Abstract

The present work aims to conduct an unorthodox analysis of PT governments in Brazil, to analyze the causes of the interruption of the upward growth that the country experienced until 2010. For this, an analysis of the period of PT governments was conducted., from 2003 to 2016, to understand the origin, direction, and changes of macroeconomic policy in the period. Methodologically, the approach adopted has a historical-theoretical character centered on the description and analysis of the period of PT governments, from 2003 to 2016, to understand the origin, direction, and changes of macroeconomic policy in the period. There was a deceleration of the country's economy, which resulted in a deficit primary result and a negative value of GDP in 2014. However, it was found that the behavior of revenues rather than expenditures, which changed in the period analyzed, implying in the inflection of the negative fiscal results in the last years of the PT administration. In other words, the reduction in the primary result is due to the fall in revenue, and not to the increase in expenditure. Thus, the orthodox thesis that the economic slowdown in this period is due to excessive interventionism of the Dilma government's new development strategy and the expansion of government spending is rejected.
