Education and the achievement of sustainable development principles
the need to improve the digital competencies of state and municipal employees

The article analyzes the development of digital competencies among public administration employees as a strategic condition for digital transformation and the achievement of sustainable development principles. Based on a literature review and an expert survey, the study identifies two key groups of competencies: the ability to operate public IT systems and the ability to ensure the security of citizens’ personal data. The results show that the main barriers are insufficient ICT skills, weak competence in ordering and managing IT systems, fragmented training policies, and the lack of coordinated support platforms. The article argues that digital competencies are directly linked to service quality, administrative efficiency, data protection, and citizens’ access to public services. Centralized training, interagency coordination, and continuous competency assessment are proposed as practical measures for strengthening digital transformation in state and municipal administration.
