Abstract

The purpose of this paper is to analyze the mechanisms of delegation of authority vertical and horizontal in Participatory Budgeting in Araraquara (Brazil). For this, we investigated: 1) formal and legal aspects by the documental analysis of the "Bylaws" and the Law that created the participatory budget, 2) empirical aspects, through ethnographic research participant in the plenary, to verify and the extent to which the formal aspects are effective in practice.
