Policies in question: the experience of "CURA" Programme

Abstract

This paper intends to study one experience about urban policy trying to understand the policy-making process in its formulation and implementation phases. The last one refers to São Paulo city. The author intends to identify the elements that characterize the implementation phenomenon trying for a definition from a wide conception. Simultaneously the author shows the possibility of powers composition change and the consequent object displacement and arena changing. This is possible since the political realities generating formulation and implementation of some policy are distinct.
