Algunas reflexiones sobre los enfoques de la policía

Abstract

We cannot understand the content of the term Police, if we do not associate it with a certain political and economic system in the state frame that will determine, in last instance, the criminal politics that will rule the police. Historically, it was constituted as a public internal militarized security force, and this institution has created an institutional own culture of a corporate way that has spoilt all kinds of police reform and has allowed corruptions, this last one, also constitutive of the “police order ". In the middle of all this, there interbreeds the punitive populism encouraged by the media speech of security emergency , molding the police and allowing the uses and abuses of the police tools, which not always are according to the choice of a constitutional state. The present essay tries to analyze the different theoretical approaches that have been given to the police. The purposes are simply analytical, since it is necessary to know the police phenomenon and its interrelationship with the public policies in general, to tackle in other essays, some sort of police reform that is totally compatible with the Democratic State of Law.
