Descentralização e participação social: a experiência do conselho municipal de saúde de Araraquara-SP

Abstract

This article wishes to contribute with the debate the limits and possibilities on the consolidation concerning the participation of the civil society through the political and Health Municipal management from the Health Municipal Concils. We analize the experience of the institucionalization towards the social control on the Health Municipal Funds; besides, the participation fo several social segments inte political formulations referred to this section, wich are elaborated in the Health Municipal Council of Araraquara-SP, during the time of descentralization of the actions and health services (1997-2001), comprehending two administrations marked by distint political orientationsl. We bring up in this study a methodology with comprehends the analysis of the internal rules and regulations, including not only the records of Council monthly meetings, but also its direct observations and the interview with some counselors of different social segments.
