Microcredit guarantee fund: a model proposal

Microcredit has been the subject of many academic studies and has been part of public policies for financial inclusion in Brazil. However, the risk taken by financial institutions, OSCIPs and SCMs has been scarcely evaluated. In principle, a microcredit operation should aim to be independent and self-sustaining. This theoretic article, proposes a model for the provision of additional guarantees for microcredit loans, through a guarantee fund for microfinance, which provides direct guarantees, comprising two modes of operation: one for financial institutions, with charge for the guarantees; and another for OSCIPs and SCMs, without making a charge. For the preparation of this proposal, research was conducted for Brazilian and international experiences with microcredit and complementary guarantee schemes. Simulations were made indicating that the proposed model can be sustainable and leverage the volume of transactions in microcredit by reducing the risk of the system for on-lending. As final considerations some actions are discussed to facilitate its implementation and future research is proposed in order to enhance the proposed model.Downloads
