Management of public organizations: a bibliometric analysis of the competences of school administrators

Good public management presupposes public organizations able to guarantee the good performance of their actions based on criteria such as efficiency, effectiveness and effectiveness of public policies. To do so, it demands professionals capable of managing such organizations, with competencies aligned with the presuppositions of a contemporary public management. In this sense, the article will deal with the importance of management positions in school organizations, focusing on the role of school principals. Thus, the present study consists of exploring, from a review of articles in database, also known as bibliometrics, the competences of the school directors in raising several applicable actions within an organizational school context in the technical administrative field, in educational practices The political and democratic management of the institution. This expectation is based on the premise that the school director must be a high level public manager, and therefore have pedagogical and political skills. In the analyzed articles we can observe the predominance of qualitative and theoretical works, and very few publications with quantitative emphasis. It is believed that such a characteristic occurs because each school is situated in a complex and unique organizational context. The main results point to a great deal of activities carried out by the director, who often do not have the competence or administrative capacity to carry them out, without there being in this study the deepening of the competencies required in this position. The contribution is given by the possibility of listing the characteristics of the position, as a way to better enable methods for orientation and evaluation of the position.
