life
and certainly in the tense imagination lived in that Secretariat that had its more than 5 thousand
schools impacted by the m
assacre in Suzano
-
are present and need, more than specific actions,
a planned, organized and intentional program of actions that allow the prevention of a violence
that, when it happens, it is difficult to remove all its irreparable consequences (TOGNETT
A;
FODRA; BONI, 2020).
These data proved the importance of the path that the São Paulo State Department of
Education was taking: there was a sense of fear experienced by students in relationships with
their peers, which could signal that the major conditi
on for academic, moral and social learning
-
which is the well
-
being in relationships of trust and cooperation established with authority and
peers, respectively
-
needed to be considered. That was the investment to be made.
The school climate data, on th
e other hand, also showed how much hard violence exists,
although at a very low frequency in schools, being much more recognized still among students
than by teachers. This is a fact that explains the need for a protection policy, but more than this,
it hi
ghlights the urgency for peers to be trained in diagnosis (because they are the ones who
know most about their peers), intervention and transformation of the "spirit" towards which the
educational community converges.
All of these benefits generated from
diagnosing the relational climate

partly considered
in the shift from the School and Community Protection System (Spec) to the School
Conviviality and Protection Improvement Program (Conviva SP)
-
would be predictors of the

needs of those living in the s
chool (TOGNETTA, 2022). However, they are of no use in the
hands of those who take them as political data because there is necessarily no confrontation
with the needs of those who live in schools
.
Second recommendation: Building a plan for
coexistence
This is the second recommendation of the research presented here: knowing in order to
transform is only possible when a continuous plan of actions is established, or implemented, as
we have already said, something planned, structured, and inte
ntional. There is no politics
without confronting the problems experienced and pointed out by those who are part of them
(CASASSUS, 2001).
That said, it is necessary to remember that implementing an agreement with foundations
that work on themes such as s
ocial and emotional competencies would be satisfactory if the
aspects that young people perceive as the worst in their relationships with their teachers were
considered, for example: the lack of intimacy, of welcoming, of affection, as the data found
prove
d. In this logic, rejecting a coexistence plan in favor of adopting juxtaposed proposals on
convergent themes, except in their applicability, but that diverge in their theoretical foundation,
is to bring to the surface one more problem, and not the solutio
n for what is already problematic
at school. But, this is exactly what we experienced during the research highlighted here.
The election of packages of papers on mental health and social and emotional
competences are, in our view, political choices that h
ave not understood that the improvement
of the academic dimension denoted in the grades of government and international evaluations,
sought with appreciation by governments, depends on the improvement of the set of perceptions
about human relationships, ab
out school coexistence, which in itself encompasses both what is
called mental health (with the caveats highlighted in the articles on emotional suffering that we
have addressed here) and social and emotional competences.
Certainly, for the students to wh
om these policies are addressed, feeling that their
intellectual and learning capacities are valued by their teachers and by themselves when they
have spaces to discuss problems, when they participate in assemblies, when they learn with
teachers a language
that welcomes and not accuses, that seeks consensus and not punish,
directly affects their grades and, consequently, their learning (ARÓN; MILICIC, 1999).
Undoubtedly, the implementation of an educational policy that wants to solve the
problems of violen
ce at school
-
those that already existed and those to come, as indicated by
the research in this dossier
-
requires listening to those who coexist and a look focused in the

