THE CHALLENGES OF WATER RESOURCES MANAGEMENT IN THE PCJ BASIN IN THE PIRACICABA METROPOLITAN REGION

The aim of this manuscript is to analyze the shared management of the Piracicaba, Capivari and Jundiaí River Basins, configured as an Intermunicipal Consortium. The Consortium is located in a territory of considerable demographic density, the recently created Piracicaba Metropolitan Region (RMP). With the growing seasonal scarcity of water resources coupled with the massive use of this resource, there is a need for shared metropolitan and intra-municipal governance on the part of the plurality of actors that make up this dynamic. The main procedural method used throughout the research was the case study, in order to understand, through facts and documentary evidence, the occurrences of the problem in question. As a result of this problem, there is a demand for an environmental administration of water resources that manages them efficiently, both in terms of quantity and quality. We have therefore identified that the cooperation and transparency of the actors participating in this dynamic within the regional metropolitan context has the potential to generate greater balance, but for this to happen, it is essential to apply strategic governance aimed at efficiency, integration and participation, in order to promote intra-municipal articulation and cooperation.
