A educação e a concretização dos princípios do desenvolvimento sustentável
a necessidade de melhorar as competências digitais dos funcionários públicos e municipais

O artigo analisa o desenvolvimento de competências digitais entre funcionários da administração pública como condição estratégica para a transformação digital e para a concretização dos princípios do desenvolvimento sustentável. Com base em revisão da literatura e em uma pesquisa com especialistas, o estudo identifica dois grupos centrais de competências: operar sistemas públicos de TI e garantir a segurança dos dados pessoais dos cidadãos. Os resultados indicam como principais barreiras a insuficiência de habilidades em TIC, a baixa competência para encomendar e gerir sistemas de TI, políticas de formação fragmentadas e a falta de plataformas coordenadas de apoio. O artigo sustenta que as competências digitais estão diretamente relacionadas à qualidade dos serviços, à eficiência administrativa, à proteção de dados e ao acesso dos cidadãos aos serviços públicos. Recomenda-se formação centralizada, coordenação interinstitucional e avaliação contínua das competências.
