Abstract

One of the most persistent problems in Brazilian institutional history concerns the Executive-Legislative relations in the public budget. The National Constitutional Assembly (1987-88) faced the challenge of crafting a new set of rule that could provide both macroeconomic efficiency and democratic participation. The final constitutional design left unsolved many aspects of the riddle thus establishing an institutional set that has been strategically operated by the Executive branch to retain its lead in the budget process.