same direction, with a theoretical foundation that substantiates actions with teac
hers, managers
and students, in order to build together a program of coexistence. It also requires the
consideration of aspects that, far from being new, were enhanced during the Covid
-
19
pandemic. We shall move on to them
.
Third
recommendation: New dimensions of the relational climate and living together
As elucidated in the course of this dossier, the use of an instrument for the diagnosis of
the relational climate at school was one of the starting points for the implementation of a
Support System among Equals (SAI) within an Ethical Coexistence Program.
This is what we
did. However, with the pandemic instaured and the relations becoming distant, besides the
depreciating work of the Secretary with whom we work, not valuing the findings of the climate
questionnaire, it would not make any sense to keep the e
valuated dimensions in a possible return
to the classroom after two years of social separation, because others become indispensable to
be considered.
It was for this reason, and because we knew the results of different investigations that
already alerted t
o the issues related to emotional suffering and the experience of remote living
in the digital world, bringing new problems, that we proposed a new questionnaire to children
and adolescents.
When we analyze the data that portray the frequency of situations
in which there are
signs of emotional suffering, we are faced with situations that are quite challenging for our
society in today's world, and for the school in the face
-
to
-
face return: children and adolescents
have been impacted by the lived situation an
d will need a school that considers their emotions
and feelings.
The data found indicate that emotional suffering is evidenced both in what they feel and
in behaviors that put their own lives at risk. Even though the percentages found referring to
sadness,
crying, fear, and anxiety symptoms may seem low, they must be understood as clear
signs that part of the children and adolescents are suffering, data that corroborate the other
investigations carried out in this period
.
The results of our investigations
point to a special attention to the group of children that
already show symptoms of suffering. The signs that they need help are clear, especially when
they show themselves to be open to the challenges proposed on the internet to their own lives
and to the
lives of others. They also show a sensitive data pointed by the number of students,
children and adolescents, who have committed self
-
mutilation, and also a special need for

attention to gender issues: adolescent girls show higher scores of emotional dist
ress, and this is
an important issue, especially in times where civilizational milestones such as the equity of
relationships have been daily deprived (JARES, 2006; LAHR; TOGNETTA, 2021).
All this to endorse our third recommendation: there is no longer any
way to think about
interpersonal relationships at school without thinking about cyber relationships and the so
-
called intrapersonal relationships; or even the emotional or affective issues that permeate the
human experience and that, therefore, point to t
he urgency of an intentional plan of work with
emotional issues
.
Fourth recommendation: Intentional plan for working with emotional issues
The findings of our investigations point to a necessary reorganization of the educational
curriculum, in view of
the urgent intervention to the problems of emotional distress that plague
our children and young people. More than ever, this curriculum must intentionally include work
on these and related issues. Children and adolescents have suffered the consequences of
social
isolation. The non
-
socialization and the absence of listening spaces that, however simplistic,
were found in school, brought important consequences to be considered. The proposals for
activities carried out in the project (described in this dossier
) to assist children and adolescents
based on literature books, games, oral and written representation dynamics, and exchanges
between young people, point us to the need for the continuity of this urgent and important work.
That said, it is necessary to re
member that part of this intentional work, as we have defended,
is presented in the daily life of relationships.
According to the constructivist proposal that sustains our actions, "socioemotional
skills" are not taught by books, but by establishing relati
onships of trust and mutual respect,
present in small groups, in discussions about the rules of coexistence, in the cooperation among
peers and in the application of sanctions for reciprocity and forms of conflict resolution that
allow reparation and aware
ness on the part of those who act badly. It will also require
intentionally planned pedagogical spaces and strategies, in order to promote conversations,
exchanges of ideas, reports on their fears, sorrows, anxieties, and joys, thus feeling listened to,
we
lcomed, understood, recognized, and finally valued (TOGNETTA, 2003; TOGNETTA,
2009)
.
As long as we believe that group work strategies are only necessary to solve pedagogical
difficulties; as long as there are beliefs that one educates morally through obedi
ence and
military education (VINHA
et al
., 2021), the scenario observed in this research will not be

