Abstract

Although literature recognizes the difficulty in formalizing the concept of evaluation of strategic alignment of regional government departments, also it underlines its relevance in the scope of the process of strategic formulation and creation of sustainable public competitive advantages. Considering the existence of gaps between the definition of the theoretical models and the practical of alignment gauging, we develop a model of evaluation to quantify the strategic alignment. We applied the model to a set of regional governmental departments based in the inquiries filled by each one. The cross analysis of strategic goals and political orientations allowed us to quantify the alignment levels, being demonstrated the possibility to supply to quantitative information on the mismatch between strategic objectives of the regional departments of the public administration and the politics statements defined by the government.
