Abstract

The article analyzes the fi rst proposal presented to the State Council of Education (São Paulo) for the integration of Higher Education Isolated Institutes in Regional Universities. Such proposal, elaborated and debated in 1966 by Counselors that presided the Higher Education Chamber, introduced a fi rst diagnosis of the situation of the Institutes. The extent and objectivity of the questions present in the documents allowed the resuming of the proposal 10 years later with the creation of UNESP, which still persists as a reference for the contemporary analysis of the expansion of university integration.