different, neither among students nor among their future families. In a word: it is recommended
that the school be continuously
-
and not only in the first
week of school
-
a space for
welcoming, listening and sharing, where children and adolescents have opportunities to choose
and speak their minds.
How will our schools deal with so many recommendations? What is the path? The
answers to these questions cons
titute the next recommendations of this research
.
Fifth recommendation: Promoting respectful cyber coexistence
When thinking about the social isolation in which we live, another dimension already
necessary even before the Covid
-
19 pandemic
becomes a condition in new times: cyber
coexistence. More than an extension of face
-
to
-
face interaction, coexistence in the digital space
has become a necessity whose importance of new discussions and new research show what is
fact: children were and will
be exposed to screens and networks at an increasingly early age. It
is a fact that, beyond the benefits generated by the connectivity provided by the Internet at a
time when parents, children, grandparents, and friends have been separated, the conflicting
human relationship has become evident in these digital spaces.
We call cyber aggression or virtual aggression situations that are marked by violence,
exposure and humiliation practices, using, for this, cell phones, internet and social networks.
We underst
and that cyberaggression situations are threatening to the mental health and
psychological well
-
being of children and adolescents, leading to damage and suffering
(ABRAMOVAY
et al
., 2016; AVILÉS MARTÍNEZ, 2009; FARHAT; LAN, 2010; SELMAN;
WEINSTEIN, 2015; S
IBILIA, 2016; SMITH, 2012; UNICEF, 2019).
Thus, more than a work in which we know the problems faced in the virtual world
-
such
as cancellations,
lynching
, sexting, shaming, hate speech, Fake News
-
our investigations have
shown the need to promote oppor
tunities for healthy and respectful coexistence virtually to
children and adolescents
.
As we will see in the following articles, the experiences lived by students in schools that
have implemented the Teams of Help (
TH
) show us that girls and boys continue to be the main
protagonists in supporting those who need to be welcomed, listened to, and helped also in the
virtual space. To put oneself in the other's place, to perceive the feelings of others, may help to
build mo
re respectful virtual spaces of coexistence. The discourses that, nostalgically, many
used to use about the need for parents to control their children's access to their cell phones go
out of the window when we realize, based on the data from our investigat
ions, that not having

a cell phone does not make adolescents less likely to be cyber bullies. Similarly, when we
compare teens who do and do not have computers or laptops in their homes with their actions
as cyber aggressors, the study we will present in t
his dossier shows exactly this same fact: most
attacks do not come from home.
Our research has again revealed a priority issue when we think about relationships in
the digital world: girls are more impacted by the problems in these relationships and they
need
our help much more so that they can strengthen themselves in search of a positive identity,
whose ideal of fashion, of beauty is deconstructed so that they can overcome the damage both
in time spent, access and type of relationships established on the
web. How can this be done?
With intentional proposals that allow the discussion, the sharing of experiences, and the
collective search for the recognition of the problems experienced by the school community. It
is no longer possible that emerging problems
such as virtual coexistence issues are left "outside"
the schools. A curriculum that promotes a respectful coexistence for the future that awaits us is
one that, in the present, girls and boys have in their classes, the experience of thinking about
this i
ssue (BOZZA, 2016; FARHAT; BOZZA, 2020). That said, experiencing fair virtual
relationships and thinking about them, reflecting on how those who are humiliated, forgotten,
canceled, and disrespected feel is a condition for a school that "no longer has wall
s"
(TOGNETTA, 2020a)
.
Sixth recommendation: Where will our children and adolescents seek shelter? The school,
the family and the protection network
At school, there is a group of professionals who should know or should seek to know
how to prepare for th
e new problems, as we will see later in a new recommendation. For now,
what we want to point out is that it will also be the school's task to guide and welcome families
who know little or nothing about how to deal with the behavior of their children, impac
ted by
social isolation and the consequent increase of virtual relationships, as well as by the problems
of emotional distress potentiated by Covid
-
19. It will be necessary to help parents understand
that, like adults, children and adolescents also feel af
raid, anxious, sad, and worried, among
other emotions and feelings; to help families provide opportunities for listening and dialogue
in which children and adolescents can express what they feel; and finally, to guide them in
building bonds that protect ch
ildren when the new experience of digital coexistence cannot be
fully controlled. These seem to be necessary actions, based on the data from the research we
conducted and the numerous proposals for care, protection, and manifestation of feelings and

