Abstract
The main object of this paper is to analyse the action of the State in view of the settlement of the rural workers in S.P. It tries to understand the problem starting from the theoritical propositions related to the concept of necessity of labor power reproduction which is contradictorily bound to capital reproduction. It is not an empirical analysis although it has a settlement of "bóias-frias" as a pressuposition for the analysis.
