Abstract

This paper aims to examine how the production of cultural goods and services has been understood, from their relation to national cultural policies. For a more detailed analysis of this process, and even help to think about new forms of financing culture, without being based on revenue foregone, we want to understand the creation of the low to promote the theater in the city of São Paulo within, the context that motivated an enabled its implementation.
