The article presents an overview of the functioning of municipal food and nutritional security councils (SAN) in the Central and Southwest regions of the State of São Paulo; and, an overview of publications on the topic. The exploratory, descriptive and qualitative study carried out a documentary and bibliographical survey. Using the SAN municipal councils descriptor, 124 scientific works were analyzed and organized into 3 thematic axes: historical construction of SAN councils, decentralization, social participation and intersectorality; management, indicators and innovative social participation strategies; and, municipal case studies on SAN councils in the Central and Southwest regions. In the overview, the low presence of SAN councils was noted compared to other types of councils. Despite the efforts made in implementing SAN public policies, the challenges of intersectorality and greater social participation in councils remain.
