Abstract

For an international insert of a sovereign nation be viable, must necessarily have high autonomy to decide on their internal policies and also involving its relationship with other countries. Therefore, should seek economic, political and cultural independence; be able to make and remake trajectories, in order to revert antique processes of subordinate position and draw your own story. A historical analysis of South America insert in the world capitalist system shows what alternatives are possible for a full autonomy and sovereignty of the countries of the region in their formulation of public policy, having as object of analysis the geopolitics of strategic natural resources. From the cycles of the capitalist system, there is a need to think about the cycles of scientific-technological innovation related to the use, processing, appropriation, consumption and demand of natural resources, in which its sovereignty is essential for the disruption with the technological dependence of South America, for its insertion in the next economics and innovation cycles, promoting a model of social and economic development with social justice.