emotio
ns that were shared with the educators at the moment when the school became the living
room, the kitchen, the bedroom of the students' homes. Certainly, there was an increase in
domestic violence, without boys and girls having "someone to count on", since
the school
represents a great protective space (FIOCRUZ, 2020; REZERA; D'ALEXANDRE, 2020).
The school's look to families, of course, has never been a condition of generosity, but
rather, a need for justice, especially if we consider that at school there ar
e professionals whose
specialty is "human development" (VINHA; TOGNETTA, 2013). However, such premise does
not mean to create a demand for schools that are doomed to failure because of the many actions
they have to take, but to understand that the spaces o
f education of the younger generations, the
more articulated and coordinated they are, the more they strengthen the human bonds necessary
for life in society. For this reason, the school is not alone in its mission to protect and train
(LAHR, 2022)
.
Our i
nvestigations have shown how important it is the articulation among the several
services that attend the new generations. The data on the perception of actors in the protection
network and of professionals who work in the school regarding coexistence probl
ems and their
referrals allow us to confirm another important concern when thinking about public policies
aimed at improving the quality of school coexistence: the need for continued training for
educators and managers on the roles of these different agenc
ies, the services developed to assist
children, adolescents and their families, as well as on the necessary referrals to the different
problems of school coexistence.
As we will see in the following articles, our research has pointed out the lack of
knowle
dge about what we should do in situations that involve indiscipline, incivility and
behavior problems in general, generating inadequate referrals and unmet expectations,
especially among school managers, as in the case of the feeling that there will be acc
ountability
of adolescents by the Guardianship Council, when such action does not match the attributions
of this body.
Certainly, participating in intersectorial meetings that involve the protection network to
align the performance and the service flows to deal with the problems of adolescents that appear
in schools is a recommendation that resulted from our investigations
; another would be the
contact of the institution with the other services of the protection network that operate in the
territory. This is because, by approaching the other public policies existing in the same place,
the school can strengthen itself as an
institution, gaining more support for those situations that,
in fact, require working together with the network. To this end, it is possible to have telephone

contacts, periodic meetings organized by the school itself or by other services, and participatio
n
in municipal discussion forums, such as the Municipal Councils for the Rights of Children and
Adolescents
.
Thus, it is a
sine qua non
condition that educators know and participate in these councils.
School is a place of human formation, and its role is t
o ensure the respect and dignity of children
and adolescents, whether inside or outside the educational institution (LAHR; TOGNETTA,
2021; OLIVEIRA
et al
., 2020; SILVA; ALBERTO, 2019; VIEIRA, 2009). Our experience has
shown us that many educators do not ev
en know of the existence of this council...
As for the actions or policies aimed at public management, our data pointed out the need
for a joint action of these different sectors. This means that there must be an alignment among
the different public polici
es with the participation and effective action of the Education Policy
in the attendance and elaboration of municipal flows (CAIDEN; WILDAVSKY, 1980;
LINDBLOM, 1979; WILDAVSKY, 1992).
Even with the advances in the laws that ensure the rights of children and adolescents,
we see in our country that public policies still act in a separate way, "in boxes", in an
overlapping of projects, without any connection between them, which makes it di
fficult for the
professionals who deal directly with the users of the services and with the highly complex
demands that were even intensified during the pandemic period. In post
-
pandemic times, this
protection network will need to work more than ever!
The
refore, we conclude that, as an emerging theme for the agenda of our schools, are
the discussions about the problems of coexistence in school and the relationship between the
school and the other organs of the protection network, so that this institution,
so important for
the development of children and adolescents, can also take its place in the protective aspect of
the public attended
.
Seventh recommendation: Teacher training and public policies for coexistence
Brazilian teachers are in schools
that reflect an education permeated by problems.
Although on the one hand we have great structures, not only in traditional private networks but
also in some public institutions known internationally (as is the case of the State Universities
of São Paulo),
it is not difficult to see a few blocks away portraits of a school whose basic rights
of the people who live there are not respected.
There are many reports or situations witnessed by us, researchers, that expose the
weaknesses of education in Brazil. Som
etimes, and it must be said in passing, this is what we

