Abstract
This paper deals with the State participation as the new definer of the rural struggles. It also points out, throught the most significative studies up to date, to the characterization of the burgois revolution Brazil as a revolution "pelo alto". Such studies suggest anew approach to the agrarian problem, which is in a kind of transformation process that would not have envolved the development of the democratic representation system. At last, this paper has a proposal a kind of study of the rural workers. Union that pictures the evolution of the institutional conditions that organized, step by step, the rural work and the struggles.
