Abstract

This study aims to analyze the process of policy changes in the government of President Cardoso and President Lula. The author use theoretical models that allow him to understand the formation of the government´s agenda to examine both the process of rise of policy of public administration on the governmental agenda (1995-1998), and their output (1998- 2008).
