Abstract

This article outlines the actors and actions involved in developing a strategy for violence and crime prevention, designed to encourage the social integration of youth in conflict with the penal law. It starts to admit that insecurity in the broadest sense and the increasing street crime in urban areas are more a result of social insecurity than the cause of public safety. It focuses on crime prevention as an intervention in the social sphere – specifically on community – to help strengthen the active participation of individuals and the transformation of the conditions that lead to violence and crime. It proposes direct work with youth from a multidisciplinary perspective and the interaction between the governmental agencies and non governmental organizations to be able to build a more efficient and effective answer to address the problem.
