Dissemination of specialist in public policy and government management career in brazilian municipal management: an exploratory study

Abstract

This article discusses the spread, at the municipal level, of careers similar to Specialist in Public Policies and Government Management, already established at the federal level. To do so, it offers a view of the municipal experiences, as studies of the federal career (FERRAZERI; ZIMBRÃO, 2006; MARY, 2000; CARDOSO; SANTOS, 2000), and the state careers (COUTINHO; BERNARD, 2010; MOTA et al., 2011). Thus, data about ten experiments are presented, highlighting its peculiarities, such as the discrepancy existing over duties and remuneration, pointing out evidences of valuation of professionals and a search for support actions to local needs. Finally, this study highlights the importance for understanding local experiences of creating strategic careers, while points progress and indicates the trend of this movement in the context of the municipalities.