saw in our visits to different schools in São Paulo: there is a lack of basic items ranging from
toilet paper in the bathrooms to their doors, the lack of which makes it degrading for the students
to
use them. We were in small schools that have a huge staff of professionals and in others
whose overload of work shows the lack of human resources. We witnessed countless situations
in which principals have to divide themselves between cleaning the bathroom
s, cooking,
receiving employees, students, and the work of managing a school, for this very reason.
Besides these issues, which could never be discussed or negotiated, there is also the
urgent need to have more solid proposals for public policies in educat
ion that contemplate the
continuous training of the professionals who work in schools, especially teachers. In our
country in particular, regarding the promotion of ethical coexistence and the prevention of
violence at school, we observe timid initiatives
that are far from being consolidated as public
policies.
In 2019, the National Education Council approved the new National Curriculum
Guidelines (DCN), with the establishment of the Common National Base for the Initial Training
o
f Basic Education Teachers
(BRAZ
IL, 2019). In a preliminary analysis of the document, we
observed some points related to coexistence issues. In Chapter III, Article 8, there is an
indication that the institutions responsible for teacher training have "a commitment to the
comprehensi
ve education of teachers in training." The fact is that the document itself clarifies
the themes that constitute such comprehensive education of teachers: in addition to knowledge,
the formation of "values and forms of conduct that respect and value divers
ity, human rights,
democracy, and pluralit
y of ideas" (BRAZ
IL, 2019, p. 5)
.
The text also points out that these future professionals need to develop essential skills,
among them the one number 3.2.4, which mentions the ability to create in school "safe and
organized environments that foster respect, strengthen bonds of trust, and support the
comprehensive development of all students" (BRAZIL, 2019, p. 17). In addition, they need to
be prepared to
[...] to pay attention to the different forms of physical a
nd symbolic violence,
as well as the ethno
-
racial discrimination practiced in schools and digital
environments, and to promote the ethical, safe and responsible use of digital
technologies (BRAZ
IL, 2019, p. 19).
The truth is that this is not the first time that a document or legislation on teacher training
addresses issues of coexistence, but the country continues without deepening these discussions;
nor do governments in general demonstrate openness to discuss, t
ogether with the institutions

that train future teachers, the best ways to transform laws and guidelines into intentional and
systematic practices.
An example of this is the State of São Paulo itself, which, even before the pandemic,
started working with C
onviva SP, the successor of Spec. Such program was officially instituted
through Seduc Resolution n. 48, of 01/10/2019, and amended by Seduc Resolution n. 49, of
03/10/2019, having as one of its goals "To contribute to a positive school climate through
col
laborative, supportive, and welcoming learning environment" (SÃO PAULO, 2019, p. 1).
Among the dimensions provided by the program, the first of them
-
described in Article 2 of
the Resolution
-
lists the importance of "coexistence and collaboration", provi
ding for the
development of
[...] projects and actions that promote a positive, supportive, inclusive and
welcoming school environment through the development of relational skills
that value consensual conflict resolution and respect for
differences and
diversity
(SÃO PAULO, 2019, p. 1).
Although this has been an important step, there are still no systematic and intentional
actions for the continuing education of teachers that are integrated in a way that offers support
for schools to bui
ld a coexistence plan, or even their anti
-
bullying projects, as provided in Law
13.185/15, which establishes the requirement for a Program to Combat Bullying (BRAZIL,
2015).
The vast majority of units continue with isolated initiatives, characterized by s
everal
small projects that are not connected to each other; nor are they planned in a way to involve the
whole school community, since it is in the same way, with juxtaposed proposals, that the
guidelines from Seduc
-
SP arrive in schools.
The apparent big s
tep in the transformation of the former Spec into Conviva SP did not
have the incentive or the backing of the Secretary, who, for example, vetoed the schools'
receiving the report on relational climate in time to guide the 2020 planning. Subsequently, the
same Secretary changed the course of a planned and organized program, which had already
been announced for the entire network and included an agreement with the São Paulo State
University (Unesp). Instead of working with coexistence, a juxtaposition of oth
er projects was
installed, as mentioned before.
In the midst of all these uncoordinated actions, the worst of all aggravating factors: a
pandemic. The global impact of Covid
-
19 inaugurated new needs in all areas of social life,
requiring people to change
their behavior in order to deal with such a crisis in the best possible
way. Without a doubt, one of the areas in which this was most evident was education.

