Abstract

Constructed in the middle of the social urban movements that struggle for better life conditions, the concept of the Right to the City has progressively gained expression in conceptual and legal terms. It was included in the Federal Constitution by means of the Social Function of the City and the Property. Afterwards, in the City Statute, it was presented as a right to sustainable cities, understood as a right to urban land, housing, environmental sanitation, urban infrastructure, transport and public services, work and leisure, to the present and future generations. This approach demands strict articulation between Urban and Environmental Agendas. Some of the main incompatibilities between these two areas are expressed in this text, in order to search for alternatives.
