Abstract

This article aims at discussing the institutionalization of participation in social policies by identifying the way in which the civil society participates in social policies, as well as defi ning its infl uence on the decision making process. The analysis focuses on Social Security policy and stresses its participative features via social policy councils. The research on the Araraquara Municipal Council of Social Security (SP) also aims at showing the limits and possibilities of Social Security policies in the municipal sphere.