Firstly the massive suspension of classes worldwide had by July 2020 reached more
than 1,067 millio
n students (UNESCO, 2020). As a consequence of the interruption of face
-
to
-
face classes, educational inequalities and exclusions have increased, some of them linked to
access to digital platforms and adequate conditions for studying, further impacting the
learning
of students, especially in historically marginalized groups. In addition to the complications
worldwide, closer to our context, one notices the problem exacerbated in Latin American and
Caribbean countries, since, according to 2019 data from Cepal
(2019), they were already facing
structural problems before the pandemic, such as the increase in poverty and extreme poverty
by 2018, registering indicators of 30.1% and 10.7%, respectively (UNESCO, 2020, p. 96).
The private network has reorganized itsel
f; many schools have even inaugurated ways
of teaching that will not be abandoned after the pandemic period. The public schools, on the
other hand, have not had the same luck. Besides the academic losses, the huge gap created by
the fact that students and
teachers do not see each other, do not talk to each other, and do not
interact has the biggest impact of all: the delay in affective development and, consequently, in
the morality of girls and boys. This is because, as already stated by Piaget (1932/1994),
this
human dimension can only be fully developed in situations of cooperation in which students
regularly experience situations of mutual respect, collective discussion of rules, and the
experience of values such as justice, solidarity, and democratic coe
xistence.
Before the pandemic, Brazilian schools still had unmet challenges, such as bullying, the
lack of systematized spaces and proposals for conflict mediation in each school unit, and the
lack of adequate training for teachers to contribute to the
education of their students, enabling
coexistence in an ethical way. Other challenges are blatant: the school and society, which didn't
know well how to fight bullying, now also need to deal with the increase of virtual aggressions
that, besides being seri
ous in themselves, are intertwined with other manifestations of violence,
such as racism and disrespect to essential human rights.
How to solve this in a country weakened by the complexity of economic, political,
ideological, and social issues; in which ma
ny of the civilizational milestones historically built
have been walking a tightrope? More than ever it is urgent that the initial and continuing
education of teachers be rethought for Brazil (BARRIOS; MARINHO
-
ARAÚJO; BRANCO,
2011; GATTI, 2011, 2014a, 2014
b; GONÇALVES, 2011; KNOENER, 2019)

Eighth recommendation: new challenges, new themes
Themes such as respect for human diversity, fighting inequalities, knowledge about
restorative practices and the creation of spaces for conflict mediation and the
development of
affective aspects in children and young people, among others, are extremely necessary. In the
same way, teachers need a continuous formation that provides opportunities for dialogue in
which the roles that education professionals have regard
ing the preparation of students to live
together in a respectful and empathetic way in virtual environments are discussed.
Just as important, it is necessary that the school understands its role within the protective
network, becoming aware of its own duti
es, of the possibilities and potentials to combat
violence such as feminicide, domestic aggression, and sexual abuse of children and adolescents.
It is not about bequeathing to the school a role that should be played by other institutions,
including the fa
mily, but rather to clarify that there are affective aspects of an autonomous
morality that will only be developed in our students if they have the opportunity to live with
their peers. It is about recognizing the collective dimension that is only offered
by the school,
as it is unique and of great potential to transform difficulties and possibilities of the private and
intimate dimension that we don't want them to follow, generated in the family relationship in
whose homes (as we have already said, when th
inking about the theme of the formation also
offered to the families) our children and adolescents may live with parents who are offenders,
aggressive, users of alcohol and drugs, violent? Where, if not at school, the sons and daughters
of these parents wi
ll find opportunities to live with other possibilities of relationships

?
Finally, we emphasize that in addition to promoting coexistence, the school must be a
space for rejection of violence. To this end, it is necessary that educational professionals know
paths, protocols, and techniques that contribute to numerous aspects, fr
om non
-
violent
communication to assertive intervention in cases of bullying (TOGNETTA, 2020b).
It is necessary for a teacher to have the opportunity to study to the point of understanding
that a fight in a WhatsApp group created by students is not a probl
em "out there," and that,
furthermore, "it is in here" the most favorable place to collectively build non
-
negotiable human
values. Yes, the school has that power
!

