Abstract

The text presents a short synthesis of the historical evolution of the regulating legislation of the purchases and contracts of services in Brazil, from the Empire up to our days. In the sequence it boards, with more details, some of the principal changes in the proceedings, favored by the adoption of new kinds of auction (electronic). The case of the State of Sao Paulo, with his prescriptive particular instruments, is treated in the sequence, to give space, to the end, to a synthetic empirical investigation, looking to identify, in four unities of the public administration possible and effective benefits reached with the substitution of the traditional kinds of auction
