Actors and institutions: the recent changes on education policy in four brazilian states

This paper analyze the recent changes on education policy in four Brazilian states. The objective was to identify the factors that influence the reforms’ adoption, which were responsible for the introduction of performance management in this policy. For that, the literature that discuss the change on public policy, as institutionalism and agenda setting, were systematized. The comparative analysis shows that the actors were fundamentals to the dissemination of ideias and changes in government agendas, but the policies’ trajectories have influenced the design of reforms.