Ninth recommendation: The importance of peers
As we have seen, not being physically present in school has reverberated into great
suffering for children and adolescents. At an age when having friends is so important from the
point of view of constituting who you are, our investigations again showed th
e impact of the
period in which we live. Before the Covid
-
19 pandemic, the school climate reports presented
during the diagnosis performed in São Paulo schools and the Placon data already indicated
problems in peer relationships, such as bullying, loneline
ss, and alcohol and drug use among
adolescents.
The absence of interaction with their peers generated a great impact for children and
adolescents because it affected not only the constitution of their self
-
image of value and
belonging to a social group, bu
t also factors related to language, communication between
people, and social behavior itself (such as knowing how to listen to the other and knowing how
to wait for their time, experiences that are difficult to conquer when they are not experienced).
It is
also known that social support is one of the most protective factors against
depression in adolescents (MEULEN; GRANIZO; DEL BARRIO, 2021). The conclusion of
our studies, added to those that already presented such considerations, is that peers are a great
force to be valued in schools. They are the ones who can best welcome, help, intervene when,
as adults, we do not know about the pains, the anguish of our students, not because we do not
want to see, but because adults will not be the ones sought by those
who suffer bullying and
other violence (AVILÉS MARTÍNEZ, 2013; COWIE, 2000; COWIE, WALLACE, 2000;
MEULEN; GRANIZO; DEL BARRIO, 2021; TOGNETTA; SOUZA; LAPA, 2019). Surely
this was the starting point of implementing an Equal Support System in public schools
.
It was our male and female students from schools belonging to the network
Help Teams
from Brazil
, formed as a result of the project presented here, who got closer to the more than
29,500 teenagers from the Regional Education Directorates (DREs) with whom
we work. By
dedicating their time and energy, they have proven that, given the opportunity, it is "on the side
of good" that our young people will find the meaning to move forward
(SOMOS CONTRA O
BULLYING, 2021).
This is, without a doubt, the greatest of
all the recommendations presented here: to give
young people what is rightfully theirs: to be protagonists of a better civilization
.

Tenth recommendation: What we learn from a scientific method
For some time now we have been trying to bring to our country the experience gained
in countries where we have been, won friends and/or established working partnerships in the
field of school coexistence. These countries
-
such as Chile, Spain, Colombia, A
rgentina, among
others
-
have, for some time, had a structured policy for strategically planning and executing
actions that overcome the empty and divergent forms of intervention and prevention, provided
for in specific or electoral campaigns, to violence
in schools. In 2014, in Colombia, the National
School Coexistence System was organized and enacted, in which one of its main topics
discussed refers to the exercise of human rights and the prevention and combat related to
coexistence problems. With the sch
ool coexistence policy in Chile, we have also learned about
the fundamental role that school curricula have in establishing a foundation with themes related
to coexistence. We believe that a policy to promote coexistence is made by the need to guide
and pr
omote the teaching, learning, and management of coexistence for both personal and social
development, being responsible for bringing out the knowledge and culture of both students
and the educational community as a whole.

Certainly, the great promoter of the enthusiasm that Gepem's researchers had to start
this work was one of the criteria for which the call for proposals was intended: choosing projects
that had the potential for replication in education networks and that w
ould become a public
policy.
The pandemic context and all the difficulties encountered in the implementation of this
project
-
incorporated into an accelerated decision to become, immediately, part of a public
policy of coexistence
-
were challenges that
made emerge, at least for now, a great desire that,
in fact, the whole construction of a coexistence program would be integrated into the work of a
network whose aspirations, coming from the school ground, converge towards the same idea

At the end of the formative meetings of the final year classes of elementary school, a large number of
teachers
recorded, in writing or orally, their satisfaction with the opportunity to study, discuss and reflect on the themes of
coexistence. Even in a group interview with 12 professionals who participated in the training cycle, some also
highlighted the
importance of schools having systematic and intentional proposals to promote good virtual
coexistence, in addition to signaling their desire to carry on with the dream of implementing the Help Teams
.

project, considering the university as the fertile ground for the
transformation of a segment that
is sometimes quite resigned: the final years of elementary school
.
In fact, more than the University, what is at stake in this last recommendation is science
and its quest. In respect to its complex, dialectic and sovereig
n nature that all the research results
present in this dossier converge to the recommendation that, more than ever, it can be brought
back to its value
.
It is the exercise of science that makes our last word fruitful. It is through the exercise
of search,
of patience, of enthusiasm, of not giving up, that we leave here our greatest
recommendation to give to boys and girls, from São Paulo or not, little Brazilians of all races,
genders, colors and desires, the persistence that will move us. If it wasn't thi
s time that we
conquered a policy of coexistence for schools, we will try again, again, again...
