Legal ways of military presence in the State

Abstract

In this paper, our apprehension is that the military withdrawal of the Public Administration and State Decision Maker did happen through uncertain "tactics of passage by democracy" and this democracy do partial and in many events, went to the back. Hear, we do intent a model of civil-military relationship that it do to enable a diagnose, classify and dispose these phenomena. So this model may work like a thermometer of the health of the Latin America Democracy.
