Abstract

This article proposes a critical analysis of the public policies implemented in rural areas of Petrolina-PE e Juazeiro-BA, situated in the basin of the São Francisco River. These policies have been implemented since 1968 with the beginning of watering projects. These policies were conceived to bring about the empowerment of small backcountry farmers, notwithstanding the limits of pedagogical efforts have occasioned the systematic bankruptcy of these farmers. Such a process has set an actual scenery of income concentration. The
article is based upon the empirical work developed in a national research coordinated by Dr. Jessé Souza and supported by the FAPEMIG and the Secretaria de Assuntos Estratégicos, throughout the CGEE.
