This paper focus what are the "new blusters" that involve the Mercosul area and that criminal intent linked to the marked of drugs and arms and "money washing", and like how much these countries are with out to resolve those blusters. Besides analyze the brunt of the September 11 attempt upon the affair of the anchor regional. The ambiguous comportment of the EUA has a tendency to dominate the idea of international security, label that terrorism, and this is not so good for the rest of the world.
