Abstract

In Brazil, the youth movements have contributed todemocracy in society. From 2003 government organs gave priority to therights of young people. Initially, the legislature indicated proposals forspecial programs of 15 to 24 years and later, in 2004 the federalgovernment took over the discussions on the topic. In 2005 the federalgovernment were created by the National Secretariat for Youth andNational Youth Council. In the Chamber of Deputies, in the same year, itwas proposed the Status of Youth and National Youth Plan. In Brazil, thediscussion on the rights of young people arrived late compared to otherLatin American countries. This is due, in large part, the State reformsundertaken since the 1980s with economic globalization and the reductionof state welfare. Despite the deficiencies generated by the currenteconomic system, these rights for the first time in national history, will enable the social inclusion of young working-class guarantees before the unique social sectors with better income.
